Dear City Council,
My name is Chris Drake and I currently live at 324 S. Happy Hollow Rd. I am writing to you today to express
concern regarding the rezoning of 248 S. Happy Hollow Rd. (RZN 2022-021). The parcel which is approximately 3.1 acres
is currently zoned as RSF-4 which would allow up to 12 dwellings to be constructed on the property. That is a substantial
amount for the neighborhood considering that the 6 lots south of the property are single dwellings per lot. Rezoning this
parcel does not fit the quality or vision for the neighborhood. The intense density, traffic, drainage and noise would be a
negative addition for the current residents residing on S. Happy Hollow Rd. To my knowledge there has not even been a
specific plan submitted yet. I am not sure how this rezoning has even made it to the city council with NO detailed plan
thus far. One of my greatest concerns is the drainage issues this rezoning would have on my property. Currently, every
time there is a heavy rain my driveway washes out and my property floods due to the inadequate/proper drainage. I
have expressed my concern many times to the engineering department. They continuously stated that when
development begins in this area that there would be major improvements to the drainage. I have also shared my
frustration and concerns with the planning commission. I submitted a video of the flooding to Mrs. Parks which was
viewed by the planning commission. I would like the city council to view this video footage as well so that you may get a
first-hand look at the reality in which I live when a heavy rain comes. I have spent $1000’s of dollars over the years trying
to fix the issues. My hope is that you side with reason and make the proper adjustments. This rezoning will do nothing
but detour more water in my direction. I know that there is a vision for 2040 but I hope that we value our greenspace
and longtime residents as well. Please consider blocking this rezoning without the current issues mentioned being
addressed. Thank you for your time and consideration.
