THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby approves the attached
budget adjustment in the amount of $23,996.00 recognizing revenue from the Mud Creek Bridge
Assessment Funds for the Sain Street Project.

SUBJECT: Sain Street Construction Project — Recognize Mud Creek Bridge
Assessment Funds.
RECOMMENDATION:
Staff recommends approval of a Resolution to recognize revenue in the amount of $23,996 from
the Mud Creek Bridge Assessment funds for the Sain Street project which has constructed a
new bridge over Mud Creek and to approve a Budget Adjustment.
BACKGROUND:
Mud Creek Bridge Assessment funds have been collected since 2006. On December 1, 2020,
City Council recognized $268,466 which were collected for bridge improvements and allocated
the funds to the Sain Street Construction project which is approximately 70% complete. As part
of this project, a new 320 ft. two lane bridge has been constructed over Mud Creek which is
approximately 95% complete.
DISCUSSION:
Subsequent to recognizing the bridge assessment funds referred to above, an additional
development near Mud Creek was approved in late 2021 by the City and was assessed
$23,961.60 for bridge improvements. With interest, this escrow amount is now $23,996.00.
BUDGET/STAFF IMPACT:
The construction budget for this project will be increased by $23,996.00.

STAFF MEMO
The Engineering Division requires that this development be assessed for a percentage of the
construction costs for a bridge over Mud Creek. The following is a rational nexus calculation
for this offsite improvement:
Projected Traffic from development — 435 vpd
Assume 50% of vehicle trips will turn east onto Joyce — 218 vpd
Assume 33% of vehicle trips will turn south and use the Mud Creek Bridge — 72 vpd
Neighborhood Link (Collector) traffic capacity = 6,000 vpd
% Traffic from development = 1.2%
Estimated Mud Creek Bridge Costs:
15,360 sf x $130/sf = $1,996,800.
Hedberg Allergy Percentage of Costs:
0.012($1,996,800) = $23,961.60
Therefore, the Engineering Division concludes the Joyce St. Office Building development be
assessed for the Mud Creek Bridge.
