Speakers shall be limited to a maximum of five (5) minutes. The Fourth Judicial District Drug Task Force Control Board may allow a speaker additional time or may allow an unsigned -up person to speak by unanimous consent or majority vote. Those present were: Mike Reynolds, Chief- Fayetteville Police Department Jay Cantrell, Sheriff- Washington County Sheriffs Office Frank Gamble, Chief- Springdale Police Department Chris Workman, Chief- Prairie Grove Police Department Willie Newman, Fiscal Director- Fayetteville Police Department Jacob Lawson, Sergeant- 4th Judicial Drug Task Force Jamie Fields, Deputy Chief- Fayetteville Police Department Derek Hudson, Assistant Chief- Springdale Police Department Greg Tabor, Chief Deputy- Washington County Sheriff's Office Tim Franklin, Lieutenant- Fayetteville Police Department Guest: None Chief Mike Reynolds called the meeting to order. Upon roll call, the above -listed members were acknowledged as present. Copies of the minutes from February 15, 2023, meeting were distributed to all present. A motion was made by Sheriff Jay Cantrell and seconded by Chief Frank Gamble to approve the minutes. The motion was approved unanimously. A copy of the financial report for the Grant FY2022-2023 was distributed to all present for review, the period ending February 28, 2023. Financial Director, Willie Newman, stated the total expense to date was $343,975.00 which included State J23-004-DF $91,319.00, Local J23-004-DF $27,396.00, and Non-Allowed- $225,260.00. Sergeant Jacob Lawson reported on the task force's activity from February 1, 2023, through February 28, 2023, and distributed a copy of statistics to all present. Lawson stated that in February the task force opened 26 cases, closed 25 cases, and made 15 arrests. Lawson further noted that $2,670.00 was expended for the purchase of evidence and $200.00 for the purchase of information. Lawson stated that drugs seized during the month included: methamphetamine, marijuana, cocaine, crack cocaine, psilocybin mushrooms, fentanyl, and pharmaceuticals. Lawson stated that 3 warrants were served. Also noted, were 4 drug convictions for February. The task force seized $4,123.00 U.S. currency during the month. The locations of DTF Enforcement Action for the month were Fayetteville 10 cases, Springdale 5 cases, Farmington 4 cases, West Fork 4 cases, Huntsville 2 cases, and Madison County 1 case. 4 Chief Mike Reynolds mentioned a DTF case involving an individual charged with manslaughter after supplying fentanyl pills that led to another individual's death. Sergeant Jacob Lawson noted this case was a joint effort with the Fayetteville Police Criminal Investigation Division. Sergeant Jacob Lawson reported on the following disposition. DTF 22-308 (State of Arkansas v Baylie Keith) was a Drug Task Force arrest in Fayetteville resulting in the seizure of $10,060.00 on October 3, 2022. $2,012.00 went to the Arkansas State Drug Director's Office and $3,018.00 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $5,030.00 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On October 1, 2022, detectives with the Fayetteville Police Department discovered alprazolam pills along with the currency during the search of a residence as part of a robbery investigation. Detectives with the Drug Task Force continued the investigation, and they discovered the pharmaceutical pills and currency belonged to Keith. Obtained evidence revealed Keith was involved in the sale of controlled substances. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve this recommendation. The motion was approved unanimously. DTF 22-336 (State of Arkansas v Xavier Pastrana De Jesus) was a Drug Task Force arrest in Springdale resulting in the seizure of $2,016.00 on November 1, 2022. $604.80 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $1,411.20 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On November 1, 2022, detectives with the Drug Task Force searched the residence of Xavier Pastrana de Jesus in Springdale. The search revealed cocaine, marijuana, and drug paraphernalia indicative of the sale of controlled substances and a firearm along with the currency. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve this recommendation. The motion was approved unanimously. DTF 22-343 (State of Arkansas v Angel Cedario) was a Springdale Police Department arrest resulting in the seizure of $2,030.00 on November 5, 2022. $609.00 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $1,421.00 go to the Drug Task Force and the remaining balance going to the Springdale Police Department. Notes: On November 5, 2022, Springdale Police Department officers investigated a robbery, and they encountered Cedario hiding in his vehicle. A subsequent search of the vehicle revealed more than one pound of psilocybin mushrooms, green marijuana, marijuana products, and two firearms. Cedario was in possession of the currency as well. Chief Chris Workman made a motion, seconded by Sheriff Jay Cantrell, to approve this recommendation. The motion was approved unanimously. DTF 22-356 (State of Arkansas v Joe Chantharath) was a Drug Task Force arrest in Springdale resulting in the seizure of $3,828.00 on December 14, 2022. $1,148.40 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $2,679.60 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On December 14, 2022, detectives with the Drug Task Force searched the residence of Joe Chantharath in Springdale after conducting multiple controlled buys of methamphetamine from him. The search revealed drug paraphernalia indicative of the sale of methamphetamine along with the currency. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve this recommendation. The motion was approved unanimously. DTF 22-386 (State of Arkansas v Drew Bueno) was a Drug Task Force arrest in Springdale resulting in the seizure of $4,843.00 on December 16, 2022. $1,452.90 went to the Washington County Prosecutor's Office Drug Control Fund. It is recommended that 15% of the net total of $3,390.10 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On December 16, 2022, detectives searched the residence of Bueno in Springdale. The search revealed counterfeit oxycodone pills (believed to contain fentanyl), promethazine with codeine cough syrup, and drug paraphernalia indicative of the sale of controlled substances. Bueno was in possession of the currency as well. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell to approve this recommendation. The motion was approved unanimously. OTHER BUSINESS Willie Newman advised that the plates in the tactical vest worn by detectives are nearing the expiration of their warranty period and need to be replaced. The total cost to replace these plates is $13,678.00, and it will be paid out of DTF Program Income if approved. Sheriff Jay Cantrell made a motion, seconded by Chief Chris Workman, to purchase replacement plates for the tactical vests worn by task force detectives. The motion was approved unanimously. PUBLIC COMMENT No public comments. Chief Mike Reynolds requested a date and time for the next meeting. The next meeting will be on April 19, 2023, at 1:30 P.M.
