A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF FAYETTEVILLE TO APPLY FOR 80/20
FEDERAL -AID TRANSPORTATION ALTERNATIVE PROGRAM, CARBON REDUCTION PROGRAM, SAFE
STREETS FOR ALL, AND SURFACE TRANSPORTATION BLOCK GRANT PROGRAM - ATTRIBUTABLE
FUNDS IN THE TOTAL AMOUNT OF $25,800,000.00
WHEREAS, the City of Fayetteville understands Federal -aid Transportation Alternatives Program, Carbon Reduction
Program, Safe Streets for All, and Surface Transportation Block Grant Program — Attributable funds are available at
80% federal participation and 20% local match to develop or improve the I-49 & Highway 62 Interchange, Rupple
Road Lighting, Maple Street Improvements, Drake Street Trail Connection, Safe Routes to School Plan, Millsap Road
& College Avenue Intersection, College Avenue Improvements, and Joyce Boulevard Safety Improvements Projects;
and
WHEREAS, the City of Fayetteville understands that Federal -Aid funds are available for this project on a
reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary reimbursement;
and
WHEREAS, this project, using federal funding, will be open and available for use by the general public and
maintained by the applicant for the life of the project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas expresses its willingness to participate in
accordance with its designated responsibilities in these projects, including maintenance of these projects and providing
local matching funds for each grant.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby authorizes the Mayor to execute all
appropriate applications, agreements, and contracts necessary to expedite the construction of the above stated projects.
Section 3: That the City Council of the City of Fayetteville, Arkansas pledges its full support and hereby authorizes the
City of Fayetteville to cooperate with the Arkansas Department of Transportation to initiate action to implement these
projects.

Staff recommends approval of a resolution expressing the willingness to apply for federal -aid funds and
allowing staff to submit applications for 80% federal 20% local matching grants through the Federal Highway
Administration, the Arkansas Department of Transportation and the Northwest Arkansas Regional Planning
Commission. Grant projects include the 1-49 & Highway 62 interchange, Rupple Road Lighting, Maple Street
Improvements, Drake Street Trail Connection, Safe Routes to School Plan, Millsap Rd. & College Ave
Intersection, College Avenue Improvements, and Joyce Blvd. Safety Improvements.
BACKGROUND:
The passage of the Bipartisan Infrastructure Bill provides more opportunities for Federal funding assistance.
New grant programs, including the Safe Streets for All and Carbon Reduction Programs add to traditional
programs like the Transportation Alternatives Program and the Surface Transportation Block Grant Program.
DISCUSSION:
Eight projects have been identified for application for federal funding as shown below and a spreadsheet is
included in the packet with more detail.

BUDGET/STAFF IMPACT:
If the grants are approved, the City of Fayetteville will be responsible for 20% of the total project cost while
Federal funding will provide 80%. Matching funding has been budgeted through various accounts in
anticipation of award of grant funding.
The Active Transportation Advisory Committee reviewed the grant project proposals during their April 12tn
2023 meeting and voted unanimously to forward the request to apply to the Transportation Committee.
On April 26th, 2023, the Transportation Committee reviewed the grant project proposals and voted
unanimously to forward the request to apply to the full City Council for approval. The grant programs require a
resolution with the application and a sample resolution has been included.
