MEETING MINUTES
Meeting of the Historic District Commission
June 8, 2023 5:30 PM
RM 111 City Hall
NOTE: The June 8, 2023 Historic District Commission meeting was held in person, with
commissioners attending in person. Staff were present in person.
Members: Christine Myres — Chair, Meredith Mahan — Vice Chair, Alex Lee, Mark Harper,
Joann Goodley, Tommie Flowers Davis, Julie Preddy
City Staff: Britin Bostick - Long Range Planning & Special Projects Manager, Sherry Marie
Smith — Long Range & Preservation Planner
Call to Order: 5:30pm
In Attendance: Christine Myres, Alex Lee, Mark Harper, Joann Goodley, and Britin Bostick
Approval of Minutes from the May 11, 2023 Meeting: The Commissioners did not consider
the minutes.
Announcements: None.
Unfinished Business: None.
New Business:
1. Historic Preservation Award Presentations: Chair Myres and Bostick presented the
2023 Historic Preservation Awards to Feed & Folly, Maylon Rice, The Washington
County Historical Society, Marilyn Heifner, and the University of Arkansas' Fall 2022
Service Learning Class represented by Dr. Carrie Nelms. Pete Pendley received his
award separately. Award recipients made acceptance speeches and took photos
individually and in groups. Several persons were present in support of the recipients.
Chair Myres requested the call for 2024 award nominations to begin early.
2. Consideration and Recommendation on the citywide Heritage & Historic
Preservation Plan: Bostick apologized for the lack of a visual presentation as the
city's systems were offline and the meeting room did not have network connections
available for the room video screens. She described the plan document, which the
Commissioners had received via email prior to the meeting. Bostick noted the three
changes made from the plan draft posted online, which were:
• On page ix in the Plan Organization table under Chapter 5 "matrices" was
misspelled and has been corrected.
On page 69 Item 3, Jefferson Elementary was noted as a "historically Black
public school", but the school was not integrated until 1965. The segregated
school or historically Black school was the Lincoln School.
On page 84 Action Item 5.4 was updated to include Indigenous markers.

She also noted that given the screens were offline she would like to bring the plan
action items and a discussion to prioritize the action items to the next meeting.
Commissioners agreed and requested the item be placed on unfinished business.
Motion to forward the plan to the City Council by Commissioner Lee with a second by
Commissioner Harper. Motion approved 4-0-0.
3. Consideration and Possible Recommendation on a Proposed Amendment to the
Fayetteville Code of Ordinances Chapter 33.226 for Historic District Commission
Responsibilities, Commissioner Qualifications, and Local Historic Districts:
Commissioners briefly discussed the amendments and did not have any changes.
Motion to forward the amendments to the City Council by Commissioner Lee with a
second by Commissioner Harper. Motion approved 4-0-0.
4. Election of Officers for the 2023-2024 Term: Commissioners tabled the item to the
July meeting to give an opportunity for more additional members to be present for the
item.
