Our mission is to strengthen our community and empower our citizens through free and public
access to knowledge.
I. Call to order: B. Park called the meeting to order at 4:00 PM.
II. Roll call
III. Minutes: Approval of minutes from June 20, 2022, and August 15, 2022: H. Garner moved to
approve the minutes from June 20 and August 15, 2022. A. Wilbourn seconded the motion.
All voted AYE.
IV. Reports
A. Key Upcoming Events: Dracula performance by Ballet Arkansas, author talk with F.
Head, Halloween Be(A)ware event for children, True Lit literary festival beginning the
first week of November.
B. Mission Moment: W. Fitzgibbon, Director of Library Services, introduced the True Lit
literary festival. The week-long event includes author talks, writing events, and youth
programming. Keynotes are A. Gray, S. Campbell Bartoletti, and K. Chang.
C. Library Administration
1. Management Reports
a. Performance Measures: Circulation, reference queries, and the
physical collection is trending upward with 86,000+ cardholders.
Outreach is expanding to more locations in the community.
b. Strategic Plan progress through September 2022: Many events
focused on outreach, the teaching kitchen, health and wellness, and
youth and teens.
2. Financial reports
a. Overview: The data is being transferred to new program Sage;
Financials should be ready by the end of the month.
b. Budget to actual through September 2022—to be distributed when
available
c. Balance sheet as of September 2022 —to be distributed when
available
3. Informational
a. Community Needs Assessment update: Focus groups, a community
forum, a survey for community and staff, and market segmentation
reports have been completed. Four focus areas have been identified:
foundational needs, enrichment, lifelong learning, and connection.
The assessment is expected to finish by the end of October.
b. ARPA grant update: The library is working with the City as a
designated sub -grantee. Hope to receive the $1.2 million grant in
November when the Council meets again.
c. 2023 budget progress: Working sessions are finished and next steps
include consolidating data to be presented in November.
d. Staff development & professional development: Another session of
Meyer's Briggs session for staff; all managers went through sexual
harassment and de-escalation training
e. New staff & staff recognition: 3 new staff include K. Lehman,
Circulation Manager; new maintenance worker and new Library Services
Generalist in Reference. G. Beeks celebrated 40 years at FPL, and J. Curry
received the Rising Star award at ARLA.
D. Fayetteville Public Library Foundation: monthly report: The first Thursday afternoon
of each month has been set aside for open tours. The Fulbright Society annual fund is
expected to beat projections for 2022. Dining in the Dark returns Saturday. Sponsors are
sought for two large-scale dinners in 2023. New Foundation Board members joined at
end of September.
E. Friends of the Fayetteville Public Library: September's meeting addressed the future
of Friends. Membership will be dropped in lieu of donating to the Foundation. Friends
staff will focus on running the bookstore and expanding book sale events.
F. Art Committee: Next meeting is tomorrow. Current displays include C. Briggs,
B. Bullock, and winners of the Banned Book Week contest.
V. New business
A. Consent Items
1. Approve 2023 Closed Days: H. Garner moved to approve the 2023 Closed
Days. R. Qualls seconded the motion. All voted AYE.

B. Discussion items
1. Update to banking paperwork: H. Garner approved the updated banking
paperwork. A. Wilbourn seconded the motion. All voted AYE.
2. Acceptance of the Audit: The auditor has not submitted the final audit report.
The item is tabled until the final audit is presented to the Board.
3. Budget adjustment for the Estee Lauder grant: The Center for Innovation was
awarded a $10,000 grant by the ALA Civic Imagination Station, funded by
Estee Lauder. R. Qualls moved to accept the $10,000 grant from Estee
Lauder and approve the budget adjustment as written. H. Garner
seconded the motion. All voted AYE.
4. November and December meetings: The 2023 Budget will be ready to submit
to the Board for review in the 4th week of November. Staff proposed
submitting the Budget via email and changing the December meeting to
12/12/22 to discuss and approve the budget. H. Garner motioned to move
the December Board of Trustees meeting date to December 12, 2022. R.
Qualls seconded the motion. All voted AYE.
VI. Public Comment: Monday, October 24th, is an FPL Board -combined luncheon in the Zeigler
Reception Room. Roots Festival will not be held at FPL next year as it will be on hiatus.
Adjournment: R. Qualls moved to adjourn the meeting. H. Garner seconded the motion.
Meeting adjourned at 4:47 PM.

All Together Now - A Music Production Series
Thursday, December 15, 6pm
Featuring local hip -hop artist Jasper Logan, this
series is designed to bring together musicians of all
levels to learn songwriting and music production
techniques with support from local experts.
Super Saturday: Chinese New Year
Saturday, January 7,10am
Celebrate the Year of the Rabbit! This year's Chinese New
Year celebration will include dances from the Chinese
Association of NWA, lion dancers, snacks, and a craft. This
event is free and geared towards families.
Zine Club! with Visiting Artist Acadia Kandora
Tuesday, January 10,17, 24 & 31, 6pm
In this class, participants will learn about the richness of
zine history and create small publications of their own!
Zines, otherwise known as self -published magazines and
fanzines, exist outside of patriarchal publishing norms and
have created a community around various topics such as
social justice, human rights, bodily autonomy, etc. The do-
it-yourself self -publishing attitude creates a humble, raw,
and accessible atmosphere!

Global Save Soil Movement
Thursday, January 12, 6pm
Members of the Global Save Soil Movement will be at the
library to present a short presentation on the Earth's soil.
This lecture will discuss soil degradation, the part it plays
in the overall health of the planet and a practical guide to
address it.
The KUAF Lunch Hour with Amos Cochran
Friday, January 13,12pm
KUAF is partnering with FPL to present a special
edition of their monthly concert series, The KUAF
Lunch Hour. Modern Classical composer, Amos Cochran,
will be presenting some new music written for a small
ensemble. Food will be provided by the library's 641.DELI.
Explorative Dance with Lela Besom
Wednesday, February 15, 6pm
Explorative Dance is a creative movement practice
developed by Lela Besom based on Butoh, contact
improv and improv dance techniques. Dancers use their
imagination and practice mindful body awareness to
explore movement and their deep inner worlds.

Strategic Plan Progress Report
October - November 2022
Purpose: We inspire imagination and foster learning.
Programs & Services: We offer inspiring and relevant programs and services that engage the
community's curiosity, provide opportunities for education and self-improvement, and serve as the
gateway to the library by addressing the diverse needs and interests of our community.
a. Programs
L Food for Fees week collected 337 pounds of food to offset overdue fines. Collected items
were given to Cooperative Emergency Outreach.
ii. 1,000 people attended the Be(A)ware Halloween program in Youth Services; this event
partnered with Big Box Karaoke and other sponsors.
iii. Successful Super Saturdays included: momandpop, Theatre Squared, Fishin' Magicians,
Shannon Wurst, Beyond the Circle dancers.
iv. Hosted Ayanna Gray during True Lit, who spoke to two groups of 91' graders, Ramay and
Woodland's 71h graders, a writing group at FHS, and a teen book club at FPL. Susan Campbell
Bartoletti spoke to two groups each of 4r' and 6r' graders at FPL.
v. Additional Youth True Lit events were: "Teen Masquerade," "Peter and the Wolf" with SoNA,
Dino O'Dell song writing, and a comics workshop with Zeke Pena.
vi. Provided ACT prep, tile painting, two classes of "Teen Cuisine, "and "Gingerdead Houses"
for teens.
vii. Mr. Mouse mailed 48 letters in October and 59 letters in November.
viii. Maintained 6 weekly story times with attendance of 40-80.
ix. Youth Services giveaways included: WAC tickets to Winnie the Pooh, Day of the Dead
craft bags, Art Feeds Craft bags, and WAC Nutcracker tickets.
x. Offered "Introduction to Genealogy" classes, an advanced "Looking in the Stacks: Court
and Vital Records" class, and "Gift Wrapping with a Twist" in partnership with the CFI.
A Amanda Arafat wrapped up her time as Visiting Artist with "Cooking the Farmer's Market.
Hearty Season" and a three-part series on pie. The Visiting Artist committee selected three
visiting artists for 2023: Acadia Kandora, Laura Lee Washburn, and Shannon Green.
xii. Adult True Lit events consisted of.• "An Evening with Ayana Gray," "Distinguished Reader
K-Ming Chang," "Writing Children's Nonfiction with Susan Campbell Bartoletti," "Writing
Emotionally Impactful Fiction with Dani Abernathy," `Jarcuterie" cooking class with Suzanne
Billings, `All About Literary Agents" with Kate Hart, and Publisher and Agent Pitch sessions. 59
pitches were heard and at least one participant was offered representation after the event.
xiii. Welcomed Crescent Dragon wagon for "Dairy Hollow Soup and Bread" anniversary and a
birthday celebration with 87 attendees.
xiv. Hosted `Afternoon with a Composer. Giuseppe Verdi" with 42 attendees.
xv. Partnered with Arkansas PBS for a screening of The US 0170'the Hol=Ustfollowed by a
panel discussion with professors from the University of Arkansas.

xvi. Welcomed Frank Head to discuss "The Possibility of All Things" with over 100 in
attendance.
xvii. Partnered with the University of Arkansas Program in Creative Writing and Translation
and the Arkansas International to host Walton Visiting Writer in Translation Ellen Dore
Watson and KUAF for "The R Word" book discussion.
xviii. Held Mountain Street Stage events: Rupert Wates and Gravel Yard.
xix. Hosted "Product Photography Basics" with local photographer Mary Beth Breshears to
support the small business community.
xx. Launched a music production program series in collaboration with local hip -hop artist
Jasper Logan, thanks to the ALA and Estee Lauder Foundation grant, average attendance is
10-13 per session.
xxi. Held the first annual `Maker Faire NWA," which drew 7272 attendees.
xxii. Offered pumpkin engraving programs around Halloween. The CFI also teamed with YS
to offer a family heat -pressed collage bag program and 3D printing program for teens.
xxiii. Additional CFI classes included: "Digital Animation Basics" by Amy Cooper, "Chainmail &
You," "Holiday Stamps with Lasers," along with open maker labs and audio/video studio
orientations.
11. Collections: We will build and support collections that inspire the community with the resources
they need to explore topics of personal interest and continue to learn throughout their lives.
a. Satisfy your curiosity
i. Purchased 10 KORG Volca Beats analog synthesizers for circulation with funding from the
ALA/Estee Lauder Foundation grant. Additionally, 10 Wacom digital drawing tablets were
added for in-house use.
111. Access: We will build and expand the ease and convenience of the library experience through
virtual and physical reach to all in the community, reflecting the FPL welcoming, convening and
destination culture.
a. Outreach partnerships
i. Youth Services visited the Creative School for 4 story times in October and November.
ii. H. Robideaux continued work as part of the University of Arkansas Community Literacies
Collaboration Board of Advisors and The Arkansas International Writer at Risk Residency
Program.
iii. Attended community partner meet -up at UAMS. Of the 52 attendees staff interacted with,
9 signed up for library cards.
iv. Other University of Arkansas outreach events included Campus Dining outreach and
LGBTQIA+ Resource Fair.
v. Continued Tyson and Ozark Literacy Council pop-up libraries. Interacted with 112 people
and issued 7 library cards.
vi. Maintained restaurant outreach and attended the Transit Educational Festival.
vii. Participated in the Dia de los Muertos Celebration, Mercado Latino, and Arkansalsa Fest
in Springdale.
viii. Began Library Literacy classes with Fayetteville Adult Education Center and Ozark
Literacy Council.
ix. Attended NWA Makers Market. Interacted with 546 attendees, with 15 signing for library
cards.
FQ
x. Hosted 71h annual Books and Bites Turkey Giveaway at Asbell Elementary School. 240
turkeys were distributed.
xi. Toured FPL with Fayetteville Adult Education Center students, Farmington High School
Seniors, and ESL History Class at FHS.
xii. Relaunched Reading Roadshow, FPL's volunteer -led outreach pre-K story times.
W. People: We create and maintain a culture of excellence by supporting and inspiring our staff,
boards, and volunteers.
a. Staff
i. New Library Services Generalists included P. Turney in Circulation, E. Seubold in Youth
Services, S. Stough in Adult & Reference, and L. Grant in the CFI.
ii. J. Curry received the Arkansas Library Association Rising Star Award.
iii. C. Dennis attended the Association of Bookmobile and Outreach Services Conference in
Scottsdale, Arizona.
iv. A Ray offered weekly meditation classes for fellow staff members September through
November.
v. M. Taylor and C. Moody presented at the ArLA conference in Fort Smith on the topic
'Innovation at Any Level. "S. Fleming presented a poster session atArLA on the CFI program
"From Maker to Market."
b. Volunteers
i. O. Boyles started as a semester intern for Circulation in October.
ii. Interviewed 14 prospective volunteers; placed four new volunteers within departments.
iii. First Security volunteers along with M. Rice and FPS staff provided 28 hours of support for
Books and Bites Turkey Giveaway.
iv. University of Arkansas Spanish language volunteers helped support Hispanic outreach
and pop-up libraries at Tyson Fayetteville Complex. The U of A provided 45 additional
volunteer hours for Make a Difference Day at FPL.
V. Funding: As good stewards of the public trust, we will pursue diverse, sustainable funding.
a. Raised $5,600 on November29, Giving Tuesday.
b. As of December 6, $17,000+ had been raised toward the $40,000 year-end goal.
c. Bank of Fayetteville awarded a $4,500 grant to the Center for Innovation. Additionally, the CFI
received $10,000 through a pilot grant program supported by the ALA and Estee Lauder
Foundation. The Civic Imagination Station grant program selected 12 library -artist cohorts across
the country to pilot this new grant program designed to support civic engagement and digital
literacies. The CFI was awarded this grant alongside local hip -hop artist Jasper Logan, who is
assisting with the program.
d. FPL was awarded a $1.26 million proposal by the City of Fayetteville as a subrecipient of
American Rescue Plan Act (ARPA) funds.
e. FPL Foundation was awarded a $89,000 proposal from the City of Fayetteville's ARPA non-profit
program for revenues lost due to COVID-19.
f. Awarded a $296,000 one-year planning grant from the USDA to organize partnerships, nutrition
classes and a full -circle food system, including a community garden.

Foundation finance committee met to discuss financials and revenue priorities,
Christina attended an Association of Fundrasing Professionals education session.
Kim is with Citisapes. Christina met with her to discuss event sponsorships. They are already strong
supporters of FPL.
Carolyn is a former Foundation board member and library donor.
Development staff met with implementation partners to fix bugs in the new donor management
system.
50 people attended a blindfolded fundraising dinner hosted by the Foundation. Several attendees made
additional gifts at the event.
Development staff and board hosted a luncheon for former library and foundation board members.
Several attendees pledged gifts at the event.
Ceri and her husband Rolf attend many our FPL's dinner events and she is a loyal patron. Rolf founded
and owns Eureka Pizza.

Recommendation:
Review, consideration, and adoption of the 2023 Annual Budget & Work Program.
Discussion:
The budget covers the period January 1, 2023, to December 31, 2023. The Library -wide
budget is $ 12,902,482 across all funds, with a projection of $12,410,945 in revenue.
The $12.9 million budget includes expenditures of $9.4 million in Library Operations
(Fund 10), $332,319 in Food Services (Fund 80), and $315,808 in Events (Fund 85).

RESOLVED THAT the consent of the Board of Trustees of the Fayetteville Public Library be and
is hereby accorded for approval of the Annual Budget for the financial year 2023 presented at
the meeting.
FURTHER RESOLVED THAT David Johnson, Executive Director, and Tamika Ball, Accounting
Director, be and is hereby authorized to do all such acts, deeds, things and matters as may be
necessary to give effect to the foregoing resolution.

Re: Partnership & FPL+ Policies
Background:
With the new expansion, the Fayetteville Public Library is proposing introducing a new library service,
the FPL+ extended hours, and are formalizing agreements with our partners.
Discussion:
FPL+ will extend limited access to library services, including holds pickup, computer access, free Wi-Fi,
printing and copy services, a laptop dispenser, and study space. Access is granted through preapproval
of extended membership privileges. While anyone can use the library in the community, FPL is seeking
to formalize partnership relationships to ensure mutually beneficial collaborations.
Recommendation:
Staff recommend the Board approve the new policies and agreements for FPL+.

FPL Partner Policy
Fayetteville Public Library welcomes the opportunity to work in informal partnerships with
nonprofit organizations, businesses, government agencies, individuals and other groups to
expand the capacity of library programs and services.
A partnership of this nature is defined as a mutually beneficial collaboration between FPL and
an external organization. (This is not a "partnership" of a commercial nature, i.e., as a business
or for -profit.) These informal partnerships provide or promote library services and/or
programming that support the library's mission.
When evaluating potential partners, FPL is guided by the following considerations.
A partnership:
• Enables FPL to fulfill its mission in the community in new or expanded ways.
• Provides a benefit to both FPL and the partner through expanded services, new
opportunities, increased recognition, or similar benefits.
• Is beneficial to the public and is consistent with FPL's mission to provide equal access to
library services.
• Connects FPL with new audiences and cross -promotes library services.
• Must not give unfair advantage to, or create discrimination against, any sectors of the
community.
• Can be accommodated with FPL's current schedule, resources, and facilities capacity.
Expectations:
• A partnership involves FPL staff to successfully carry out the project.
• Library programs are free and open to the public.
• Partnerships will require a written agreement to clearly define the contemplated project,
expectations, responsibilities, evaluation, and promotion.
• FPL does not accept any support that implies or requires endorsements of products.
• FPL reserves the right to terminate an existing informal partnership should conditions
arise during the term of the partnership that conflict with this policy or that partnership no
longer supports the best interests of FPL. Partnerships may also be terminated if terms
and deadlines outlined in the partnership letter of intent are not met.
• Partners will not be permitted to use FPL's name for commercial purposes or in
connection with the promotion of any product or service.
• FPL does not advocate or endorse the content and viewpoints of partnering
organizations or individuals.
• Any materials created describing FPL, its programs, and the nature of the partnership for
use in press releases, presentations or other communications must be submitted to FPL
to confirm prior approval.
• Any partnership agreement will not supersede any other FPL policy.

Publicity
• [PARTNER] will provide publicity materials, including a biographical
sketch/resume and a high -resolution photo or logo (Acceptable file sizes are -2000
pixels, I MB or 300 DPI). Publicity information is due before [DATE].
• [PARTNER] will be available for interview by local print and broadcast media in
advance of or immediately following the [PROGRAM OR SERVICE]. Phone
interview may also be arranged.

FPL+ Policy
Purpose
FPL+ provides patrons access to non -staffed, limited library services outside of the library's
regular operating hours.
Library patrons in good standing and 18 years of age or older may apply for FPL+ access.
Policy
By using the library during Open+ hours, patrons acknowledge and agree to the following:
• Patrons will use their own card and PIN to gain access to the building.
• Patrons are responsible for their conduct and the conduct of their guests.
• Patrons will not grant access to others, excluding their invited guests for whom they are
responsible, trying to enter the facility.
• Security cameras monitor the library.
• FPL and Arsaga's staff may be present in the facility during FPL+ hours but are not
available to provide assistance. All services are self -serve.
• Announcements will be made periodically, and patrons agree to follow any directives.
• All FPL policies are in effect during FPL+ hours, including the Customer Code of
Conduct Resources and Internet Access policies.
• Patrons may be liable for any injuries, damages or theft to library property or equipment
caused by themselves or their guests. Specifically, in consideration of being permitted to
use the library with FPL+ access, the patron will agree to release and indemnify and hold
harmless and defend FPL, its officers, agents, volunteers, employees, and trustees from
any and all liability, loss, claims, and demands, actions, or cause of action for the death
or injury to any persons and for any property damage suffered or incurred by any person
which arises or may arise or be occasioned in any way from use of library space. My
agreement to indemnify FPL includes, and is not limited to, indemnification for FPL's
own negligence or otherwise wrongful conduct.
Failure to Comply
Failure to comply with this policy may result in denial of future use of the library and/or
immediate removal from the facility, as well as possible fines and legal consequences.

FPL+ Agreement
FPL+ provides patrons access to non -staffed, limited library services outside of the library's
regular operating hours.
The services available are:
• Holds pick-up
• Computer access
• Copy and printing services
• Wi-Fi
• Study space
• Access limited to the library's front lobby off Mountain Street
FPL+ members must affirmatively opt in to use the service. To use this service, you must:
• Be 18 years of age or older
• Be an FPL cardholder with an account in good standing
• Visit FPL in person to complete a brief orientation with FPL staff. You must present your
photo ID during the visit so staff may verify your information.
By opting in, you acknowledge and agree to the following:
• 1 will use my own library card and PIN to gain access to the building.
• 1 will not provide library access to others, excluding my invited guests for whom I am
responsible, trying to enter the facility.
• 1 understand FPL+ access is only for me and my guests, and that I am responsible for
my conduct and the conduct of my guests.
• Security cameras monitor the library.
• FPL and Arsaga's staff may be present in the facility during FPL+ hours but are not
available to provide assistance. All services are self -serve.
• Holds Locker must be selected as the pick-up location at the time of placing a hold for a
hold to be shelved in the FPL+ area.
• Announcements will be made periodically and I agree to follow any directives.

Conduct and Computer Resources and Internet Access policies.
