HomeMy WebLinkAbout2023-02-09 - Minutes -CITY OF FAYETTEVILLE MEETING MINUTES %PF ARKANSAS Meeting of the Historic District Commission February 9, 2023 5:30 PM RM 111 City Hall & Zoom NOTE: The February 9, 2023 Historic District Commission meeting was held virtually and in person, with commissioners attending in person. Staff were present in person. Members: Christine Myres — Chair, Meredith Mahan — Vice Chair, Alex Lee, Mark Harper, Joann Goodley, Tommie Flowers Davis, Julie Preddy City Staff: Britin Bostick - Long Range Planning & Special Projects Manager, Sherry Marie Smith — Long Range & Preservation Planner Call to Order: 5:30pm In Attendance: Christine Myres, Meredith Mahan, Mark Harper, Joann Goodley, Julie Preddy, Britin Bostick, and Sherry Marie Smith Approval of Minutes: Motion to accept by Commissioner Harper, second by Commissioner Mahan. Motion approved (5-0-0). Announcements: Bostick announced that the CAMP training has been scheduled for April 28 and is expected to be an all -day training. Staff will follow up with an email. Unfinished Business 1. Bylaws Update: Bostick recapped the process to amend the Bylaws and presented the final copy for consideration. Motion to accept the Bylaws as presented by Commissioner Preddy. Second by Commissioner Harper. Motion approved (5-0-0). 2. Heritage & Historic Preservation Master Plan: Bostick gave an update on the timing of the Heritage & Historic Preservation Master Plan and shared with the Commissioners that the draft of the plan would be emailed to them prior to the March meeting. The plan draft will be reviewed with the Commissioners in their March meeting with feedback incorporated into the draft that will be shared with the Community in April for their input. New Business 1. Mural on Archibald Yell Blvd./Nelson Hackett Blvd.: Bostick shared that the Fayetteville Arts Council is interested in coordinating with the Black Heritage Preservation Commission and Historic District Commission on plans for a series of murals for the retaining wall along what is presently Archibald Yell Blvd., which will be Nelson Hackett Blvd. in June. Arts Council representatives will be attending the Black Heritage Preservation Commission meeting next Thursday, February 16 to discuss details. Historic District Commissioners are invited to attend, and staff can send Zoom panelist links for those who may want to attend virtually. Mailing Address: 113 W. Ordinance Proposal for Local Historic Districts: Bostick previewed one of the recommendations from Stantec that will be included in the draft historic preservation plan as an implementation step, which is for the city to have an ordinance that creates a path for property owners to request a Local Ordinance District, the local historic district that would have zoning protections. As the application process and ordinance do not currently exist, having those set up and available ahead of time can help provide a clear path for those who may want to request the district. Commissioners were in support of taking this step now rather than waiting until the plan is adopted in late summer, and asked staff to draft what that ordinance could look like for consideration at the next meeting. Places that could be examples are Tulsa, Oklahoma and Conway, Arkansas. 3. City Historic Marker Template: Chair Myres noted the need to establish a design or designs for historic markers so that the Commission can move forward with creating markers to recognize important historic places and events. Perhaps a few different designs would be needed for various types and locations. Commissioner Mahan said we need to have some ideas of the content of the markers so that the sizing can fit the content. Chair Myres suggested the Blue Plaque example from England as an example. Bostick requested Commissioners to let staff know examples of markers that they like so that the examples can help inform the design. Smith noted that there could also be plaques for places that have been changed over time like the Henderson School, which is now a private residence. Is there an option for QR codes for more information than the marker can hold? Commissioner Mahan noted that Fayetteville is known for its seven hills and would like to see that reflected in a logo. She gave examples of historic markers in Natchez and New Orleans, Louisiana and from Savannah, Georgia. Staff asked Commissioners to send examples before the next meeting so that they can present design ideas. 4. National Historic Preservation Month (May): Ideas for Preservation Month included a Farmer's Market booth, a walking tour, education and lectures such as how to repair windows, family/children-oriented events like a scavenger hunt, and banners across Dickson Street. As follow up staff to work on securing a table at the Farmer's Market for May dates and to research banners. Other Business: Commissioner Harper asked about recognizing Roots moving into the Walker -Stone House. Commissioner Mahan brought up a program for Black settlers in 2018 by the Washington County Historical Society and noted that may be a helpful source of information for the Black Heritage Preservation Commission.
