BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget
adjustment, a copy of which is attached to this Resolution, in the total amount of $557,298.00 to
reallocate CDBG-CV Funding for COVID-19 outreach, testing and protection.

SUBJECT: CDBG-CV Reallocation Budget Adjustment
RECOMMENDATION:
Staff recommends the approval of a budget adjustment to reallocate CDBG-CV funding in the
amount of $557,298.
BACKGROUND:
On July 12, 2022 a request was sent to HUD to reallocate $557,298 in CDBG-CV funds
designated for COVID-19 response to UAMS ($483,430) for a mobile wellness unit and to
Community Clinic ($73,868) for COVID-19 outreach, testing, and protection. We received a
reallocation approval letter from HUD on August 1, 2022.
DISCUSSION:
The CDBG-CV funding will be used to respond to COVD-19

SUBJECT: Approval Letter for PY 2019 Arkansas CARES Act Amendment
Dear Ms. Fields,
This letter serves as official notification of receipt of the City of Fayetteville's Annual Action
Plan 2019 - CARES Act Amendment #2. The amendment concerns proposed changes in the city's
Community Development Block Grant CARES Act (CDBG-CV) Program. The amendment reallocates
CDBG-CV funds from COVID-19 mortgage assistance to two public service projects addressing medical
needs. There is no change in the CDGB-CV dollar amount awarded - $992,482.
HUD Regulation 24 CFR 91.505 requires an amendment to the Consolidated Plan whenever a
jurisdiction makes one of the following decisions: (1) To make a change in its allocation priorities or a
change in the method of distribution of funds; (2) To carry out an activity, using funds from any program
covered by the Consolidated Plan (including program income), not previously described in the Action
Plan; or (3) To change the purpose, scope, location or beneficiaries of an activity. Upon completion, the
jurisdiction must make the amendment public and must notify HUD that an amendment has been made.
You have provided supporting documentation which indicates that the eligible projects were
chosen following a public notice and comment period. It appears that the City of Fayetteville has
complied with Federal Regulation 24 CFR 91.505 and applicable CARES Act Flexibilities/Waivers. All
other Federal requirements of the Consolidated Plan Regulations including environmental, labor,
contracting and procurement practices, and displacement and relocation are applicable to this activity.
This amendment is approved.
