BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby awards Bid #22-53 and
authorizes the purchase of unscreened topsoil materials from DeVore Excavating, LLC as needed
through the end of 2023.

SUBJECT: Bid 22-53 (Unscreened Topsoil)
RECOMMENDATION:
A resolution to award Bid 22-53 and authorize the purchase of unscreened topsoil materials
from DeVore Excavating, LLC for $10.00 per CY for materials picked up and $13.75 per CY for
materials delivered as needed through December 31, 2023.
BACKGROUND:
The purchase of bulk construction materials and services is necessary to maintain current
infrastructure and to implement projects outlined in the Capital Improvements Program and
Annual Budget and Work Program.
DISCUSSION:
An invitation to bid from properly licensed professionals on supplying unscreened topsoil
materials for the remainder of 2022 and the duration of 2023 was advertised October 2, 2022. A
public bid opening occurred on October 11, 2022. One bid was received from DeVore
Excavating, LLC with pricing options for delivered topsoil and for materials picked up by city
staff.
BUDGET/STAFF IMPACT:
Funds for the acquisition of construction materials and services are budgeted in various capital
projects within the Sales Tax Capital Improvements Fund and Street Fund operating programs.
