Speakers shall be limited to a maximum of five (5) minutes. The Fourth Judicial District Drug Task Force Control Board may allow a speaker additional time or may allow an unsigned -up person to speak by unanimous consent or majority vote. Stephen Carr Memorial Blvd. Fayetteville, AR 72704 (479) 587-7122 FOURTH JUDICIAL DISTRICT DRUG TASK FORCE 1800 North Stephen Carr Memorial Blvd. Fayetteville, Arkansas 72704 MEETING April 19, 2023 MINUTES A meeting of the Fourth Judicial District Drug Task Force Control Board was held on April 19, 2021 Those present were: Mike Reynolds, Chief- Fayetteville Police Department Jay Cantrell, Sheriff- Washington County Sheriff's Office Frank Gamble, Chief- Springdale Police Department Chris Workman, Chief- Prairie Grove Police Department Willie Newman, Fiscal Director- Fayetteville Police Department Jacob Lawson, Sergeant- Fourth Judicial District Drug Task Force Cara Murdoch, Administrative Assistant -Fourth Judicial District Drug Task Force Brian Chambers, Gulf Coast HIDTA Director- Arkansas and Tennessee Tim Franklin, Lieutenant- Fayetteville Police Department Courtney Cassidy, Deputy Prosecutor- Washington County Prosecutor's Office Guest: Public Chief Mike Reynolds called the meeting to order. Upon roll call, the above -listed members were acknowledged as present. Copies of the minutes from March 15, 2023, meeting were distributed to all present. A motion was made by Sheriff Jay Cantrell and seconded by Chief Frank Gamble to approve the minutes. The motion was approved unanimously. A copy of the financial report for the Grant FY2022-2023 was distributed to all present for review, the period ending February 28, 2023. Financial Director, Willie Newman, stated the total expense to date was $423,980.00 which included Federal 235041-22JL $62,232, State 235041-22JL $33,066.00, State J23-004-DF $91,319.00, Local 235041-22.JL $18,670.00, Local J23-004-DF $27,396.00, and Non -Allowed- $191,297.00. Sergeant Jacob Lawson reported on the task force's activity from March 1, 2023, through March 31, 2023, and he distributed a copy of statistics to all present. Lawson stated that in March the task force opened 37 cases, closed 28 cases, and made 24 arrests. Lawson further noted that $8,630.00 was expended for the purchase of evidence and $480.00 for the purchase of information. Lawson stated that drugs seized during the month included: methamphetamine, marijuana, cocaine, fentanyl, and pharmaceuticals. Lawson stated that 10 warrants were served. Also noted, were 13 drug convictions for February. The task force seized $4,123.00 U.S. currency during the month. The locations of DTF Enforcement Action for the month were Fayetteville 22 cases, Springdale 8 cases, Greenland 1 case, Washington County 1 case, Tontitown 1 case, Prairie Grove 1 case, and Madison County 1 case. 4 Sergeant Jacob Lawson reported on the following disposition. DTF 22-350 (State of Arkansas v Teresa Little) was a Drug Task Force arrest in Fayetteville resulting in the seizure of $2,522.00 on December 8, 2022. $756.60 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $1,765.40 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5% and Rural 12.5%). Notes: On December 8, 2022, detectives with the Drug Task Force searched the residence of Teresa Little in Fayetteville after conducting multiple controlled buys of methamphetamine from her. The search revealed approximately one -quarter pound of methamphetamine in multiple bags, pharmaceutical pills and drug paraphernalia indicative of the sale of methamphetamine along with the currency. Chief Chris Workman made a motion, seconded by Chief Frank Gamble, to approve this recommendation. The motion was approved unanimously. DTF 23-004 (State of Arkansas v Jair Marin) was a Springdale Police Department arrest resulting in the seizure of $950.00 on December 30, 2022. $149.40 went to the Arkansas State Drug Director's Office and $285.00 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $515.60 go to the Drug Task Force and the remaining balance go to the Springdale Police Department. Notes: On December 30, 2022, Springdale Police Department officers conducted a traffic stop on a vehicle operated by Jair Marin. A search of the vehicle revealed psilocybin mushrooms, marijuana and marijuana products packaged for sale. Marin was in possession of the currency as well. Sheriff Jay Cantrell made a motion, seconded by Chief Chris Workman, to approve this recommendation. The motion was approved unanimously. DTF 23-010 (State of Arkansas v Jonathan Rodriguez) was a Springdale Police Department arrest resulting in the seizure of $2,725.00 on January 7, 2023. $817.50 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $1,907.50 go to the Drug Task Force and the remaining balance go to the Springdale Police Department. Notes: On January 7, 2023, Springdale Police Department officers contacted Jonathan Rodriguez while looking for a runaway juvenile. A subsequent search of Rodriguez's vehicle revealed more than one -quarter pound of methamphetamine. Rodriguez was in possession of the currency as well. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve this recommendation. The motion was approved unanimously. DTF 23-018 (State of Arkansas v Jair Marin) was a Springdale Police Department arrest resulting in the seizure of $1,833.00 on January 16, 2023. $549.90 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $1,283.10 go to the Drug Task Force and the remaining balance go to the Springdale Police Department. Notes: On January 16, 2023, Springdale Police Department officers conducted a traffic stop on a vehicle operated by Jair Marin. A search of the vehicle revealed marijuana and marijuana products packaged for sale. Marin was in possession of the currency and a firearm as well. Chief Chris Workman made a motion, seconded by Sheriff Jay Cantrell, to approve this recommendation. The motion was approved unanimously. DTF 23-029 (State of Arkansas v Bryce Sarver) was a Drug Task Force arrest in Fayetteville resulting in the seizure of $884.00 on January 27, 2023. $176.80 went to the Arkansas State Drug Director's Office and $265.20 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $442.00 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5% and Rural 12.5%). Notes: On January 27, 2023, detectives with the Drug Task Force searched the residence of Bryce Sarver in Fayetteville after receiving information he was selling methamphetamine. The search revealed approximately three ounces of methamphetamine in multiple bags and drug paraphernalia indicative of the sale of methamphetamine along with the currency. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve this recommendation. The motion was approved unanimously. OTHER BUSINESS Financial Director Willie Newman explained that the federal funding was originally allocated for the amount of $91,319.00 and the state funding was approximately $48,000.00. Department of Finance and Administration was waiting for the federal portion to drop and partially funded the grant until then. In February, Willie Newman received that last portion of the $91,319.00, which Chief Mike Reynolds will present to the Fayetteville City Council for approval. • Fayetteville City Council approved the annual High Intensity Drug Trafficking Area (HIDTA) funds. These funds have to be spend by December 31, 2024. Washington County Sheriff's Office is the fiduciary for HIDTA. • Chief Mike Reynolds introduced Brian Chambers, Gulf Coast HIDTA Director- Arkansas and Tennessee PUBLIC COMMENT No public comments. Chief Mike Reynolds requested a date and time for the next meeting. The next meeting will be on May 10, 2023, at 1:30 P.M., Springdale Police Department, 201 North Spring Ave., S, Arkansas.
