BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes acceptance of
a matching grant award from the 2022 Bulletproof Vest Partnership Grant Program in the amount of
$19,184.00 for the replacement of body armor vests and outfitting new officers with body armor.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget
adjustment, a copy of which is attached to this Resolution.

SUBJECT: 2022 Bulletproof Vest Partnership Grant Program Award
RECOMMENDATION:
Staff recommends approval of a matching grant award from the 2022 Bulletproof Vest
Partnership (BVP) Grant Program and a budget adjustment in the amount of $19,184 for the scheduled
replacement of expiring body armor vests of current officers and outfitting new officers with body armor.
Matching funds in the amount of $19,183.68 are budgeted within the Police Ballistic Protection (#13011-
1) project of the Capital Improvement Program.
BACKGROUND:
The BVP, created by the Bulletproof Vest Partnership Grant Act of 1998, is a unique U.S.
Department of Justice initiative designed to provide a critical resource to state and local law enforcement.
Since 1998, the Fayetteville Police Department has obtained grant funding in excess of $250,000 for the
purchase of body armor vests through this partnership. The BVP program provides a vital component to
the continuing health, welfare, and safety of our police officers. Each body armor vest has a guaranteed
life of five years. All state-of-the-art body armor is custom made to the exact specifications of the wearer,
which ensures all officers have a maximum required level of protection.
DISCUSSION:
The anticipated cost to replace 48 expiring body armor vests and outfit new officers is projected
to be $52,627.20. Each vest costs $1,096.40, and the grant will provide reimbursement to the City of
Fayetteville up to $399.96 (or $19,183.68). The City's portion of expenses is $33,443.52 for the purchase
of new body armor vests. The Police Department has planned for this grant matching requirement as
evidenced by budgeted funds in the Capital Improvement Program's Police Ballistic Protection (#13011-1)
project.
BUDGET/STAFF IMPACT:
The City's total expense is $33,443.52, which consists of the award match in the amount of
$19,183.68 plus the additional expense in the amount of $14,259.84. Currently, matching funds and the
additional expense are budgeted in the Capital Improvement Program's Police Ballistic Protection
(#13011-1) project. There is no staffing impact related to this grant award.

award under the Fiscal Year (FY) 2022 Patrick Leahy Bulletproof Vest Partnership (BVP) solicitation.
These funds have been posted to your account in the BVP System. A complete list of FY 2022 BVP

Important: Jurisdictions must be registered_ in the SAM system (https:l/www.sam.gov/SAM/) in order to
be paid for any 2022 BVP funds. Please ensure the banking information in SAM is up to date. For more
information about renewing and updating your existing SAM registration, or registering in SAM as a
new entity, please visit https://sam.gov/content/status-tracker. The SAM Helpdesk can be reached at

The FY 2022 award may be used for National Institute of Justice (NIJ) compliant armored vests which
were ordered after April 1, 2022. The deadline to request payments from the FY 2022 award is
August 31, 2024, or until all available funds have been requested. Awards will not be extended past
that date, and any unused funds will be forfeited.

BVP funding certified that a mandatory wear policy was in place for their jurisdiction. BJA will be
