RECOMMENDATION:
Resolution to approve the purchase and installation of playground safety surfacing at David
Lashley and Hotz Parks from Landscape Structures, Inc pursuant to Sourcewell Cooperative
Purchasing Program in the amount of $101,039.75 with a project contingency of $10,000.
BACKGROUND:
Proper fall surfacing for playgrounds is required underneath playground equipment to minimize
serious injury from falls. The playground at David Lashley was installed in 2006 and the
playground at Hotz was installed in 1998. While the play components of each of these
playgrounds are still in good condition, the rubber tile fall surfacing at each playground has
started to fail and needs to be replaced.
DISCUSSION:
The most cost-effective safety surfacing to install under these existing playgrounds is an
artificial turf surface with a pad installed underneath the turf to provide the required fall
protection. Landscape Structures, Inc., has provided quotes to install Highland Artificial Turf
surfacing. The fall surfacing is uniquely sized for each playground to accommodate the site -
specific Critical Fall Height and meets all safety and accessibility standards. The product
contains a 15-year limited warranty and is expected to last for the remaining viable life of the
playgrounds.
BUDGET/STAFF IMPACT:
The proposal to install new playground safety surfacing at David Lashley and Hotz Parks will
cost $101,039.75 which includes the cost of materials and labor. A project contingency in the

amount of $10,000 is also requested. Sufficient funding is available in the Parks Playground
and Infrastructure Renovation Project utilizing Parks Development Funds (HMR).

concrete and associated dirt work.
BACKGROUND:
On July 19, 2022, City Council approved Resolution 163-22 to purchase and install playground
safety surfacing at David Lashley and Hotz Parks from Landscape Structures, Inc pursuant to a
Sourcewell Cooperative Purchasing Contract in the amount of $101,039.75 with a project
contingency of $10,000.
DISCUSSION:
David Lashley Park has been completed. At Hotz Park, after consultation with the contractor
and concrete sub -contractor, it was determined that adding two sections of concrete slab as
opposed to the originally proposed ribbon curb would provide a better foundation and longevity
of the playground surfacing around the swing set. Landscape Structures, Inc provided a quote
to add the additional concrete and associated dirt work for a cost of $6,023.08.
BUDGETISTAFF IMPACT:
The $6,023.08 for this change order will come from the $10,000 project contingency funds.

A RESOLUTION TO AUTHORIZE THE PURCHASE OF PLAYGROUND SAFETY SURFACING
FROM LANDSCAPE STRUCTURES, INC. FOR INSTALLATION AT DAVID LASHLEY AND HOTZ
PARKS IN THE AMOUNT OF S101,039.75 PURSUANT TO A SOURCEWELL COOPERATIVE
PURCHASING CONTRACT, AND TO APPROVE A PROJECT CONTINGENCY IN THE AMOUNT
OF $10,000.00
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes the purchase of
playground safety surfacing from Landscape Structures, Inc. for installation at David Lashley and Hotz Parks in
the amount of $101,039.75, pursuant to a Sotucewell Cooperative Purchasing Contrac4 and further approves
a project contingency in the amount of $10,000.00.
