HomeMy WebLinkAbout2023-04-13 - Minutes -CITY OF FAYETTEVILLE MEETING MINUTES ARKANSAS Meeting of the Historic District Commission April 13, 2023 5:30 PM RM 111 City Hall & Zoom NOTE: The April 13, 2023 Historic District Commission meeting was held virtually and in person, with commissioners attending virtually and in person. Staff were present in person. Members: Christine Myres — Chair, Meredith Mahan — Vice Chair, Alex Lee, Mark Harper, Joann Goodley, Tommie Flowers Davis, Julie Preddy City Staff: Britin Bostick - Long Range Planning & Special Projects Manager, Sherry Marie Smith — Long Range & Preservation Planner Call to Order: 5:30pm In Attendance: Christine Myres, Meredith Mahan, Alex Lee, Mark Harper, Joann Goodley, Tommie Flowers Davis, Julie Preddy, Britin Bostick, and Sherry Marie Smith Approval of Minutes: Motion to approve by Commissioner Lee, second by Commissioner Preddy. Motion approved (5-0-0). Announcements: 1. 2023 CLG Grant Accepted for University Heights/Haskell Heights Project: Bostick reported that the City Council had approved the acceptance of the requested grant and that staff would be working on the Request for Proposals (RFP) for a project consultant next. Unfinished Business 1. Ordinance Proposal for Local Historic Districts: Bostick showed the proposed edits based on Commissioner comments in the last meeting, which incorporated state law, notification requirements and a petition filed with the County Clerk when a local ordinance district is requested. Commissioners were in agreement with the proposed edits, so Bostick will next review with the City Attorney's office and AHPP for any comments before bringing back to the Commission in the next meeting. 2. Historic Marker Design: Bostick shared that staff is looking for direction from the Commissioners on next steps and how they would like to progress the designs. Commissioners agreed with wanting to see materials samples and design options including recessed versus raised letters, durable and substantial materials, a pole mounted style, a wall -mounted style, longevity, metal background with black letters for readability, a Braille option, and possibly an option to have the sign read to you for accessibility. Staff to look at manufacturing options and bring to the Commissioners as soon as they are able. 3. National Historic Preservation Month (May) Planning: Commissioners and staff discussed May events and breaking Farmer's Market table into two shifts per Mailing Address: 113 W. Mountain Street www.fayetteville-ar.gov Fayetteville, AR 72701 Saturday. Table will be used for survey input for the historic preservation plan action items. Staff is setting the survey up on SpeakUp as well. Commissioners asked for a flyer or handout for web pages and other info about the Commission and preservation plan, offered to sign up for time slots for Farmer's Market table, and noted availability and table/chairs they could bring. Staff provided an update on the bike tours and will prepare the Farmer's Market materials as well as send out a sign-up sheet. 4. Heritage & Historic Preservation Master Plan Update: Bostick shared the next public meeting will be Wednesday, April 26 at 4:OOpm at the Fayetteville Public Library, noted the comments received on the plan document thus far, and spoke about the expected review, recommendation and adoption process for the plan. New Business 1. Historic Preservation Awards — Application Review and Discussion: Commissioners considered the applications sent prior to the meeting by staff and discussed how to categorize and recognize the applications. The applications with awards selected were chosen as follows: • Marilyn Heifner — Mayor's Award for Lifetime Achievement in Historic Preservation • Feed and Folly — Adaptive Reuse Award. Commissioners noted The Dudes of Folly LLC submitted two projects, and chose to award the completed project, hoping the nearly complete project City Park would be submitted again next year once complete. • Pete Pendley — Historic Rehabilitation Award • Washington County Historical Society — Historic Restoration Award • U of A ECAC Class — Award in Historical Research • Maylon Rice — Award in Historic Preservation Promotion Commissioners also discussed a sealed wood plaque or framed certificate, and 8x12 piece of metal mounted onto wood, patent plaques, medals in a box, and next year an award that looks like the new historic marker being designed. Of particular note was the need to determine whether to use "historic" or "historical" and that the awards need to have the May 2023 date. Other Business: None Adjourned: 6:50pm
