Speakers shall be limited to a maximum of five (5) minutes. The Fourth Judicial District Drug Task Force Control Board may allow a speaker additional time or may allow an unsigned -up person to speak by unanimous consent or majority vote. Stephen Carr Memorial Blvd. Fayetteville, AR 72704 (479) 587-7122 FOURTH JUDICIAL DISTRICT DRUG TASK FORCE 1800 North Stephen Carr Memorial Blvd. Fayetteville, Arkansas 72704 MEETING November 29, 2023 MINUTES A meeting of the Fourth Judicial District Drug Task Force Control Board was held on November 29, 2023. Those present were: Mike Reynolds, Chief- Fayetteville Police Department Jay Cantrell, Sheriff- Washington County Sheriff's Office Chris Workman, Chief- Prairie Grove Police Department Frank Gamble, Chief- Springdale Police Department Willie Newman, Fiscal Director- Fayetteville Police Department Jacob Lawson, Sergeant- Fourth Judicial District Drug Task Force Jamie Fields, Deputy Chief- Fayetteville Police Department Greg Tabor, Chief Deputy- Washington County Sheriffs Office Derek Hudson, Deputy Chief- Springdale Police Department Josh McConnell, Major- Washington County Sheriffs Office Tim Franklin, Lieutenant- Fayetteville Police Department Jeff Obrien, Captain- Prairie Grove Police Department Jeff Taylor, Captain- Springdale Police Department Guest: Members of the public. Chief Mike Reynolds called the meeting to order. Upon roll call, the above -listed members were acknowledged as present. Copies of the minutes from the October 25, 2023, meeting were distributed to all present. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve the minutes. The motion was approved unanimously. A copy of the financial report for the Grant FY2023-2024 was distributed to all present for review, the period ending May 31, 2023. Willie Newman stated the total expense to date was $248,015.00 which included State Set Aside $56,559.00, State Drug Fund $36,375.00, Local match of the State Set Aside $25,105.00, Local Match of the Drug Fund $3,755.00, and Non -Allowed- $126,221.00. Sergeant Jacob Lawson reported on the task force's activity from October 1, 2023, through October 31, 2023, and he distributed a copy of statistics to all present. Lawson stated that in October the task force opened 25 cases, closed 22 cases, and made 19 arrests. Lawson further noted that $380.00 was expended for the purchase of evidence and $100.00 for the purchase of information. Lawson stated that drugs seized during the month included: methamphetamine, marijuana, cocaine, heroin, psilocybin mushrooms, ecstasy, fentanyl, and pharmaceuticals. Lawson stated that 8 warrants were served. Also noted, were 9 drug convictions for October. The task force seized $12,945.00 in U.S. currency during the month. The locations of DTF Enforcement Action for the month were Fayetteville 5 cases, Springdale 11 cases, Elkins 1 case, West Fork 3 Cases, Prairie Grove 2 cases, Lincoln 1 case, and Farmington 2 cases. The unusually high number of fentanyl pills were seized as part of two different investigations. One of which was a traffic stop initiated by the Lincoln Police Department, and the other was seized during an investigation by the drug task force. Guns were also seized in both of these cases. OTHER BUSINESS The drug task force submitted a request through the Department of Public Safety Equipment Grant for a TruNarc and was awarded over $40,000.00 for the purchase, training, and 5-year warranty of that equipment. This award will be presented to the City Fayetteville Council for approval to purchase the equipment. TruNarc is a drug analyzer that provides a safer way to identify suspected narcotics. PUBLIC COMMENT None Chief Mike Reynolds requested a date and time for the next meeting. The next meeting will be on December 20, 2023, at 1:30 P.M., Fayetteville Police Department, 1800 North Stephen Carr Memorial Blvd., Fayetteville, Arkansas.
