Call to Order - Dockery called the meeting to order at 5:31 pm 2. Roll Call- Dockery, Brink, Kincaid, Sheely, Davis, Walsh, Freund, Downing, Chambers 3. Approval of Minutes PRAB Recommendation: Kincaid moved to approve the minutes. Walsh seconded the motion. Motion passed 8-0 7. Fayetteville High School Environmental Sign Proposal, Zach Foster Matt Holden, with Fayetteville High School presented a pollution signage project his students have been working on. The goal of these signs would be to inform and educate the community about pollution crisis and what they can do to help. PRAB Recommendation: Dockery moved to approve the sign proposal, with caveat that work with Staff on website landing page. Freund seconded the motion. Motion passed 9-0 Mailing Address: 113 W. Mountain Street www.fayetteville-ar.gov Fayetteville, AR 72701 8. Lake Fayetteville Watershed Study update: Olsson Brad Schleeter, with Olsson presented the Lake Fayetteville Water Quality. Field data collection included a Bathymetric Survey, Water Samples, Sediment Samples and Vegetation Survey. The study included short term and long-term solutions. Short Term (3-5 years) include: • Lake Alum Treatments • Aeration • Biochar Bags • Sediment Forebay • Wetland and Channel Concept and Created Wetland Concept Near Marina. Long-term (10+ years) solutions include: • Sediment Removal o Hydraulic Dredging o Mechanical Excavation • Watershed Improvement o Streambank Stabilization o Conservation Areas o Regional Detention o Riparian Corridor Restoration o Green Infrastructure • Watershed Programmatic BMPs o Lawn Care o Pet Waste Disposal o Low Impact Development o Native Vegetation 9. Community Art Wall Proposal: Joanna Bell, Arts and Culture Director Bell informed PRAB that City Council will be reviewing a graffiti ordinance on April 18 that will update our policy and allow us to remove graffiti on public space. The Arts Council has reviewed this proposal and it aligns with industry best practices. The Arts Council wanted a mechanism to encourage the art making piece of street art. The ordinance update would include both components. Bell presented a community art wall proposal, in which the location is at Poplar Street Pump House. This location is a decommissioned Water and Sewer facility, which is frequently being tagged with graffiti. The proposal would include an installation of a 50-foot community art wall and general rules posted onsite for this street art. PRAB Recommendation: Freund moved to approve the Community Art Wall Proposal. Sheely seconded the motion. Motion passed 9-0. 10. Annual Report: Alison Jumper, Director PRAB Recommendation: Kincaid moved to approve the annual report. Brink seconded the motion. Motion passed 9-0. 11. Walmart and AND1 paint the court proposal: Alison Jumper, Director Jumper presented a proposal from Wal-Mart and AND1 to paint the basketball court at Walker Park. Both Wal-Mart and AND1 logos are anticipated to be included on the court. Donor recognitions are allowed as described in the Donor Recognitions Policy, approved by PRAB and City Council. The total investment of painting the court and a celebration event is approximately $200,000. PRAB Recommendation: Brink moved to approve the Walker Park Paint the Court proposal. Freund seconded the motion. Motion passed 9-0. 12. Proposed Capital Improvement Plan 2024-2028: Ted Jack, Park Planning Superintendent Jack presented an overview of the Parks, Natural Resources and Cultural Affairs Capital Improvement Plan requested and the fund allocation: • HMR: 2024 - $3,885,000, 2025 - $4,880,000, 2026 - $3,800,000, 2027 - $3,250,000, 2028 - $2,140,000 = $17,955,000 total 2024- 2028 • Sales Tax: 2024 - $1,260,000, 2025 - $505,000, 2026 - $535,000, 2027 - $515,000 = $3,655,000 total 2024-2028. Humphrey presented an overview of the Parks Maintenance Capital Improvement Plan requested: • Sales Tax: 2024 - $1,436,250, 2025 - $1,389,325, 2026 - $1,485,000, 2027 - $1347,000, 2028 - $1,416,175,00 = $7,073,750 total 2024-2028 • Sale Tax/Street Fund: 2024 - $607,000, 2025 - $553,000, 2026 - $479,000, 2027 - $509,000, 2028 - $361,000 = $2,509,000 total 2024-2028. PRAB discussed the CIP projects further. PRAB Recommendation: Freund moved to approve the Capital Improvement Plan. Brink seconded the motion. Motion passed 9-0. 13. Wilson Park Courts Proposal Update: Alison Jumper, Director Jack updated PRAB on the Wilson Park proposal to convert (1) tennis court and (4) junior tennis courts into (6) dedicated pickleball courts. This project would add lighting to the proposed pickleball courts, resurface the courts, new fencing and add lighting to the adjacent basketball court. The expected cost of this project is $689,000 and funding would come from Parkland Dedication Funds and HMR/Sales Tax Funds. The Parkland Dedication Fund allocation for this proposal is $505,000 and the HMR/Sales Tax allocation is $184,000. PRAB Recommendation: Kincaid moved to approve the Wilson Park Court Proposal. Brink seconded the motion. Motion passed 9-0. 14. Active Transportation Advisory Committee Update: Yarri Davis N/A 15. Botanical Garden Society of the Ozarks Update: Joel Freund Freund updated PRAB that the Executive Director has left the Botanical Garden Society of the Ozarks. 16. Project Update: Ted Jack, Planning Superintendent Jack updated PRAB on current projects which included: • Wilson Restroom: Working on the foundation. • Centennial Park: Monument entry sign being installed. • Saddle Up Trail: Trail redesign expected to start soon. • Walker Park Master Plan: the public survey has concluded. • Wilson Park Promenade: Concrete pouring is occurring. • Wyman Bridge kayak launch below Lake Sequoyah White River • Planning Projects o Bryce Davis Community Park Master Plan- Starting Soon o Underwood Park Community Park Master Plan: Refining Draft Plan o YRCC Project: Expected to bid in the fall o Gulley Park: Construction has started o Lake Fayetteville Softball Complex: Constitution Manage at Risk has been selected • Park Land Acquisition: Dockery, Walsh, and Freund were appointed to a land acquisition committee. 17.
