Speakers shall be limited to a maximum of five (5) minutes. The Fourth Judicial District Drug Task Force Control Board may allow a speaker additional time or may allow an unsigned -up person to speak by unanimous consent or majority vote. Stephen Carr Memorial Blvd. Fayetteville, AR 72704 (479) 587-7122 FOURTH JUDICIAL DISTRICT DRUG TASK FORCE 1800 North Stephen Carr Memorial Blvd. Fayetteville, Arkansas 72704 MEETING September 13, 2023 MINUTES A meeting of the Fourth Judicial District Drug Task Force Control Board was held on September 13, 2023. Those present were: Jamie Fields, Deputy Chief- Fayetteville Police Department Jay Cantrell, Sheriff- Washington County Sheriffs Office Frank Gamble, Chief- Springdale Police Department Willie Newman, Fiscal Director- Fayetteville Police Department Jacob Lawson, Sergeant- Fourth Judicial District Drug Task Force Cara Murdoch, Administrative Assistant -Fourth Judicial District Drug Task Force Greg Tabor, Chief Deputy- Washington County Sheriff's Office Derek Hudson, Assistant Chief- Springdale Police Department Jeff Taylor, Captain- Springdale Police Department Brad Renfro, Captain -Fayetteville Police Department Tim Franklin, Lieutenant- Fayetteville Police Department Courtney Cassidy, Deputy Prosecutor- Washington County Sam Martin, Attorney- Washington County Sheriffs Office Guest: Members of the public and media Deputy Chief Jamie Fields called the meeting to order. Upon roll call, the above -listed members were acknowledged as present. Copies of the minutes from August 16, 2023, meeting were distributed to all present. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve the minutes. The motion was approved unanimously. A copy of the financial report for the Grant FY2022-2023 was distributed to all present for review, the period ending July 31, 2023. Willie Newman stated the total expense to date was $ 61,970.00, and for the period ending August 31, 2023, the total expense to date was $110,606.00. The grant for 2023 - 2024 has been submitted and is in the process of being awarded. Sergeant Jacob Lawson reported on the task force's activity from August 1, 2023, through August 31, 2023, and he distributed a copy of statistics to all present. Lawson stated that in August the task force opened 36 cases, closed 44 cases, and made 22 arrests. Lawson further noted that $830.00 was expended for the purchase of evidence and $1,600.00 for the purchase of information. Lawson stated that drugs seized during the month included: methamphetamine, marijuana, cocaine, crack cocaine, ecstasy, fentanyl, and pharmaceuticals. Lawson stated that 8 warrants were served. Also noted, were 4 drug convictions for August. The task force did not seize any U.S. currency during the month. The locations of DTF Enforcement Action for the month were Fayetteville 19 cases, Springdale 12 cases, Goshen 1 case, Prairie Grove 2 cases, and Johnson 1 case. 4 Sergeant Jacob Lawson reported on the following dispositions. DTF 22-383 (State of Arkansas v Jonatan Quintanilla) This was a Drug Task Force arrest in Tontitown resulting in the seizure of $6,780.00 on May 16, 2023. $1,356.00 went to the Arkansas State Drug Director's Office and $2,034.00 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $3,390.00 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5% and Rural 12.5%). Notes: On May 16, 2023, detectives with the Drug Task Force searched the residence of Jonatan Quintanilla in Tontitown after conducting multiple controlled purchases of cocaine from him. The search revealed approximately one -quarter pound of cocaine, pharmaceutical pills and drug paraphernalia indicative of the sale of cocaine along with the currency. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve this recommendation. The motion unanimously approved. DTF 22-385 (State of Arkansas v Johnathan Pineda) This was a Drug Task Force arrest in Springdale resulting in the seizure of $18,705.00 on December 16, 2022. $3,741.00 went to the Arkansas State Drug Director's Office and $5,611.50 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $9,352.50 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5% and Rural 12.5%). Notes: On December 16, 2022, detectives with the Drug Task Force arrested Johnathan Pineda after finding him in possession of alprazolam pills, marijuana and $2,705. A subsequent search of his residence revealed fentanyl pills, marijuana edibles and $16,000. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve this recommendation. The motion unanimously approved. DTF 23-059 (State of Arkansas v Thomas Boger) This was a Drug Task Force arrest in Springdale resulting in the seizure of $1,937.00 on February 28, 2023. $387.40 went to the Arkansas State Drug Director's Office and $581.10 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $968.50 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5% and Rural 12.5%). Notes: On February 28, 2023, detectives with the Drug Task Force arrested Thomas Boger in Springdale after finding him in possession of approximately five pounds of methamphetamine and the currency. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble to approve this recommendation. The motion unanimously approved. DTF 23-075 (State of Arkansas v Elijah Robinson) 5 This was a Drug Task Force arrest in Fayetteville resulting in the seizure of $2,677.00 on March 21, 2023. $535.40 went to the Arkansas State Drug Director's Office and $803.10 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $1,338.50 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5% and Rural 12.5%). Notes: On March 21, 2023, the Fayetteville Police Department assisted detectives with the Drug Task Force with a traffic stop on a vehicle operated by Elijah Robinson. A search of the vehicle revealed approximately six pounds of methampheta mine, a firearm and the currency. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve this recommendation. The motion unanimously approved. DTF 23-102 (State of Arkansas v Cristal Mendoza) This was a Drug Task Force arrest in Springdale resulting in the seizure of $3,684.00 on April 10, 2023. $736.80 went to the Arkansas State Drug Director's Office and $1,105.20 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $1,842.00 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5% and Rural 12.5%). Notes: On April 10, 2023, detectives with the Drug Task Force made contact with Mendoza in Springdale after receiving information she was selling controlled substances. A search of Mendoza's bag revealed suspected fentanyl, heroin and methamphetamine along with the currency. A subsequent search of Mendoza's residence revealed one firearm. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve this recommendation. The motion unanimously approved. OTHER BUSINESS No other business brought before the board. PUBLIC COMMENT Gracie Fuhrman: • Would like more information concerning the Drug Trafficking Organization (DTO) case that was disrupted. Deputy Chief Jamie Fields requested a date and time for the next meeting. The next meeting will be on October 25, 2023, at 1:30 P.M., Washington County Sheriff's Office, 1155 Clydesdale Drive, Fayetteville, Arkansas. The meeting was adjourned. Minutes recorded.
