meeting shall be allowed for all members of the audience who have signed up
prior to the beginning of the agenda item they wish to address. Speakers shall
be limited to a maximum of five (5) minutes. The Fourth Judicial District Drug
Task Force Control Board may allow a speaker additional time or may allow an
unsigned -up person to speak by unanimous consent or majority vote.

MEETING
August 24, 2022
MINUTES
A meeting of the Fourth Judicial District Drug Task Force Control Board was held on August 24, 2022.
Those present were:

Chief Mike Reynolds called the meeting to order. Upon roll call, the above -listed members were
acknowledged as present. Copies of the minutes from the July 20, 2022 meeting were distributed to all
present. A motion was made by Jay Cantrell, and seconded by Frank Gamble, to approve the minutes. The
motion was approved unanimously.
Sergeant Jacob Lawson reported on the task force's activity from July 1, 2022, through July 31, 2022, and
distributed a copy of statistics to all present. Lawson stated that in July the task force opened 37 cases, closed
13 cases, and made 10 arrests. Lawson further noted that $3,337.00 was expended for the purchase of
evidence, and $1,200.00 for the purchase of information. Lawson stated that drugs seized during the month
included: methamphetamine, marijuana, cocaine, heroin, LSD, fentanyl, and pharmaceuticals. Lawson stated
that 4 warrants were served. Also noted, were 15 drug convictions for July. The task force seized a total of
$2,342.00 in U.S. currency during the month. The locations of DTF Enforcement Action for the month were
Fayetteville 12 cases, Springdale 15 cases, Farmington 2 cases, Lincoln 1 case, Prairie Grove 2 cases, West Fork
4 cases, and Tontitown 1 case.
Sergeant Jacob Lawson reported on the following dispositions.
DTF-22-003 (State of Arkansas v David Donaldson) was a Fayetteville Police Department investigation
resulting in the seizure of $8,700.00 on January 5, 2022. $1,740.00 went to the Arkansas State Drug
Director's Office and $2,610.00 went to the Washington County Prosecutor's Office. It was recommended
that 15% of the net total of $4,350.00 go to the Drug Task Force and the remaining balance goes to the
Fayetteville Police Department. Chris Workman, second
Notes:
On January 5, 2022, Fayetteville Police Department Officers responded to a residence for an unattended
death. During the course of their investigation, a marijuana growing operation was discovered in the
residence along with approximately 52 pounds of marijuana product, items indicating the marijuana was
being sold, and the currency.
A motion was made by Chris Workman, second by Frank Gamble to approve this recommendation. This
motion was approved unanimously.
DTF-21-316 (State of Arkansas v Robert Poindexter) was a DTF arrest in Farmington resulting in the
seizure of $2,224.00 on February 16, 2022. $444.80 went to the Arkansas State Drug Director's Office and
$667.20 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net
total of $1,112.00 go to the Drug Task Force and the remaining balance be split based on current staffing
(Springdale 42.85%, Fayetteville 28.57%, WCSO 14.29%, Rural 14.29%).
Notes:
On February 16, 2022, detectives with the DTF conducted a search of Robert Poindexter's residence in
Farmington. During the search, detectives located methamphetamine and drug paraphernalia indicating
the methamphetamine was being sold. During his arrest, $2,224.00 was found in Poindexter's pocket.
A motion was made by Frank Gamble, second by Jay Cantrell to approve this recommendation. This
motion was approved unanimously.
DTF-22-062 (State of Arkansas v Darryl Green) was a DTF arrest in Springdale resulting in the seizure of
$1,998.00 on March 4, 2022. $399.60 went to the Arkansas State Drug Director's Office and $599.40 went
to the Washington County Prosecutor's Office. It is recommended that 15% of the net total of $999.00 go
to the Drug Task Force and the remaining balance be split based on current staffing (Springdale 42.85%,
Fayetteville 28.57%, WCSO 14.29%, Rural 14.29%).
Notes:
On March 4, 2022, detectives with the DTF arrested Darryl Green, and they located $1,998.00 in his
pocket. During a subsequent search of his residence, detectives located methamphetamine, marijuana,
and drug paraphernalia indicating the controlled substances were being sold.
A motion was made by Jay Cantrell, second by Chris Workman to approve this recommendation. This
motion was approved unanimously.
DTF-22-094 (State of Arkansas v Thomas Alexander) was a DTF arrest in Fayetteville resulting in the
seizure of $735.00 on March 25, 2022. $147.00 went to the Arkansas State Drug Director's Office and
$220.50 went to the Washington County Prosecutor's Office. It is recommended that 15% of the net total
of $367.50 go to the Drug Task Force and the remaining balance be split based on current staffing
(Springdale 42.85%, Fayetteville 28.57%, WCSO 14.29%, Rural 14.29%).
Notes:
On March 25, 2022, detectives with the DTF conducted a search of Thomas Alexander's residence in
Fayetteville. During the search, detectives located heroin, methamphetamine, pharmaceutical pills, drug
paraphernalia indicating the controlled substances were being sold, and a firearm along with the currency.
A motion was made by Frank Gamble, second by Jay Cantrell to approve this recommendation. This
motion was approved unanimously.
DTF-21-031 (State of Arkansas v Troy Franklin) was a DTF arrest in Fayetteville resulting in the seizure of
$2,093.00 on March 22, 2021. $418.60 went to the Arkansas State Drug Director's Office and $627.90
went to the Washington County Prosecutor's Office. It is recommended that 15% of the net total of
$1,046.50 go to the Drug Task Force and the remaining balance be split based on current staffing
(Springdale 50%, Fayetteville 25%, WCSO 12.5%, Rural 12.5%).
Notes:
On March 22, 2021, detectives with the DTF arrested Troy Franklin in Fayetteville. During a subsequent
search of his vehicle, detectives located approximately one-half pound of methamphetamine, drug
paraphernalia indicating the methamphetamine was being sold, and a loaded firearm along with the
currency.
A motion was made by Jay Cantrell, second by Chris Workman to approve this recommendation. This
motion was approved unanimously.
OTHER BUSINESS
The awarding documents for this grant year were recently received. Financial Director Willie Newman is in
process of taking the awarded amount of $91,913.00 before the Fayetteville City Council to recognize and
accept the award. The board will be provided with an updated financial report during the September
meeting.
PUBLIC COMMENT
Beth Coger:
Do you usually get the results, this quickly, from the State Crime Lab stating what the drug is, to be able to
say, for example, the marijuana you are reporting for this month is really marijuana?
Sergeant Jacob Lawson spoke on the number of cases that were federally prosecuted. For 2021, there were
136 total arrests, which included 32 federal arrests for prosecution. Through July 31, 2022, there have been
84 arrests which include 12 federal arrests for prosecution.
Chief Mike Reynolds requested a date and time for the next meeting. The next meeting will be on September
21, 2022, at 1:30 P.M. Washington County Sheriffs Office, 1155 Clydesdale Drive, Fayetteville, Arkansas. The
meeting was adjourned.
