DOWNEASTER MANUFACTURING:
A RESOLUTION TO WAIVE COMPETITIVE BIDDING AND ACCEPT A QUOTE IN THE AMOUNT OF
$41,043.72 PLUS ANY APPLICABLE TAXES AND FREIGHT CHARGES, FOR THE PURCHASE OF FOUR
SALT SPREADERS FROM DOWNEASTER MANUFACTURING FOR USE BY THE TRANSPORTATION
DEPARTMENT
WHEREAS, the Fleet Division currently owns two Downeaster Salt Spreaders and has moved toward standardization
of the City's salt spreader fleet; and
WHEREAS, in order to maintain standardization, the new Downeaster Salt Spreaders must be purchased from
DownEaster Manufacturing, the only authorized dealer.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby determines an exceptional situation exists
in which competitive bidding is deemed not feasible or practical and therefore waives the requirements of formal
competitive bidding and accepts the quote of $41,043.72 (plus any applicable taxes and freight charges) from
DownEaster Manufacturing for the purchase of four Downeaster Salt Spreaders.

COUNCIL APPROVES A RESOLUTION TO WAIVE COMPETITIVE BIDDING AND PURCHASE OF FOUR
(4) REPLACEMENT DOWNEASTER SALT SPREADERS FOR WINTER ICE AND SNOW REMOVAL IN THE
TOTAL AMOUNT OF $41,043.72 AND ANY APPLICABLE SHIPPING AND TAXES FROM DOWNEASTER
MFG COASTAL METAL FAB OF MAINE.
BACKGROUND:
The transportation department will be replacing four (4) truck mounted salt spreaders; two (2) Henderson
Model FSM9 and two (2) Meyer Model ME63907 salt spreaders with all DownEaster model 4008 wireless
controlled mechanical over hydraulic salt spreaders.
DISCUSSION:
Fleet and Transportation have worked together to find a salt spreader that will hold up to the harsh conditions
salt spreaders are used in. We currently own two (2) other DownEaster Model 4008 spreaders and have used
them with great success and minimal mechanical issues. They are able to meet our desired specifications and
the Fleet Division would also like to move toward fleet standardization of one model of manufacturer given the
success we had with them.
BUDGET/STAFF IMPACT:
Sufficient funds have been budgeted and collected for this purchase.
This purchase was approved at the March 14th Equipment Committee.
