Meeting Minutes
1. Call to Order: at 6:01 pm by Jessica DeBari
In Attendance: City Council Member Sonia Harvey, Arts Council Chair Jessica DeBari, Chloe
Bell, Abby Hollis (arrived mid -meeting), Robert Stafford, Emily Miller
Absent: Alexandra Vasile, Lara Jo Hightower
Staff: Joanna Bell
Guests: Council Member Teresa Turk and Ted Jack, Park Planning Superintendent
1. Presentation of The Park System Master Plan- Ted Jack
Mr. Jack made a compelling presentation of the Parks System Master Plan which will be
moving forward to City Council in the next few months.
The Arts Council expressed special enthusiasm for the data reflecting the community's
interest in integrated arts in parks and the related Gathering and Placemaking goals.
DeBari pointed out how wonderful that the public is seeking art in public green spaces.
2. Graffiti Ordinance Discussion: Emily Miller
Guest, Council Member Teresa Turk was present for a rich discussion on the issue of
graffiti, the challenges of handling it on private and public property, and how the Arts
Council might help might refine the proposed graffiti ordinance that is currently under
consideration by the city council. There was much discussion of timelines required for
notification. Bob Stafford suggested the Arts Council do a bit more research into best

practices found in cities around the country. Teresa Turk suggested considering pairing it
with a legal graffiti space. Sonia Harvey spoke to the blankness being the draw for artists,
and what might we do to consider additional murals and other mitigation efforts as well.
Emily Miller agreed to do additional research and work with Bob Stafford, and Sonia
Harvey to refine some language for the proposed ordinance to discuss at the next
meeting. In the meantime, Sonia Harvey will request the item be tabled at City Council
Meeting.
3. Election of the 2023 Officers: Chair and Vice Chair
The group discussed postponing the vote until the next meeting in the interest of creating
more opportunity for input from the absent members.
Motion: Jessica DeBari motioned to postpone the vote until the February meeting.
Second: Harvey seconded.
Vote: 4 in favor, 1 abstention
There was brief discussion about Bob's hesitation, and DeBari agreed to continue to serve
as chair until the next meeting.
4. 2023 Planning Updates: Joanna Bell
Joanna Bell reiterated that the space on Nelson Hackett Blvd will be divided into 5
sections and a mural will be commissioned each year until that is blank wall is completed.
We are working on scheduling our remaining Ramble Activations and The next call for
artist application process will be opening as soon as possible
5. Bloomberg Philanthropy Public Art Challenge Proposal- Joanna Bell
Joanna Bell reported that the city is prepping an application to be submitted on 2/15.
6. Notes from the Field/Opportunities/Current Calls for Artists
Chloe Bell noted that Experience Fayetteville is populating the schedule for First Thursday
and folks should reach out to her directly.
Chloe Bell is also hosting an arts supply exchange at the Medium in Springdale, visit
@supplyswapnwa on Instagram.
7. Other business and public comment
Sonia Harvey updated on a request for a student member for the Arts Council. She shared
that it could be added via a change to the ordinance, or the council might seek to recruit
younger members as anyone can serve regardless of age or citizenship status.
Sonia Harvey also updated that ARPA discussions will continue at a workshop later in the
month and asked that everyone tune in if they are available.

Jessica DeBari adjourned the meeting at 7:39pm.
