Mountain and via zoom webinar Meeting Minutes MEETING MINUTES Members Present: City Council Member Sonia Harvey, Arts Council Chair Abby Hollis, Working Artist 06/30/25, Jessica DeBari Citizen -at -Large 06/30/24;Chloe Bell, Arts and Culture Citizen -at -Large 06/30/25; Abby Hollis, Working Artist 06/30/25, Robert Stafford, Working Artist 06/30/25; Emily Miller, Working Artist 06/30/24; Taylor Johnson, Working Artist 06/30/23, Staff Present: Joanna Sheehan Bell, Arts and Culture Director — Parks, Natural Resources and Cultural Affairs Absent: Lara Hightower, Arts and Culture Citizen -at -Large 06/30/25 Call to Order and Roll Call at 6:02pm. 2. Approval of Meeting Agenda: Sonia Harvey requested to add a conversation about the Walker Park Mural and the "and one" proposal to the agenda. Sonia Harvey moved to approve the amended agenda. Bob Stafford seconded. The motion passed unanimously. 3. Approval of the March 29 Minutes: Bob Stafford motioned to approve the minutes as presented. Sonia Harvey seconded. The motion passed unanimously. 4. Economic Vitality Goals Summary: Joanna Bell presented a summary of public comments on the economic vitality goals that the Arts Council created in their earlier special meeting. There was a discussion on strategies to increase survey participation in the future and to emphasize that the arts are an investment, not a cost. This data will be used to further refine the goals in the plan, and additional reports will be provided as the progress continues. 5. Walker Park, And1 Proposal: Sonia Harvey shared that the City Council heard a proposal from And1 to "Paint the Park" and install a mural. She wanted to share some of that information with the Arts Council. The Arts Council had a broad discussion about the pros and cons of the project but ultimately decided to delay any formal action until the City Council approves or denies the project. However, Sonia Harvey will work to get some of the questions presented answered, such as the compensation level for the local Mailing Address: 113 W. Mountain Street www.fayetteville-ar.gov Fayetteville, AR 72701 artist, permission to sign the work, the level of community engagement, and whether the Arts Council will get to review the proposed artwork. 6. Graffiti Ordinance/Community Art Wall Update. Joanna Bell reported that the amended graffiti ordinance passed at City Council and we are waiting on the results of a flood study and the PPS grant to see what funding might be available for the project. 7. 2023 Work Plan Report: Joanna Bell presented a summary of the work plan that the Arts Council reviewed at the beginning of the year. She mentioned that there is one planned $10,000 commission or acquisition that needs to be specifically planned for, as no investment opportunities emerged from the arts council surveys. Bob Stafford inquired about acquiring a Hank Kaminsky piece in recognition of his recent passing. Jessica DeBari had some information on a possible acquisition opportunity and was tasked by Abby Hollis to investigate and report back at the next meeting. Sonia Harvey also plans to meet with Joann Kaminsky to learn more about other pieces of art that currently reside on city -owned property. 8. Walker Park Artist Proposal: Joanna Bell shared that there may be an opportunity to consult with an artist on what may become of the Community Mural in Walker Park, as the park is currently receiving a master plan. Sonia Harvey noted that the piece was conceived and created by Joann Kaminsky, and she will also discuss that with her before the next meeting so that they can better plan a direction for the future of the mural. 9. Spring Call for Artist Review of Recommendations: Emily Miller reported that they received a total of 29 activation applications, and there was a natural cutoff in the scoring at 6. She is recommending funding 21 activations for a total of $13,621.89. After some discussion about incomplete or impractical applications, marketing and reach for the activations were also discussed. Abby Hollis called for a vote to approve the recommendations. Emily Miller motioned to approve as presented, Chloe Bell seconded, and the motion passed unanimously. 10. City Council Agenda Session Presentation — May 30: Abby Hollis discussed that they have an opportunity to present at the City Council Agenda meeting on May 30, 2023 and share what the Arts Council has been up to. They aim to build a case for support for the Arts and Culture Planning Process. Abby Hollis chose to call a special council working meeting on May 10, where there would be no voting, to plan for that presentation. 11. Notes from the Field/Opportunities/Current Calls for Artists The group discussed upcoming art events and opportunities for artists in the community. 12.
