Mountain, Room 111 Members: Lacey Jennen, Chair; Samuel Adkisson, Vice Chair; Jim Parrish, John Crow, Zane Colvin, Ken Eastin, William Chesser City Staff: Sonya Morell, Operations Assistant; John Scott, Urban Forester; Melissa Evans, Urban Forester 1. Call to Order: Jennen called the meeting to order at 4:02 pm. 2. Roll Call: Jennen, Adkisson, Parrish, Crow, Colvin, Eastin, Chesser 3. In Attendance: Jennen, Adkisson, Parrish, Crow, Eastin, Chesser Absent: Colvin 4. Staff: Morell, Scott, Evans S. Approval of Previous Month's UFAB Minutes- Parrish made a motion to approve July's meeting minutes. Chesser seconded the motion. Motion passed 6-0-0. 6. Review of the Boards duties and follow up from last month's meeting. Scott discussed the following: • Meeting Rules and Order - Going forward Scott would like board members to raise their hand to speak and be recognized by the chairman before speaking. • Duties of the Board — 1 . Advise the mayor and council on Arborculture issues 2. Organize and administer ongoing education to include public awareness of OF 3. Advise staff on city tree planting projects on the rights of way and medians 4. Review UDC every three years, this was done recently 5. Plant and Arbor Day Celebrations — Celebration of Trees 6. Advise on tree escrow funds — staff will ensure the board is seeing these proposals 7. Award program — staff did not get enough interest on this, so stopped this project 8. Wildland Firewise program was ended by the fire department. Staff is thinking to shift this to controlled burns • Development and the Board — Jonathan Curth, Director of Development Services, discussed the following: Roles and duties of Development Services 1. Planning 2. Engineering Reviews 3. Building Safety Mailing Address: 113 W. Mountain Street www.fayetteville-ar.gov Fayetteville, AR 72701 UFAB and Ordinance — Review and recommend revisions to the Unified Development Code Chapter 167 Urban Forestry Technical Manual at least once every three years to reflect changes in Chapter 167, city policies or arboricultural and horticultural practices with a focus on improvements in plant science, arboricultural practices, technology, construction methods and long range planning. Participation Opportunities 1. Advise or make recommendations as a board to mayor, council, or staff 2. Consider developments individually or at staff's initiation 3. Comment as a resident The board further discussed their role. • Best things this board has produced — 1. Celebration of Trees 2. Invasive Plant Bounty 3. State Champion Trees 7. Amazing Tree of Fayetteville- Dogwood Plaque is ordered. 8. State Champion Trees — Champion Trees Vacancies American Hornbeam (Carpinus caroliniana) Carolina Buckthorn (Frangula caroliniana) Mockernut Hickory (Carya tomentosa) Possum Haw (Ilex decidua) Red Hickory (Carya ovalis) I would love for this board to start searching our parks for some of these missing trees. Some do not grow in our area. 9. Native or Invasive Plant Presentation — John Crow Crow discussed the Mockernut Hickory Tree 1. One of the most common hickory trees 2. Deciduous 3. Member of the walnut family 4. Medium to large tree 5. Can live as long as 250 years 6. Supports lots of wildlife 7. Wood used for handles, fuel and lumber 8. Native to eastern and central US 9. It has male and female flowers. 10. The fruit has a small nut in it. 0 September —Adkisson (Landscape Performance) 10. Project updates - A. Hose bib- Building Exteriors is working on it. B. Urban Forestry Management Plan Update — still in preliminary stages C. I am working on Fall projects: 1. Salem and Rupple Road — Done and it is going out for bid. 2. Mt. Kessler Park Tree replacement — information is being gathered and planning to plant a hundred trees 3. Van Asche Road from Gregg to Steel. — Working on the irrigation for this 4. 265 tree replacement- Information is gathered for this. 11. Adjourn: UFAB Motion: Adkisson made a motion to adjourn the meeting. Parrish seconded the motion. Motion passed 6-0-0. 12.
