1. Call to Order and Roll Call
Meeting was called to order at approximately 6:04 pm.

2. Approval of February 16 meeting agenda
Motion: Jessica DeBari
Second: Robert Stafford
The agenda was approved unanimously.
3. Approval of January 19th and February 7th minutes
Stafford noted title needs to be changed from Agenda to Minutes, ensure name is
Robert Stafford. Stafford also mentioned the February 7th minutes were not detailed and
noted they should include the four finalists. DeBari said she was ok with truncated

minutes knowing that the video is available. She also noted the FAC could establish
what they want to see as a standard once a permanent staff is assigned.

The minutes with noted corrections were approved unanimously.
4. CACHE Creative Exchange CXF Fund Presentation
Guest: Amber Perrodin — CACHE
DeBari introduced Perrodin. Perrodin explained CACHE has $169,000 to go to 56 local
and regional artists. Perrodin reviewed the presentation, noting the Creative Exchange
Fund is an new fund and supports five funding opportunities.
Perrodin is the artist in community manager oversees the 214 Project which is the
former Arts Center of the Ozarks building in downtown Springdale.
Perrodin encouraged the FAC to share this information with others.
In March 2021 CACHE surveyed over 400 artists and found that 75% of respondents
responded the primary impediment to their creative career is lack of affordable creative
space and time required to test and create new work.
Project is in partnership with Tyson Family Foundation. CXF is a one-year program to
activate 214 as a community led destination. CXF will support 32 live performance
productions, 24 indoor art installations and over 20 community gatherings and
workshops.
All grant opportunities are in support of work in the 214 spaces including stage/theatre,
blackbox, main gallery, classrooms 1 and 2 and the outside. Perrodin reviewed the
facility layout and spaces and the 214 website.
Five individually funded programming opportunities focus on unique spaces in the 214
building. Eligibility is unique to each category
Producers awards are focused on multi/interdisciplinary.
Platform is focused on the stage and supports performance -based artists.
Mixtape Music Series focused on musicians
214 Artist Residencies focused on 2D and 3D visual art
Call out for Curators focused on film/video, fashion, multimedia visual arts,
literature/poetry and digital arts

Deadline to apply is March 14'h. Multiple informational sessions are being held via zoom.
In person tours are also being offered.
More information is available through the FAQ section as well. They are adding
information daily. Leadership Council and Advisory committee, CACHE staff members
and Tyson family foundation will be on selection panel.
Perrodin reviewed the selection criteria. Stafford asked what 3D work does CACHE
foresee without equipment available? Perrodin responded they are open to what that
could look like. Examples are fabric installations, mixed media. No tools are provided.
This program offers free studio space.
Stafford asked if in the future CACHE will provide tools for artists like kilns, plasma
cutters, grinders etc. and all the equipment you need to create 3D installations. Perrodin
replied, yes. CACHE is cataloging what needs are being requested and repeated at this
point to understand what the needs are.
Stafford asked about the deadline and why it was such a short window. Perrodin
responded it was a short window. Applications opened Feb 7 and close March 14 and
explained the different information sessions available.
Stafford asked what the reason was for the short window and if they've been doing
outreach to get the word out.
Perrodin responded they are reaching out to local media outlets, meeting with
Springdale Rotary, Ozarks at Large, newspapers, Axios, etc.
Perrodin responded from her understanding the short window is standard practice to
have a short window, and because it is so site specific. They are interested in getting
artists in the space and activating the space. All information sessions are recorded,
adding Spanish captions and putting on website. They will also translate into other
languages if needed.
DeBari asked if the recordings are available immediately. Perrodin responded it usually
3-4 days for recordings to post on web due to adding the captions. They are responding
back to email questions quickly and making sure everyone is getting the responses they
need.
DeBari asked if curatorial grants are centered on paying curators of if it is to facilitate
more ambitious installations. Perrodin responded it's a $4,500 fee, they have a built in
budget in application. Will need to designate a curatorial fee in the application, includes
purchasing equipment, etc. DeBari said she assumes the curators will have a specific
spaces where they can install in 214. Perrodin explained the areas for curatorial
opportunities including main gallery and outdoor spaces. If the project is curatorial, there
are some parameters, but an applicant could use his/her own artwork and budget in to
pay yourself.
Storet will follow up with Perrodin independently. She said she's had some people reach
out to her. Would like to emphasize diversity and neurodiverse community. DeBari asked
if there are any rules about helping write an application for someone else. Perrodin
responded they tried to keep application simple and accessible and CACHE is there to
help. People can use Perrodin's personal email.
Cromwell noted that the program is incredibly impressive. Perrodin noted they've been
working hard to develop this program.
DeBari asked if there is an age limit. Perrodin said it is 18 and older. One caveat is that
the lead artist must be 18, but if there are people in the group is under 18 that's ok.

5. Election of Officers:
a. Chair
DeBari asked for a volunteer for the role of chair. Stafford asked if DeBari would
be interested continuing to serve as chair. She responded she is happy to
continue in the role and accepted the nomination.
Stafford nominated Debari.
Second: Cromwell
The nomination passed unanimously.
b. Vice Chair
DeBari asked for volunteer for vice chair.
Putman suggested nominating Stafford.
Stafford said his term ends in June and he does plan to reapply. Noted he was
chair for two terms and wasn't sure if he could serve again, but since it's a
different position he might be eligible. Harvey responded it could be a bylaw of a
specific committee and suggested if they all agreed it would be ok.
Stafford said he was going to nominate Storet or Uribe. Uribe was not present.
Stafford asked if Storet would be interested. Storet said those were big shoes to
fill and she likes where she is and declined the nomination.
DeBari noted it would be helpful if Stafford would serve as he knows so much
about how the meetings function.

A vote was taken and the nomination passed unanimously.
6. Other business and public comment
Stafford noted there is a board vacancy that will be filled, then will be vacant again in June
when the term is up. Stafford asked how many applicants who have been submitted. Harvey
said as part of the nominating committee, she will get a list of the applicants but will not
know until after the 18t" when it closes. She will send the FAC the applicants once she has
them. Stafford noted it went out on Fayetteville Flyer and people have had notice. Debari
mentioned she did share it out as well and hopes people will apply.
