WHEREAS, on April 6, 2021, the City Council approved Resolution No. 100-21, authorizing a contract with
McClelland Consulting Engineers, Inc. for the design services associated with the Industrial Drive Extension Project;
and
WHEREAS, Amendment No. 2 provides for bidding services, construction phase services and materials testing.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves Amendment No. 2 to the
Engineering Services Agreement with McClelland Consulting Engineers, Inc. in the amount of $132,690.00 for bidding
and construction phase services and materials testing associated with the Industrial Drive Extension Project.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment, a copy of
which is attached to this Resolution.

WITH MCCLELLAND CONSULTING ENGINEERS, INC. IN THE AMOUNT OF $132,690.00 FOR BIDDING
SERVICES, CONSTRUCTION PHASE SERVICES AND MATERIALS TESTING ASSOCIATED WITH THE
INDUSTRIAL DRIVE EXTENSION PROJECT, AND TO APPROVE A BUDGET ADJUSTMENT
BACKGROUND:
The Industrial Drive project includes the construction of approximately 2,600 feet of street extension
connecting South Industrial Drive to South City Lake Road. The street section includes a 28' wide asphalt
street with curb and gutter and a 5' wide sidewalk with 6' of greenspace on one side. This proposed street
extension will provide access to approximately 47 acres of city -owned land, allowing the development of five
parcels.
In September of 2020, the City of Fayetteville was awarded a grant from the Economic Development
Administration for 80% of the design and construction of this project not to exceed $2,000,000. The City will be
responsible for the other 20% of project costs. On April 6, 2021, the City Council approved a design contract
with McClelland Consulting Engineers.
DISCUSSION:
The approved contract with MCE does not include bidding services, construction phase services and materials
testing. Staff has worked with MCE to develop a scope that will include support for the contractor and city staff
as needed throughout the construction of this project. In addition, they will provide as -built plans at the end of
the job documenting any field changes made during construction. MCE has provided a fee in the amount of
$132,690 for this additional work. The contract will be paid based on hourly rates for work completed, up to the
total contract amount.
BUDGET/STAFF IMPACT:
The design and construction of this project will be paid for with the funds from a grant from the Economic
Development Administration and from the 2019 Economic Development Bonds. This contract amendment will
be funded from the 2019 Economic Development Bonds.

Amendment No. 2
SCOPE OF SERVICES
CITY OF FAYETTEVILLE, ARKANSAS
INDUSTRIAL DRIVE EXTENSION
1) Bid/Award Phase
During the bidding phase of the project, the ENGINEER will:
a. Make available construction documentation to CITY OF FAYETTEVILLE (CITY),
b. Assist with preparing addenda as appropriate,
c. Provide assistance with pre -bid meeting and,
d. Assist with issuing of Notice of Award and Notice to Proceed documents.
e. The CITY Purchasing Department will manage the advertisement for bids, bid
opening and evaluation and further will make recommendation to City Council.
2) Construction Phase Services
During the construction phase of work, the ENGINEER will accomplish the following:
a. Manage preconstruction meeting.
b. Perform survey consisting of the establishment of control points for construction
purposes.
c. Attend preconstruction conferences with CITY.
d. Review submittals.
e. Provide partial on -site observation (maximum 40% of time as an overall average) of
the construction work as it progresses for a period not to exceed 10.0 months.
Should the above contract construction period be exceeded, the ENGINEER shall
submit an amendment to cover additional project related costs incurred, if required.
f. Prepare contractor pay estimates and submit to CITY for review and approval.
g. Prepare change orders as needed.
h. Attend final inspection and prepare punch list.
i. Prepare as -built record drawings utilizing contractor's measurements.
j. Represent CITY at meetings as needed pertaining to this project.
k. Prepare and submit close out documentation.
3) Materials Testing & Special Inspection Services
a. See scope and fee breakdown attached hereafter for construction materials testing
services.

The information on the following pages provides further detail regarding the anticipated testing scope on
the project which includes several trips for each service, time spent on -site for each service, and other
anticipations which were integral in arriving at the not -to -exceed fee amount.
The project documents currently available for reference in preparing this proposal include the full bid set,
dated July 20, 2022.
Project Description
The project alignment is located within four (4) Washington County Parcels (765-15312-003, 765-15312-
004, 765-16577-000, 765-16578-001), and is planned to connect S. Industrial Drive in the Northeast to S.
City Lake Road in the Southwest in Fayetteville, Arkansas.

The project scope is understood to consist of an approximate 0.5 extension of S. Industrial Drive to
connect to S. City Lake Road. This extension is understood to include flexible asphalt pavement, two (2)
concrete paved driveways, drainage improvements, a flexible asphalt cul-de-sac, and assorted site civil
developments.
Scope of Work
It is expected that services for construction materials testing will include proof rolls and subgrade
observations, soil and base density testing, laboratory soil testing, reinforcing bar observations, cast -in -
place concrete testing, and asphalt coring and testing.
To better your understanding of our associated fees, we presented an estimated per -trip price for the
services we anticipate providing on this project. The provided per -trip prices assume the following
factors:
• A Geotechnical Engineer/engineering technician spending one (1) hour onsite for proof -roll
observation and/or subgrade recommendations regarding the building pad and pavement areas.
- Travel time, mileage, and report writing is factored into the unit trip price
• A certified technician spending thirty (30) minutes onsite for each soil/base density testing trip.
- Four (4) density tests being conducted each trip
- Travel time, mileage, and report writing is factored into the unit trip price
• A certified technician conducting laboratory testing for a Standard Proctor in accordance with
AASHTO T-99 procedures.
- Travel time for sample pickup, mileage, and report writing is factored into the unit trip
price
• A certified technician conducting laboratory testing for California Bearing Ratio (CBR) Testing in
accordance with AASHTO T-193.
Travel time for sample pickup, mileage, and report writing is factored into the unit trip
price
• A Geotechnical Engineer or Engineering Technician spending one (1) hour onsite for the
observation of reinforcing elements.
- Travel time, mileage, and report writing is factored into the unit trip price
• A certified technician spending one (1) hour onsite for each cast -in -place concrete testing trip.
MCE assumes that one (1) set of five (5) lab -cured 4" x 8" cylinders being sampled for
every 50 cubic yards of concrete will satisfy the testing frequency for the project based on
project specifications
Travel time, mileage, and reporting fees are included in the per -trip amount for this
service
• A certified technician spending two (2) hours on -site coring asphalt samples for laboratory testing.

service
Based on the referenced project scope, it is anticipated that the duration of the project will be
approximately 10 months. If this estimated duration is incorrect, please allow us to make appropriate
revisions. From the assumptions and project details referenced above, the following per -trip prices and
subtotals for each service anticipated to be required as estimated as below:

$40.00 per trip
A charge for concrete cylinder pick-up will only be applied in the event that it is the sole reason for
the site visit on days where no other testing is scheduled. We have assumed that this will be
required for approximately one-half (0.5) of the total concrete placements.

Asphalt Coring and Testing
$295.00 per trip
A certified technician will conduct the coring of asphalt samples for final laboratory acceptance
testing. It is anticipated that up to eight (8) cores will be required for laboratory testing. The cores
will be tested for bulk -specific gravity and thickness verification. It is anticipated that two (2) trips
will be conducted for this service.
Subtotal: $590.00
Our estimated number of trips for each testing service is based on our experience with projects of similar
scope and size. Our fees are directly related to the number of trips made for each service and time spent
on -site. If the project scope varies after the submittal of this document and prior to construction, please
allow for the review/revision of this document.
We appreciate the opportunity to submit this Proposal for construction materials testing for the Industrial
Drive Extension project located in Fayetteville, Arkansas. If this Proposal is acceptable, please sign the
