Call to Order and Roll Call at 6:01 pm by Jessica DeBari In Attendance: City Council Member Sonia Harvey, Arts Council Chair Jessica DeBari, Chloe Bell, Lara Jo Hightower, Abby Hollis, Robert Stafford, Emily Miller Staff: Joanna Bell Guests: Council Member Teresa Turk and Devin Howland, Director of Economic Vitality 2. Approval of meeting agenda Motion: Emily Miller. Second: Jessica DeBari Vote: Unanimous approval 3. Approval of the January 18 minutes Hollis noted that she did not arrive mid -meeting for the January 18 meeting, but rather for the special meeting prior. Motion: Jessica DeBari motioned to approve with the change noted. Second: Hollis seconded. Vote: Unanimous approval 4. Graffiti Ordinance Discussion: Emily Miller Emily Miller reported that she learned much about graffiti abatement programs and that the proposed ordinance is in line with best practices. She has created a packet of research to inform arts council's recommendations. Mailing Address: 113 W. Mountain Street www.fayetteville-ar.gov Fayetteville, AR 72701 Emily Miller recommended that Arts council's main recommendation is to create a community outlet for creative expression and a pilot community wall program. There was discussion about whether there might be fee collection as a part of the abatement strategy. DeBari asked Joanna Bell whether a community wall is something that could eb supported. Several possible options for pilot locations were discussed. Sonia Harvey suggested that art council also consider a pilot a community wall program to provide murals on private walls. Bob Stafford motioned that the following graffiti ordinance recommendations go to council. Change the timeline to between 1 and 5 days depending on the nature of the graffiti (to take swiftest action on hate speech), possible creation of funds from fines, and create a legal graffiti space as a pilot in the city. Lara Jo Hightower seconded the motion, and it passed unanimously. 5. Economic Vitality Plan Update- Devin Howland Devin Howland recapped where the arts council last weighed in on the economic vitality plan, he also thanked the arts council for their work on goals so far. For those new to council, he summarized that he is seeking measurable goals for the creative economy in small business, growth -concept oriented development and workforce development for the next 5-7 years for inclusion in that plan. Arts Council drafted some broad goals prior to the meeting, and discussion centered on creating a special meeting to refine goals and strategies for that plan to serve the creative economy. That meeting was set for the 1st of March. 6. Election of the 2023 Officers: Chair and Vice Chair The arts council discussed the two vacancies that are available on the council and how to get the word out into the community. The council expressed a desire to have a council that better reflects the diversity and complexion of our arts and culture ecology. There was discussion about the annual leadership transition vote. Lara Hightower nominated Abby Hollis to be chair. Jessica DeBari seconded the motion. The motion carried unanimously, and Abby Hollis will assume the chair. There was discussion and aby asked that Jessica DeBari continue her chair duties for the remainder of the meeting. Emily Miller motioned to nominate Chloe Bell to the vice chair position. Jessica DeBari seconded, and the motion carried unanimously. 7. Art Vibrancy Index report: Joanna Bell Joanna Bell agave a report on the SMU Data Arts Vibrancy Index report for 2022. Washington County ranked as more arts vibrant than 90% of American counties. The Arts Vibrancy of Washington County only ranks in the 5th percentile of individual artists, and Joanna Bell reported that would be an area for focused improvement going forward. 8. 2023 Work Plan Report: Joanna Bell Joanna Bell reported that the work plan is moving forward, and shared that she would be reporting out to Jessica DeBari motioned that Bell be authorized to share the 2024-2028 mural plan for Nelson Hackett Blvd. with the Black Historic Preservation Commission at the upcoming 2/16 meeting. Sonia Harvey Seconded the motion, and it carried unanimously. 9. Notes from the Field/Opportunities/Current Calls for Artists None. 10. Other business and public comment Sonia Harvey also updated that ARPA discussions will continue, but that those funds are trending toward other social service needs. There is likely to be a new program to help with economic injury during the pandemic, so watch for more information. Sonia Harvey also reported we may consider adding a student member to the Arts Council, and she has spoken with city attorney to that end. 11. Adjournment Jessica DeBari adjourned the meeting at 7:22pm.
