Meeting Minutes
1. Call to Order: 6:01 by Abby Hollis
Abby Hollis called the meeting to order. She introduced Abigail Hill and Lakeisha Edwards
the newest arts council members who will serve until 2026. Abby Hollis also announced
her resignation which will be effective at the end of this meeting.
2. Approval of Agenda and Minutes:
Chloe Bell motioned to approve the agenda with the addition of our newest members
being added to it. Bob Stafford seconded and the motion was approved unanimously.
Bob Stafford motioned to approve the minutes from May 17 and June 21 st. Jessica DeBari
seconded and the motion was approved unanimously.
Regarding the vacancy of chair, Bob Stafford motioned that Chloe Bell assume the chair
role as current vice chair until the next election in January. I n her absence the longest
serving arts council member will chair the meeting. Jessica DeBari seconded and the
motion was approved unanimously.
Joanna Bell shared that the council member seat vacated by Sonia Harvey will be vacant
until the special election in November, when Mayor will ask someone to serve.
3. Project Reviews:
a. And1 Paint the Court design review (6:15)
There was significant discussion about the proposed art for the Walker Park

Basketball court. The consensus was that the And1 logo was too large as
presented. Artists Jeremy Navarrette welcomed the feedback. The council
agreed to see revised designs and reconsider final at a special meeting on 7/26
held via zoom. Timelines were discussed an din order for Jeremy to keep to the
timeline, Abby Hollis motioned to approve the color schemes today and reserve
final art approval till the revisions could be made. Jessica DeBari seconded and
the motion passed unanimously.
b. Gulley Park Playground Project Art Integration —Ted Jack (6:25)
Ted Jack updated the arts council on some planned improvements to Gulley park
that will have an artistic element. The arts council was appreciative of the update.
4. Proposal Review/Discussion:
a. Ballet Arkansas and SONA proposal—Joanna Bell (6:30)
SONA and Ballet Arkansas have submitted a proposal for a public program next
year. After significant discussion Jessica DeBari suggested we consider a formal
time of year to call for proposals of this kind. Abby Hollis suggested that Joanna
Bell develop a proposal for the next meeting of what this might look li ke.
b. 2024 Planning Discussion—Abby Hollis (6:40)
There was a discussion of budget planning and the Capital Improvement Plan.
The council suggested that the staff look into what a registered artist roster for
the city would look like.
5. 2023 Work Plan Report—Joanna Bell (7:00)
6. Staff reported on the many art activations that are coming up for July and August.
Reporting that the Community Art Wall, the mini-rfp for the Wilson Hub Building, and a
mural for the YRCC to finish out the work plan. Staff also reported we may be able to
make some additional selections based on budget. There was also some discussion on
the arts and culture planning process and the next steps which will happen after the rfp
closes on 8/16.
7. Notes from the Field/Opportunities/Curre nt Calls for Artists (7:15)
Jessica DeBari shared that the Music on the Mountain Festival is happening this month
and also will have a 100-year carnival on August 5. Chloe Bell also shared how much the

Abby Hollis expressed her thanks to the council and shared how much she will miss this
work and expressed how much she will be cheering the council on from her new home.

The meeting was adjourned 7:39 pm.
