West Side Prairie Agreement In February 2020, the City Council approved a 3-year contract with the Northwest Arkansas Land Trust (NWALT) for habitat restoration and management of the 41 acre West Side Prairie, which is located just North of the West Side Wastewater Treatment Facility. The Northwest Arkansas Land Trust was selected because of their expertise in habitat restoration. Their charge in 2020 was to assess the site for ecological values and to utilize adaptive restoration strategies for native tall grass prairie and savannah species. Additionally, NWALT would also improve public accessibility. This new contract is for 12 months of work and in addition to the above, includes employing a variety of plant management techniques to control invasive and exotic plant species on the site. Funds are available in the Wetlands bank construction capital project within the Water & sewer fund. STAFF REQUESTS THIS BE FORWARDED TO THE CITY COUNCIL FOR CONSIDERATION FOR APPROVAL 2. Easements for Construction of an Elkins Sewer Lift Station The City of Fayetteville and City of Elkins have an agreement for both water and sewer services. The City of Elkins operates their own water and wastewater systems, purchasing water wholesale from Fayetteville and metering sewer wholesale from a lift station and metering site east of Lake Sequoyah. Elkins is in the process of upgrading their sewer lift station and the downstream force main that transports the wastewater to Fayetteville's system. These upgrades are needed to reduce wet weather sewer overflows and accommodate growth in their system. Temporary and permanent utility easement is needed for the Elkins sewer lines across several City of Fayetteville parcels as shown in the attached exhibits. These areas are generally north of Highway-16 in the vicinity of Lake Sequoyah. Staff recommends approval of the easements as requested. STAFF REQUESTS THIS BE FORWARDED TO THE CITY COUNCIL FOR CONSIDERATION FOR APPROVAL 3. 11' Street Waterline Cost Share Infill development is proposed by 11th St Cottages, LLC south of 111h Street between S. Washington Avenue and S. Beebalm Ave. (parcel 765-03341-000). The site is approximately 0.66-ac, currently vacant, and is zoned RIU. The developer proposes to build 9 cottages in a cluster housing development. In order to service these houses, they will need to install a water line from Washington Ave to the corner of the subject property, approximately 174-ft, and then extend it in along the frontage of the property to the middle of the property, an additional approximately 62-ft, for a total of 236-ft. This waterline would also benefit any future development east and north of this project site. The developer seeks the Water & Sewer Committee's feedback on this cost share to inform their next steps of detailed engineering, permitting, and contractor quotes. 111h St Cottages, LLC requests a 50% cost share on this waterline installation. Preliminary engineering estimates provided by Community By Design total $88,642.40 for the project. However, exact cost share amounts would be presented at a future date based on a contractor low bid. West Side Prairie is a remnant of relatively undisturbed tallgrass prairie and part of a larger mosaic of sustainable practices which include a wetland mitigation site and solar arrays. The conservation of this prairie remnant is an important addition to the existing facilities and provides ecosystem services such as carbon sequestration, wildlife habitat, and stormwater management. The scope detailed below is for 12 months of work and includes habitat restoration and management activities and improving public accessibility. Task 1 ADAPTIVE HABITAT RESTORATION AND MANAGEMENT OF HISTORIC PRAIRIE 1.1 Control and Management of Exotic and Invasive Plant Species In keeping with an adaptive approach to habitat management as outlined in the 2020 Habitat Conservation & Management Plan, NWALT will employ a variety of plant management techniques to control invasive and exotic plant species on the site. Routine maintenance shall include but not be limited to spot treating with herbicides, mulching, top cutting for seed control, and prescribed fire. Informal botanical surveys will be conducted seasonally to document new occurrences of exotic species as well as previously unobserved native plant species. 1.2 Litter Cleanup along Site Boundaries NWALT will regularly survey for and remove litter and refuse from along roadways and within the prairie as necessary. Deliverables: Adaptive plant management and litter pickup Task 2 PUBLIC ACCESS AND INFRASTRUCTURE 2.1 Routine Mowing and Maintenance of 1 Mile Trail Loop NWALT will regularly maintain the established 1-mile trail loop within the prairie. This will primarily consist of mowing and may include the addition of seasonal wet weather crossings as outlined in the Public Access Plan. 2.2 Installation of Interpretive Signage NWALT will install 3 strategically placed interpretive signs along the trail loop to interpret the natural history of the prairie. 2.3 Installation of Parking Area and Trailhead Kiosk NWALT will continue to work with the City to design and install an appropriate parking area for the prairie as outlined in the Public Access Plan and in accordance with the 2020 conservation easement guidelines. NWALT will install a trailhead kiosk at the parking area to interpret the site with regulatory language to protect conservation values and purposes on both Westside Prairie and the adjacent Woolsey Wet Prairie Sanctuary. Deliverables: Maintenance of trail, installation of signs, installation of parking area and kiosk Task 3 ADMINISTRATION AND REPORTING 3.1 Project Management NWALT will manage all facets of work under this scope of services including but not limited to work timelines, communications, contractors, vendors, staff, and volunteers (if used). 3.2 Reporting NWALT will submit one annual report to include work performed, updates for any new plant species observed, and recommendations for future management actions. Bentonville, AR 72712 Mr. Tim Nyander Water and Sewer Department City of Fayetteville CC: Mr. Corey Granderson Dear Mr Nyander, I am writing to submit a request for consideration of a Cost Share for a water line on 11th St just east of S Washington Ave, and on the southern entrance to the Willow Bend subdivision. The site is approximately 2/3 of an acre, and is zoned RIU. We are looking at building 9 cottages in a cluster housing development. In order to service these houses, we will need to install a water line from Washington Ave to our the corner of our property, approximately 174', and then extend it in along the frontage of our property to the middle of the property, an additional approximately 62', for a total of 236'. This service will benefit our development, but it will also have the potential to benefit our neighbor to the west, , who may be able to use this to build more units on his vacant lot. In addition, it may provide a future benefit to our neighbor across the street, 1090 S Washington, as well as all of the lots to the north of that lot, which are bordered on both sides by alley right-of-ways, but with no current utility services. It is possible that the waterline may in the future be able to be connected to the Willow Bend waterline to make a full service loop for better connectivity, service and flow. This waterline and development, while not directly in the boundaries of the original 1910 city limits, I believe meets the general philosophy of infill development, in line with City Plan 2040. This neighborhood Berl Dodd (aka Burl Dodd) appears to have been platted in 1926, so just shy of 100 years ago, and is 4 blocks to the south of the southern 1910 border. It is surrounded by development to the East, West, South, Northeast and Northwest. This location is within the Walker Park Neighborhood Master Plan area, adopted in 2008, and we believe the development plan is consistent with that plan. In addition, we believe it is in line with Fayetteville Vision 2025, one of those items from that vision being "Revitalized South Fayetteville". Below is our Engineer's Estimate of Probable Costs. We are requesting a 50% cost share. My understanding is that once submitted, it will go to the Water and Sewer Board with your recommendations for whether or not to support this. If it is supported by the Board, we will then provide detailed bids in order to be presented to the City Council. Executive Summary 1.1 Fayetteville Team The Fayettevil le team consists of 48 members of which only 97.5% is dedicated tothe FayetteviI le Projects and 2.5% are assigned to assist with other Jacobs Projects. During the month there were six open positions. The Jacobs Regional Support team was utilized to assist with the work order backlog, capital improvement projects, and various special projects. The Employee Vacancy and Project Status Report is presented in Attachment A. 1.2 Special Projects 1.2.1 Dryer Installation Project The Dryer Installation Project Phase I Out -of -Scope Agreement was authorized on October 13, 2022. The Dryer Installation Project Phase II Out of Scope Agreement was authorized on December 13, 2022. The Phase I Dryer Installation provided details for two (2) work components and Phase II provided detailsfor the remaining twenty (20) work components. The Out -of -Scope Agreements identified labor would be provided from onsite and regional support staff to assist the City and the City vendors with modificationsto Solar House Fand the installation of the Griffin Dryer. The team documented the project status during the month of January and provided 483 labor hours to the dryer installation project. Additional details for the dryer installation project are provided in Section 4.5 of this report. 1.2.2 Noland Master Plan The City engaged Garver Engineering to develop the Noland 2023 Master Plan. On September 21, Garver hosted the kickoff meeting with attendees from the City and Jacobs. On September 30, we received a Site Records and Maintenance Data Request along with a sampling location list. The staff developed a Sampling Plan, and thiswas submitted to the city on November 28, 2022. On December 1, the site hosted the Noland Facility Assessment tour. The attendees included approximately 12 Garver Engineers, 8 Jacobs Employees, and 2 City Representatives. Theteam completed the additional sampling request during December and the resultsare still pending at the time of this report. During January, the staff attributed a total of 4 hours, reviewing and entering data for the Noland Master Plan Project. 1.3 Compliance 1.3.1 Noland The Noland facility met all discharge permit parameter limits throughout January and there were no sanitary sewer overflows reported at the facility or at the lift stations. 1.3.2 West Side The West Side facility met all discharge permit parameter Iimits throughout January and there were no sanitary sewer overflows reported at the facility or at the lift stations. Fayetteville Monthly Report for January 2023 1.4 Financials The month ended with a positive financial variance. The non -labor expenses were slightly over budget and the labor expenses were slightly under budget which reflect the four staff vacancies. The Budget Performance Table (below), January (year-to-date) projected budget for the year is favorable by $4,199. Plant Operations The January Operations and Special Events are detailed in this section. A table summary of the effluent quality and influent loadings is provided in Appendix A. 2.1 Process Control 2.1.1 Noland During the month of January, the Noland Wastewater Treatment Facility (WTF) continued to maintain nitrification despite bio processwater temperature reaching a low of 9.54 degrees Celsius. Historically during the winter months, the Noland Facility experiences intermittent nitrification process issues. The intermittent nitrification swings have been avoided by strict bioprocess controls that have been implemented. The staff monitors the biomass consistently and maintains targeted parameters while only making small preemptive changes at the first indication of target deviation. Utilization of the loading equalization has also been crucial to maintaining a healthy biomass by means of strategic influent and effluent pond flow return. This ensures that the biomass is constantly supplied with a consistent Biochemical Oxygen Demand (BOD) and nutrient load. During the month of January, the staff recorded a total of 3.93 inches of rain. The peak influent flow occurred on January 14 at 14.32 million gallons. 2.1.2 West Side The West Side Wastewater Treatment Facility maintained normal operating parameters throughout the month of January. The staff recorded 3.4 inches of rain along with a peak flow of 33.97 MGD recorded cn on January 18 Fayetteville Monthly Report for January 2023 3. Laboratory The Fayetteville Laboratory provides sampling and analysis for process control and regulatory compliance for both the Noland and West Side WRRF's, BMS, and IPP. Matt Benton, and Walter Chodor were the recipients of the prestigious Jacobs OMFS Teamwork Awards issued for excellence in job performance. 3.1 Noland and West Side Analysis The Quarterly Toxicity Reduction Evaluation THE report was sent to ADEQ. This report is completed by FTN Associates in the month following the quarterly Whole Effluent Toxicity sampling period and is reviewed and forwarded from the City to ADEQ. The THE plan is expected to end in the Spring provided no further indications of toxicity are observed. An Internal Laboratory Audit wasconducted by Jacobs Compliance& Reporting professional, Ryan Vedrode. This internal review is aimed at identifying issues that could lead to compliance, safety, or contract excursions and preventing any findings from causing an occurrence. In the close-out interview, Ryan expressed a very satisfactory review of the facilities and the team. A follow-up report will be made available so that any issues identified can be documented and addressed. 3.2 BMS Analysis The annual Water Treatment Residual (WTR) sample was collected and sent to Geotechnical & Testing Services (GTS) for the following parameters: pH, total solids, potassium, phosphorus, sodium absorption ratio (SAR), and metals aluminum, arsenic, cadmium, copper, iron, lead, mercury, molybdenum, nickel, selenium, and zinc. Data results revealed no unusual trends or excursions. Fayetteville Monthly Report for January 2023 4. Biosol ids Management Site 4.1 Biosol ids Operations During the month of January, the Wastewater Treatment Facilities produced 2,024 wet tons of belt -filter - pressed biosolids. Approximately 166 tons were sent directly to the landfill. These solids were a result of Solar House F being taken out of service for the new dryer installation. Approximately 1,858 wet tons were spread into the solar houses and partially dried before disposal at the landfill. A total of 1,504 tons of partially dried biosolids were sent to the landfill. This computes to 354 tons of water removed from the material before disposal. By partially drying biosolids before hauling to the landfill, it is estimated that $17,059 wassaved in tipping fees.Thetotal cost of tipping feesforthe month of January was approximately $78,091. On January 29th, Northwest Arkansas was impacted by a cold weather system producing sleet and ice. For 3 days, the staff was unable to haul biosolidsfrom the treatment facilitiesto the Biosolids Management Site (BMS) and to the Eco-Vista landfill due to icy road conditions. When road conditions improved, the BMS staff worked overtime and weekends to reduce the biosolids inventory that had accumulated. 4.2 Hay Operations There was approximately 9 tons of hay sold during the month of January. 4.3 Water Treatment Residuals Despite the challenging weather situations, the BMSwas able to successfully land apply 70 loads or 1,249 tons of Water Treatment Residuals (WTR). The BMSstaff had to be strategic with the application of these residuals. The application zones located in the higher elevations are reserved for the wet season. 4.4 Maintenance The Spreader Truck, Unit #768, is still out of service pending repairs, labor resources are occupied with the new dryer installation. The staff is utilizing Asset #5070 (trailer spreader) for the application of the WTR 4.5 Dryer Installation Project The BMSstaff made significant progresstoward the construction phase of the dryer project. The dryer room floor was marked for the layout and installation of the dryer and on January 27t". The dryer vendor, Griffin delivered two semi -trucks containing some of the major dryer components. The staff worked with the City Vendor and assisted with offloading the equipment. Maintenance 5.1 West Side Routine preventive maintenance activities continued throughout January. 5.2 Noland In December, the Returned Activated Sludge (RAS) pump #1 was removed from service and sent to Jack Tyler for a pump rebuild. The pump was returned last month, and a crane was scheduled this month for installation. The staff replaced the pump and returned the system to normal operational service with two functional RAS pumps. The Wet weather basin #1 drain line was severely clogged. The maintenance staff drain the basin with assistance from the City and their vac truck. The blockage was cleared, and the basin was returned to service. Noland Wet Weather Basin City vac truck was utilized to drain the basin and a clogged drain line was cleared S 5.3 Lift Stations The wet well lids were replaced at Lift Station 32, Silverthorne, and Lift Station 27, Stonebridge Meadow Phase I. This completesthewet well lid replacement project; all four lift station lidshave been replaced.The old lids were very corroded as they were made of coated carbon steel and had become a cause for safety concerns. The new lidsare made of aluminum with stainlesssteel hardwarefor a longer life expectancy. At Lift Station 47, Albright Road, in August 2022, the staff investigated a flow discrepancy and discovered a nonfunctioning check valve on pump #2. The replacement parts were ordered (last August) and arrived this month (January 2023). The check valve was replaced, and the system was returned to normal operational status. The failing headworks equipment was thoroughly evaluated in January as the staff began a deep dive into the Noland Headworks issues. The staff identified multiple equipment issuesand are in the process of obtaining quotes for the following: • Refurbish 1 band screen — 150 K • Gate replacement (10 gates) • Fine screen and miscellaneous valve replacements • Grit System refurbishment is in process A purchase order was received for a replacement variable frequency drive (VFD) for pump #1 at the Farmington lift station. Fayetteville Monthly Report for January 2023 6. Industrial Pretreatment Baldwin Piano Remediation Site submitted plans to ADED in September of 2022. There appears to be an extended internal delay according to Jeremy Brooks, FTN Associates. After DEC) approval, the plan will progress into a DBA review of bidders for the construction and operation contract, followed by the full bidding and construction phases. The construction phase is expected to be of variable length due to supply chain issues. John Byrd, Industrial Pretreatment Program Coordinator received the Jacobs OMFS group's prestigious Pretreatment Professional Award of Excellence during January. Last month, he received the Northwest District Arkansas Waterworks & Water Environment Association Individual Achievement Award for Wastewater Pretreatment Professional for the year for the second year in a row. The staff continue monitoring Ecotech discharge for excess loadingsat the end -of -pipe location. Additional sampling wil I be conducted to determine if the current actions have addressed the issue. Annual training and holiday scheduleswere sent to the waste. Hiland Dairy has complied with the requirements of their Compliance Schedule to obtain and install a flow meter that can be calibrated for their effluent industrial process discharge. Due to delays in ordering and installation, they have not fully completed thistask. The installation deadline is February 2023. The monthly surcharge and waste hauler reports were completed and sent to the city for billing. For revenue generated from the IPP, see Table 6-1 and Figure 6-1. Woolsey Wet Prairie In January, the staff provided site management updates to Eco Inc. in response totheir questions concerning onsite tree management practices and oversight of the designated Tree Preservation Areas (TPA) component. The staff collected high resolution drone aerials of Woolsey Wet Prairie in 2022 which was uploaded into ArcGIS. The GIS imagery provided a high -resolution map of Woolsey that highlighted vegetation with such clarity that assured there were no re-emergence concerns and reassurance that tree canopy strategy goals were on target following six growing seasons of successful tree management efforts. Of special note are2.43 acresof tree canopythat wasdelineated compared to 2.26 acresof permit required tree canopy. The staff provided a multi -tiered treatment prioritization matrix of all tree species outside the designated TPA's across Woolsey Wet Prairie. Sustainability, Stewardship & Community Involvement 8.1 Adopt a street: Broyles Ave Quarterly Clean-up On January 101h, ten staff membersgeared up and trekked along the 1.5 milesto participate in our quarterly clean-up of Broyles Avenue. Theteam adopted thisstreet through the City of Fayetteville'sKeep Fayetteville Beautiful Committee.
