HomeMy WebLinkAbout192-22 RESOLUTION113 West Mountain Street Fayetteville, AR 72701 (479) 575-8323 Resolution: 192-22 File Number: 2022-0717 INTERLOCAL AGREEMENT FOR CONTINUATION ADDENDUM: A RESOLUTION TO APPROVE AN ADDENDUM TO THE INTERLOCAL AGREEMENT FOR CONTINUATION OF AMBULANCE SERVICES THROUGH THE WASHINGTON COUNTY REGIONAL AMBULANCE AUTHORITY TO PROVIDE ADDITIONAL FUNDING IN THE AMOUNT OF $357,454.00, AND TO APPROVE A BUDGET ADJUSTMENT WHEREAS, ambulance services nationwide are struggling because collection rates are down; payments from Medicare and insurance companies continue to decline; and costs for supplies, equipment, gear, ambulances, and fuel have significantly increased; and WHEREAS, the Washington County Regional Ambulance Authority has experienced issues with recruiting and retention which has led to far more overtime than would normally be expected; and WHEREAS, because of these issues, the Authority is facing a $1,043,178.00 deficit this year which is expected to be shared by all of the participating governmental entities; and WHEREAS, the federal government is working on a program to aid ambulance services but the first payment is not expected until July 2023. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section l : That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Jordan to sign an Addendum to the Interlocal Agreement For Continuation of Ambulance Services through the Washington County Regional Ambulance Authority, a copy of which is attached to this Resolution, and approves additional funding for the Authority in the amount of $357,454.00. RECOMMENDATION: Staff recommends a resolution approving and requesting the Mayor's Signature on The Interlocal Cooperation Agreement Addendum to provide additional funding in 2022 to the Washington County Regional Ambulance Authority (WCRAA) in the amount of $357,454 for emergency and non -emergency ambulance services and approval of a budget adjustment. BACKGROUND: The City of Fayetteville entered into an Agreement for Continuation of Ambulance Services Through the Washington County Regional Ambulance Authority ("Agreement"), filed with the Washington County Clerk on February 2, 2021 to allow the WCRAA to continue ambulance services throughout the unincorporated areas of the County and the named municipalities in Washington County, Arkansas; and, WHEREAS, at a meeting of the Board of Directors held August 3, 2022, the members voted to provide funding in addition to the amount agreed upon in the aforementioned Agreement for the fiscal year ending December 31, 2022. Ambulances services across the United States are struggling. Collection rates are down. The amount paid by Medicare and Insurance companies continue to decline. The federal government recognizes the problem and is working on a program to aid the ambulance services. The estimated supplement for WCRAA is close to $1 million dollars. Unfortunately, they predict the first payment will not occur until July 2023, originally predicted for July 2022. Aside from the decline WCRAA has seen unprecedented price increases in supplies, equipment, gear, and ambulances. Their monthly fuel bill has increased from $19k to $43k. Lastly and most costly, they like everyone else are struggling with recruitment and retention. This requires far more overtime than would normally be required. For these reasons WCRAA is facing a $1,043,178 dollar deficit this year. The City of Fayetteville's share of the deficit is $357,454. DISCUSSION: The current Interlocal Agreement was approved on January 19, 2021 by City Council via Res. 32-21. BUDGET/STAFF IMPACT: Mailing Address: 113 W. Attachments: Budget Adjustment and Interlocal Cooperation Agreement Addendum Documents INTERLOCAL COOPERATION AGREEMENT ADDENDUM This agreement is entered into upon the date of execution by the various parties, as set forth below, by and between the Washington County Regional Ambulance Authority ("WCRAA") and Washington County, Arkansas ("the County") and the cities of Elkins, Elm Springs, Farmington, Fayetteville, Goshen, Greenland, Johnson, Lincoln, Prairie Grove, Tontitown, West Fork, and Winslow, collectively referred to as "the Parties". WHEREAS, the Parties entered into an Agreement for Continuation of Ambulance Services Through the Washington County Regional Ambulance Authority ("Agreement"), filed with the Washington County Clerk on February 2, 2021 to allow the WCRAA to continue ambulance services throughout the unincorporated areas of the County and the named municipalities in Washington County, Arkansas; and, WHEREAS, at a meeting of the Board of Directors held August 3, 2022, the members voted to provide funding in addition to the amount agreed upon in the aforementioned Agreement for the fiscal year ending December 31, 2022. NOW, THEREFORE, IN THE CONSIDERATION OF THE MUTUAL AGRREMENTS CONTAINED HEREIN, THE PARTIES AGREE AS FOLLOWS: 1.
