AMERICAN RESCUE PLAN ACT REIMBURSEMENT OF LOSS REVENUE:
A RESOLUTION TO ALLOW NONPROFIT ORGANIZATIONS OPERATING IN FAYETTEVILLE TO SUBMIT
AN APPLICATION FOR REIMBURSEMENT OF LOSS REVENUE FROM AMERICAN RESCUE PLAN ACT
FUNDS FROM MARCH 3, 2020 TO MARCH 2, 2021, AND TO APPROVE A BUDGET AMENDMENT OF ONE
MILLION DOLLARS FOR THESE QUALIFIED APPLICATIONS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves extension of the allowed
application period to include March 3, 2020 to March 2, 2021, for nonprofit organizations operating in Fayetteville for
reimbursement of loss revenue and/or funding if authorized and approved by the City in accordance with the American
Rescue Plan Act (ARPA) and other Federal regulations.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby determines that applicants for this
extended period of time will be accepted by the City only during February 27, 2023 through 5:00 P.M. on March 10,
2023. An applicant can only submit one application, and all documentation must be provided with this initial
application. Funds will be distributed on a first come first served basis for complete applications.
Section 3: That the City Council of the City of Fayetteville, Arkansas hereby determines that each applicant can show
losses incurred only during the March 3, 2020 to March 2, 2021 time period.
Section 4: That the City Council of the City of Fayetteville, Arkansas hereby determines that the maximum that
applicants may apply to receive is One Hundred Thousand Dollars ($100,000.00).
Section 5: That the City Council of the City of Fayetteville, Arkansas hereby approves the attached One Million Dollar
Budget Adjustment to fund these approved applications.

Good morning Kit,
I would appreciate it if you could draft a resolution to allow non -profits to submit an application for
reimbursement of loss revenue or funding consistent with the federal government requirements for use of
ARPA funding during the time period of 3/15/20 (or the official start date of the covid-19 pandemic) to 3/2/21
1 would further like to request allocation of $1,000,000 set aside from the remaining ARPA funding to be used
to fund these applications during the 3/15/20 to 3/2/21 time period.

From March 3, 2020 to March 2, 2021
Council Member Teresa Turk has approved a proposed Amendment to her
tabled Resolution to allow nonprofits to apply for up to $100,000.00 for losses
sustained from the Covid Emergency during the period of March 3, 2020 to
March 2, 2021. The applications period will be February 27 through March 10,
2023 (ten business days).
Attached is the proposed Amended Resolution for your review of all terms
and conditions for this additional application opportunity. This Resolution
should be removed from the Table at the February 21st City Council meeting.
Any Council Member during New Business at the end of any item may move to
remove this Resolution from the table.
After that motion passes, a second motion to amend the Resolution to the
one attached to this memo would be appropriate. Council Member Turk should
then further advise the Council on why she is seeking to amend her Resolution.
