meeting shall be allowed for all members of the audience who have signed up
prior to the beginning of the agenda item they wish to address. Speakers shall
be limited to a maximum of five (5) minutes. The Fourth Judicial District Drug
Task Force Control Board may allow a speaker additional time or may allow an
unsigned -up person to speak by unanimous consent or majority vote.

MEETING
February 15, 2023
MINUTES
A meeting of the Fourth Judicial District Drug Task Force Control Board was held on February 15, 2023.
Those present were:

Frank Gamble, Chief- Springdale Police Department
Chris Workman, Chief- Prairie Grove Police Department
Willie Newman, Fiscal Director- Fayetteville Police Department
Jacob Lawson, Sergeant- 41h Judicial Drug Task Force
Jamie Fields, Deputy Chief- Fayetteville Police Department
Greg Tabor, Chief Deputy- Washington County Sheriffs Office

Members of the public.
Captain Brad Renfro called the meeting to order. Upon roll call, the above -listed members were
acknowledged as present. Copies of the minutes from the December 15, 2022, meeting were distributed to
all present. A motion was made by Chief Frank Gamble and seconded by Sheriff Jay Cantrell to approve the
minutes. The motion was approved unanimously.
A copy of the financial report for the Grant FY2022-2023 was distributed to all present for review, the period
ending January 31, 2023. Financial Director, Willie Newman, stated the total expense to date was
$289,363.00 which included State J23-004-DF $91,319.00, Local J23-004-DF $27,396.00, and Non-Allowed-
$170,648.00.
Sergeant Jacob Lawson reported on the task force's activity from January 1, 2023, through January 31, 2023,
and distributed a copy of statistics to all present. Lawson stated that in January the task force opened 31
cases, closed 16 cases, and made 9 arrests. Lawson further noted that $8,190.00 was expended for the
purchase of evidence, and $650.00 for the purchase of information. Lawson stated that drugs seized during
the month included: methamphetamine, marijuana, cocaine, crack cocaine, psilocybin mushrooms, fentanyl,
and pharmaceuticals. The task force seized 385,034 pills and 10,549 grams of Tianeptine, which is a schedule
two synthetic opiate. Lawson stated that 8 warrants were served. Also noted, were 10 drug convictions for
January. The task force seized $26,342.00 U.S. currency during the month. The locations of DTF Enforcement
Action for the month were Fayetteville 15 cases, Springdale 11 cases, Farmington 2 cases, West Fork 2 cases,
and Tontitown 1 case.
Sergeant Jacob Lawson reported on the following disposition.
DTF 22-139 (State of Arkansas v Robert Rodgers) was a Springdale Police Department arrest resulting in the
seizure of $1,144.00 on May 13, 2022. $228.80 went to the Arkansas State Drug Director's Office and
$343.20 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net
total of $572.00 go to the Drug Task Force and the remaining balance go to the Springdale Police
Department.
Notes:
On May 13, 2022, Springdale Police Department patrolmen conducted a traffic stop on a vehicle driven by
Robert Rodgers. A subsequent search of the vehicle revealed marijuana packaged for distribution along
with the currency.
Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve this recommendation.
The motion was approved unanimously.
OTHER BUSINESS
Police Chief Todd Thomas, Huntsville Police Department reached out to Sergeant Jacob Lawson and Chief
Mike Reynolds to express interest in becoming a member of the Fourth Judicial District Drug Task Force.
Chief Chris Workman made a motion, seconded by Chief Frank Gamble, to accept the Huntsville Police
Department as a participating rural agency of the Fourth Judicial District Drug Task Force. This motion was
approved unanimously.

No public comments.
Captain Brad Renfro requested a date and time for the next meeting. The next meeting will be on March 15,
2023, at 1:30 P.M. Fayetteville Police Department, EOC room, 100 West Rock Street, Fayetteville, Arkansas.
