ACCEPTANCE OF GRANT FROM HUD:
A RESOLUTION TO AUTHORIZE ACCEPTANCE OF A GRANT FROM THE U.S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT IN THE AMOUNT OF $512,642.00 FOR THE HOME INVESTMENT
PARTNERSHIPS PROGRAM, TO APPROVE A CITY MATCH IN THE AMOUNT OF $237,358.00, AND TO
APPROVE A BUDGET ADJUSTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Jordan to accept a
grant from the U.S. Department of Housing and Urban Development in the amount of $512,642.00 for the HOME
Investment Partnerships Program, and further authorizes the Mayor to sign a letter of participation and any other
documents necessary to accept the grant and receive the grant funds.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves the use of City matching funds
in the amount of $237,358.00.
Section 3: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment, a copy of
which is attached to this Resolution.

RECOMMENDATION:
Staff recommends approval to accept a grant in the amount of $512,642.00 from the US Department of
Housing and Urban Development (HUD) for the HOME Investment Partnerships Program, approval of a City
match in the amount of $237,358.00 (for a total of $750,000.00), approval for the Mayor to sign a letter of
participation, and approval of a budget adjustment.
BACKGROUND:
The HOME Investment Partnerships Program is a federal block grant program that provides funding to states
and localities to be used exclusively for affordable housing activities to benefit low-income households. Funds
for HOME are appropriated annually to the Department of Housing and Urban Development (HUD), which in
turn distributes funding to states and certain localities by formula. States and localities that receive HOME
funds are known as participating jurisdictions. HUD requires a participation threshold for first time participating
jurisdictions of $750,000. City of Fayetteville's 2023 HUD/HOME allocation amount is $512,642.00, therefore
the required first year participation amount is $237,358.00.
DISCUSSION:
HUD has determined, based on the HOME formula allocation process, that the city qualifies as a participating
jurisdiction for the HOME program for the first time. Because the allocation does not meet the $750,000
participation threshold for first-time participating jurisdictions, approval for the program participation amount of
$237,258.00 must be submitted. This will enable the city as a participation jurisdiction to receive the HOME
funding annually moving forward.
BUDGET/STAFF IMPACT:
This BA will recognize the HOME funding revenue amount of $512,642 and move $237,358 into the
Community Development Fund from the General Fund for the City match.

funding as a participation jurisdiction. As a first year participating jurisdiction, the resolution
approving the funding required to meet the participation threshold for FY 2023 HOME funds in
the amount of $237,358.00 is enclosed. We would also like to take the opportunity to tell you
know that we appreciate our current funding partnership on the HUD-CDBG and CoC SNAPS
programs. These programs provide needed assistance to our community members experiencing
challenges.

Congratulations! I am pleased to inform you of your jurisdiction's Fiscal Year (FY) 2023
allocations for the Office of Community Planning and Development's (CPD) formula programs.
Your jurisdiction's FY 2023 available amounts are as follows:

These grant funds provide the financial tools to support individuals, families, and
communities to address homelessness, affordable housing challenges, aging infrastructure, and
economic hardships. CPD is committed to being your partner throughout the process of using
these funds. Our local office will assist in finalizing grant agreements, offer technical assistance
and training when needed, and monitor and implement grant funds for eligible projects in a
timely manner. We will work with you to ensure proper reporting in the Integrated Disbursement
and Information System (IDIS) so we can together improve performance data on how these
programs are benefitting and touching people's lives, build trust with stakeholder groups and
Congress, and amplify the success stories that you and your jurisdiction are able to accomplish
with these vital resources.
Based on your jurisdiction's CDBG allocation for this year and outstanding Section 108
balances as of February 27, 2023, you also have $3,822,710 in available Section 108 borrowing
authority. Since Section 108 loans are federally guaranteed, this program can leverage your
jurisdiction's existing CDBG funding to access low -interest, long-term financing to invest in
your jurisdiction.

Your HOME formula allocation amount indicates that you may qualify as a participating
jurisdiction for the HOME Program for the first time. In order to begin the qualification process,
you must notify your local HUD Field Office in writing of your intention to become a
participating jurisdiction not later than 30 days after receiving this letter. Because your
allocation does not meet the $750,000 participation threshold for first time participating
jurisdictions, your notice of intent must include information about how you will meet the
participation threshold for FY 2023 HOME funds. This must include either authorization from
the State to transfer a portion of its HOME allocation to your jurisdiction to meet the
participation threshold; a letter from the governor or designee indicating that the required funds
to meet the participation threshold have been approved and budgeted for the jurisdiction; or a
letter from the chief executive officer of the jurisdiction indicating that the required funds to
meet the participation threshold have been approved and budgeted. Failure to notify HUD
within 30 days and to include the required information about how you will meet the participation
threshold in the first year of qualification, will disqualify you from becoming a participating
jurisdiction for FY 2023 HOME funds.
