RAILROAD CROSSING IMPROVEMENTS APPLICATION GRANT:
A RESOLUTION TO AUTHORIZE AN APPLICATION FOR A 80/20 MATCHING GRANT IN
THE AMOUNT OF $312,000.00 FOR RAILROAD CROSSING IMPROVEMENTS THROUGH
THE RAILROAD CROSSING ELIMINATION PROGRAM
WHEREAS, the Cities of Fayetteville and Springdale, in collaboration with Arkansas & Missouri
Railroad, are pursuing a 2022 Railroad Crossing Elimination Grant to conduct planning activities to
scope improvement projects at various at -grade crossings to improve mobility and enhance safety for
the area; and
WHEREAS, the application will request funding for a grant to plan improvements at various crossings
between the University Avenue crossing in Fayetteville to the Apple Blossom Avenue crossing in
Springdale; and
WHEREAS, the grant amount requested for the Fayetteville portion of the grant is $312,000.00 with
the City's match of 20% of this amount paid out of the Transportation Bond Fund.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor
Jordan to apply for an 80/20 matching grant in an amount of up to $312,000.00 for railroad crossing
improvements at various crossings in Fayetteville through the Railroad Crossing Elimination Program.

SUBJECT: A Resolution to Authorize Application for Federal Funding Through the
Railroad Crossing Elimination Program
RECOMMENDATION:
Staff recommends approval of a resolution authorizing applying for a grant for railroad crossing
improvements to various crossings along the Arkansas and Missouri Railroad through the
Railroad Crossing Elimination Program
BACKGROUND:
The Cities of Fayetteville and Springdale, in collaboration with Arkansas & Missouri Railroad,
are pursuing a 2022 Railroad Crossing Elimination Grant to conduct planning activities to
scope improvement projects at various at -grade crossings to improve mobility and enhance
safety for the area. The application will request funding for a grant to plan improvements at
various crossings between the University Avenue crossing in Fayetteville to the Apple
Blossom Avenue crossing in Springdale.
The pursuit of funds for railroad crossing safety stems from the addition of two new crossings
near the Fulbright Expressway, and associated contractual obligations of the City to close
and/or improve the safety of existing crossings.
DISCUSSION:
The following crossings are anticipated to be covered in the application:
Fayetteville
• University Avenue - possible closure and replacement with bike/ped grade separation
(closure of this location is required as part of the new crossing at Shiloh Street).
• Dickson Street - possible improvements to allow quiet zone
• Frisco Avenue - safety and geometric improvements
• Jocelyn Lane - possible closure (closure of this location is required as part of the new
crossing at Futrall Drive)
Springdale
• Shady Grove Road - possible safety and drainage improvements)
• Sunset Avenue - possible safety improvements and realignment of adjacent
intersections

Each location will be evaluated for criteria such as safety, environmental impact, economic
impact and multimodal impact.
BUDGET/STAFF IMPACT:
The grant amount requested for the Fayetteville portion of the grant is $312,000. The City's
match of 20% of this amount, or $62,400, will be taken from the Transportation Bond Fund.

o Assume two drainage alternatives at 30% design and survey (study area extending west to Johnson Rd.)

o Includes PE costs for railroad portion of improvements
Sunset Avenue ($145,000)
o Possible safety improvements and realignment of adjacent intersections
o Assume three alternatives at "10%" design using existing lidar
o Assume preliminary environmental review and public involvement
o Includes PE costs for railroad portion of improvements, including interconnect to possible nearby signals
Randall Wobbe Drive ($95,000)
o Possible replacement with grade separation
o Assume three overpass alternatives at "10%" design using existing lidar
