PROJECT:
A RESOLUTION TO APPROVE AMENDMENT NO. 3 TO THE CONTRACT WITH CRAFTON, TULL AND
ASSOCIATES, INC. FOR ADDITIONAL DESIGN AND CONSTRUCTION MANAGEMENT SERVICES
ASSOCIATED WITH THE MISSION BOULEVARD TRAIL AND STREET IMPROVEMENTS PROJECT IN THE
AMOUNT OF $58,300.00, AND TO APPROVE A BUDGET ADJUSTMENT — 2019 TRAIL IMPROVEMENT
BOND PROJECT
WHEREAS, on July 7, 2020, the City Council passed Resolution 181-20 to approve a Contract with Cr-afton, Tull and
Associates, Inc. for the design of the Mission Boulevard Trail and Street Improvements Project; and
WHEREAS, Amendment No. 3 addresses additional design services to include plan modifications to meet ARDOT
permit requirements, utility relocation coordination, design of pedestrian push buttons, and conduit for the North Street
intersection; construction management services as necessary; and observation services during construction.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves Amendment No. 3 to the
contract with Craft, Tull and Associates, Inc., a copy of which is attached to this Resolution, for additional design and
construction management services related to the Mission Boulevard Trail and Street Improvements Project in the
amount of $58,300.00.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment, a copy of
which is attached to this Resolution.

SUBJECT: 2023-423 Amendment #3 with Crafton, Tull and Associates for design and
construction management assistance for the Mission Blvd. Trail
RECOMMENDATION:

Staff recommends approval of contract amendment #3 in the amount of $58,300 with Crafton, Tull &
Associates, Inc. to provide continued professional services for the design and construction management
assistance for the Mission Blvd. Trail and approval of a budget adjustment.
BACKGROUND:
In July of 2020, a contract was approved by Resolution 181-20 with Crafton, Tull & Associates for the design of
the Mission Blvd. Trail and street improvements project in the amount of $211,785.00. Amendment 1 was a no
cost change in scope to remove the roundabout design at North Street and Mission Blvd. that was approved
administratively. Amendment 2 was approved by Resolution 32-22 on February 1st, 2022 and included the
preparation of the right of way documents in an additional amount of $59,000.
The goal of the Mission Blvd. Trail and Street Improvements Project is to complete a missing link for the east
side of Fayetteville by connecting the existing trail on Mission Blvd, Old Wire Rd. Trail and Niokaska Creek
Trail to downtown and the Razorback Greenway. This 1.5-mile corridor is proposed to include a 10 and 12-
foot-wide shared use paved trail with green space separation including trees, lighting, curb and storm drainage
with a focus on bike and pedestrian safety. This project is identified as a priority in the Active Transportation
Master Plan and as a catalyst project in the Northwest Arkansas Bicycle & Pedestrian Plan. In addition, this
project ranks number 6 by the Mobility Plan project prioritization scoring matrix.
DISCUSSION:
Crafton, Tull & Associates, Inc. has developed final plans for the project and have been working through the
ARDOT permitting process for approval to start construction. They have completed the original scope of the
design but additional work related to permitting has exceeded the contract amount. Also, as we move into
construction, we would like Crafton, Tull & Associates to provide limited construction management services.
The additional design services will include plan modifications to meet ARDOT permit requirements, utility
relocation coordination, design of pedestrian push buttons and conduit for the North Street intersection, and
construction management services as necessary for clarification and observation services during construction.
The contract will be paid based on hourly rates for work completed, up to the total contract amount. Design

should be complete and ready for construction in Spring 2023.
BUDGET/STAFF IMPACT:
The design for this project will be paid for with the funds from the 2022 Trails Bond Funds.

MODIFICATIONS
• Additional Services to be performed by ENGINEER:
Mission & North Street Intersection: Redesign of traffic signal improvements to re -use existing signal
poles and modifications to road widening north of the intersection.
Construction phase consultation:
■ Includes periodic site visits and field change engineering as requested by the City of
Fayetteville. Fee includes 120 hours of project manager/project engineer time.
■ Does not include construction observation or review/approval of contractor pay applications.
Additional effort for requirements by ARDOT and Washington County regarding lighting and ROW
documents, respectively.
• Modifications to Payment to ENGINEER:
o Modification to Contract Exhibit A-2 (ROW Documents): $9,500
o Modification to Contract Exhibit A-3 (Street/Drainage Design): $30,000
