1. Call to Order
Laura Jacobs called the meeting to order at 3:03 p.m.
2. Roll Call
In attendance: Teresa Turk, Jack Avery, Annie Dowling, Megan Duncan, Susan Norton,
Lisa Thurber, Jonathan Curth, Scott Turley, Lauren Loften, Dana McGee

3. Approval of Minutes
Curth moved and Avery seconded approval of the Oct. 25, 2022 meeting minutes. The
minutes were unanimously approved.
4. Approval of Meeting Agenda
Turley moved and Duncan seconded approval of the Jan. 23, 2023 meeting agenda. The
agenda was unanimously approved. Jacobs added a "walk on" item to be included in Old
Mailing Address:

5. Old Business:
Rushing summarized concerns and discussion from the October 2022 meeting related to
fraternities living in the Arkansas Ave. area. Parice Bowser, Assistance Vice Chancellor for
Greek Life and Associate Dean of Students for University of Arkansas, added detail on
how reported incidents have been handled by the University's Conduct Office, along with
requirements for providing advance notification of events to neighbors.
6. New Business
a. Introduce Council Member Teresa Turk
Norton invited Turk to introduce herself to the committee. Turk has replaced Mark
Kinion as the City Council representative to the committee. She represents Ward 4
and lives near campus.
b. Childcare Assistance Program
Yolanda Fields, City of Fayetteville Community Resources Director and Equity Officer,
provided details on this new program, which is funded through the City's ARPA
funding. Fields indicated the likelihood that additional funding will be needed based on
the number of applications that have been requested so far.
c. U of A Windgate Studio and Design Center building update
Jacobs gave an overview of this new facility, which opened in mid -January 2023.
Additional buildings are planned for this area, including the Anthony Timberlands
Center.
d. Rights -of -way vacation proposal
Curth introduced several proposed vacations by the City that would allow for further
work on streetscapes in and around campus. Turley provided historical background on
collaboration and coordination for similar efforts over the years. Chris Brown, City of
Fayetteville Public Works Director, further explained how the vacations work in terms
of ownership and ongoing maintenance. Turley outlined next steps for moving forward
on this proposal.
Turk asked that the University notify campus neighbors of work or activities that might
generate noise or create disturbances. She suggested using neighborhood list-servs
along with trying to observe noise and lighting ordinances.
7. Public Comment/Other Discussion:
Dowling noted a safety concern near the intersection of Cleveland and Gregg, where a
guardrail is missing. Curth clarified that the area in question is the intersection of Douglas
and Gregg. Brown indicated that the City has requested funding to make longer -term
improvements to that area, but no plans are currently in place for short term
improvements; however, he said the City would look at what could be done for short-term
improvements.
8. Next Meeting and Adjourn
The Q2 2023 Town and Gown Committee meeting will take place on April 24, 2023.
