SUBJECT: Police Headquarters Building Project Construction, Equipment, and
Furnishings Budget Adjustment
RECOMMENDATION:
A resolution to approve the purchase of equipment and furnishings for the new police
headquarters building from Wilson Bauhaus Interiors and other dealers as authorized through
City of Fayetteville Resolution 97-21 in the amount of $965,009.91, including any applicable
taxes and shipping fees, and on an as -needed basis through March 31, 2023, and any future
renewal terms and approval of a budget adjustment in the amount of $996,843.
BACKGROUND:
In January 2021, the City of Fayetteville broke ground on the new Police Headquarters
Building with a project budget of $40,541,000. This budget was based on $39,041,000 in 2019
bond proceeds and $1,500,000 in Police Impact Fees. Throughout the building and finish
bidding process, consultants and staff conducted multiple value engineering exercises in an
effort to maintain our project budget. Consultants and staff were able to value engineer
$3,600,000 (rounded) worth of changes and/or omissions from the project without sacrificing
security, space, or function. The building and finish packages were bid and approved by City
Council using remaining bond funds with additional funding of $609,000 from bond interest and
capital improvement fund balance. Our current approved Police Headquarters Building project
budget is $42,259,000.
DISCUSSION:
Today, with all bids received, and all soft costs included the current expense of the
Police Headquarters Building project is $43,256,000 (rounded) resulting in a budget shortfall of
$996,843. Soft costs include land acquisition, architect and engineering fees, equipment,
fixtures, and furnishings. The primary factors contributing to this budget shortfall are unforeseen
inflation, supply chain issues, fuel, and labor costs. In the last 18 months, construction and
material costs have risen up to 25% across all sectors resulting in the use of our equipment and
furnishings budget to meet our escalated construction and material costs. This increase in
construction and material costs has had a significant negative impact on our equipment and
furnishings budget required to finalize this project. Approval of this budget adjustment will
enable completion and occupation of the new Police Headquarters Building.

BUDGET/STAFF IMPACT:
A budget adjustment in the amount of $996,843 will move $250,000 of Police Impact
Fees and $746,843 of General Fund Balance to the Police Headquarters Building subprojects
for the procurement of equipment and furnishings. This purchase has no impact on staffing.
