1. Call to Order and Roll Call
Meeting was called to order at approximately 7:03 p.m. by Interim Chair Jessica DeBari.
No role call was made.

Absent: Cindy Morley, Dwain Cromwell, Sonia Harvey
2. Approval of Special meeting February 7 agenda
Motion: Jessica DeBari
Second: Robert Stafford
The agenda was approved unanimously.
3. Archibald Yell Mural RFP submissions review: Jessica DeBari
DeBari thanked Storet and Uribe for the rubric and explained how she ranked the
submissions and suggested each person list their favorites. Uribe asked about the
requirement of Fayetteville residency and. Smith responded that she was not aware that
Fayetteville or Washington County residency was required. Storet agreed that
Washington County residency would helped reduce the number of submissions to

review noted that many people wanted this to remain local. Stafford agreed the FAC
should be promoting local artists. DeBari noted there was someone who recently moved
and that was a gray area. Storet also noted that many did not include a sketch. Smith
responded that they were not required to submit sketches in the submissions. Storet
disagreed and noted they need to provide something. Smith responded that the initial
selection was intended to be based on their knowledge of what the FAC was looking for.
Smith also noted that when asked if the applicants must be local she responded no.
Storet added that because this was advertised as city RFP and the proposals must be
turned in to the City, its implied the artists should be local. DeBari suggested the
requirement could be that they have to live in or have lived in Fayetteville to be
considered. Jumper highlighted the criteria listed in the RFP that the submittals are to be
evaluated on. Smith suggested they considered residency in the experience category.
Putman described how she ranked the submittals then suggested each member names
their ranking and Smith would record. After each member listed their rankings and Smith
tallied them, the top four were discussed for both the large and small murals. After
discussion, the final four submissions were selected included submissions numbers 4, 9,
19 and 20.
Smith noted she would contact the artists. Stafford suggested they might provide some
guidance to the artists for creating their proposals. DeBari offered to draft the narrative
for Smith to include in the email. Smith will notify the selected artists by February 16.
