Equity markets ended an already strong 2019 with another robust quarter. For the year,the S&P 500 was up+31.5%including+9.1%in the fourth quarter. Much of January was spent in a quick recovery from December 2018's sharp 15%pullback. Following that we saw sideways trading throughout the middle of the year then another run higher in the fourth quarter. Every economic sector was positive for the year,with technology leading the way+50.3%and energy lagging at+11.8%. For the quarter,technology and health care led at +14.4%while real estate was the only negative sector at-0.5%. Bond markets also had a strong showing in 2019,with interest rates generally declining throughout the year from already low levels. For the year, 10-year Treasury rates were down about 75 bps,with the high occurring in early January at 2.79%and the low occurring in early September at 1.46%;another volatile year with a high/low swing of 133 bps or 1.33%. The Barclays Intermediate Government/Credit index was essentially flat for the quarter at+0.38%and rose+6.80%percent for the year. The Federal Reserve lowered the Fed Funds Target Rate three times in 2019,each time by 25 bps and all three since August 1,bringing the rate to 1.75%at year end. The yield curve briefly inverted in August,inviting some recession concerns,but then those spreads(we focus on the 2 Year to 10 Year Treasury spread)spiked through the summer and fall to end the year at a high. This suggests the market• grew less concerned about economic growth,likely due in part to the Fed's action as well as tentative resolutions in trade negotiations. Geopolitical events after year end have somewhat tightened yield spreads,but they are still substantially higher than summer. Low interest rates and inflation,widening yield spreads, and a Fed likely to stay out of the way during an election year suggest a moderate tailwind to the economy. We continue to project slow but positive economic growth going into 2020. Much of last year's equity market gains were attributable to multiple expansion, as the forward PE on the S&P 500 moved from 15x to 19x over the year. While that is not stratospheric,especially in a low and falling interest rate environment,higher valuations imply higher risk. A period of consolidation combined with organic corporate earnings growth would give us confidence. Bigger risks to both the economy and the markets seem to be in the political and geopolitical arena. Markets tend to overreact to the news of the day, only to shrug it off in days following. Some of these events are by their nature unpredictable and difficult to hedge against. We construct our portfolios to perform across an entire business cycle and expect that long-term perspective will be rewarded despite day to day fluctuations. Year-end is always a good time to review your financial situation,especially after such a strong year in the markets. We hope this letter finds you and your family safe and healthy. The challenges our country is facing over the coming months are nothing short of astounding. With every ounce of our being we know we will prevail, but our country, as well as most of the world, will experience hardship not seen in decades. We feel this situation is very much like war time with our frontline soldiers being our healthcare workers as well as those who continue to go to work to keep our citizens supplied with the basic needs such as food and medicine. Our thoughts and prayers are with everyone affected by this virus and all the frontline warriors. We started the year with economic activity on the uptrend, the stock market continuing its 2019 gains, employment high and interest rates low. Stocks continued their march upward with the S&P 500 hitting a peak on February 19th.As the reality of the virus became bleaker by the day, investors ran for the exit doors all at once. The index shaved off over -30% in the following four weeks in the most vicious correction we have • ever experienced. Large capitalization stocks fared best with the S&P 500 down -19.02% for the quarter. Smaller companies as measured by the mid and small cap indexes were down -29.70% and -30.62% respectively. Stock markets around the globe also retreated with the EAFE index declining -23%. Energy once again was the worst sector down over -50% as the Russians and Saudis decided to have a price war in the middle of the largest demand destruction event in modern history. Every sector recorded steep losses, but technology and healthcare were down the least retreating-12.22%and-13.07%respectively. It wasn't only stocks that investors were shunning. Areas in the fixed income markets saw sharp price declines as well. High grade bonds lost -3.35%, and municipal bonds were down — .63%. High yield/junk debt, the riskiest part of the fixed income markets, dropped by -12.68% as a large amount of this sector belongs to companies in the oil and gas industry. When things get tough, investors clamor for the safety of U.S. Government bonds,which posted gains of+5.25%. The Barclays intermediate government/credit index ended the quarter up+2.40%thanks to its overweighting in government debt. Things that have and will continue to help stabilize the markets are government intervention, COVID19 "curve flattening and therapeutics/vaccines. Our government has intervened in a big way and we expect more to come.Three stimulus packages are already in the books and they're already discussing a fourth. This will most definitely help bridge the gap of the economic chasm we have never before experienced. There has been some early evidence of curve flattening, and we know if we all do our part this will continue. The best medical minds on the planet are working on treatments, rapid testing and vaccines and we expect to see further good news on this front. • Although the economic data have yet to confirm it,the U.S.ended its record long 128-month expansion and entered a recession in March. The economic numbers we will see over the coming weeks and months will be jaw dropping. How deep and long it will last is still a big unknown. The longer the economy is shut down and people are not allowed to go about their normal life, the longer it will take us to recover from this gut punch. Markets always look ahead and stocks bottom well before the worst headlines have hit the newsstands and before a recession is over. This unprecedented event will no doubt trigger changes in the way live and the way businesses run. Consumer behavior and global supply chains will be altered which will spark new products and services. Key manufacturing sectors,particularly those involving pharmaceuticals and related raw materials,are likely to return to the United States. Other critical infrastructure like 5G broadband, electronics, and national security related components are also likely to see considerable onshoring in the coming years. Some industries will move away from so called "just-in-time" inventory pipelines, which will lessen sudden supply shocks. Currently,one single decouple point in the supply chain disrupts both upstream and downstream suppliers and ripples quickly world-wide. These changes will play out over the coming months and years. The extraordinary steps the U.S. Government and the Fed is taking to ward off catastrophic economic hardship to millions of Americans will come at a cost, but unfortunately the short-term needs far outweigh the longer- term ramifications. Keeping people employed and the economy afloat while the vast majority of our population is sheltering at home will cost trillions. This added borrowing to an already bloated $23 trillion in national debt will have to be addressed once this crisis is behind us. It will have a lasting impact on our economy and future generations. We know the recent market volatility is scary. To be frank, it's very unsettling to those of us in the financial industry too. This is when we must take a deep breath and step back from the daily news headlines that constantly bombard us with the daily ups and downs in the stock market and the tragic human suffering. Our team has been through what we consider three "once in a lifetime"events: 1)the bursting of the tech bubble and the terrorist attacks of 9-11 in the 2001-2003 time-frame, 2)the banking/financial crisis of 2008-2009, and now 3)this global pandemic. Through the prior two we stuck to our investment philosophy and will during this one as well. Our investment philosophy is such that we place great importance on balance sheet strength. We do not invest in companies with a risk/reward profile of boom or bust. We focus on solid companies with long track records of operation and which tend to create shareholder value and weather turbulent economic and financial market conditions. We cannot guarantee performance or when the market will bottom and start to recover but we can say that this crisis will not kill capitalism or destroy our financial system. Mayor Jordan called the meeting to order. Board Members Present: Ruston Cole, Eldon Roberts, Melvin Stanley, Frank Johnson Mayor Jordan and Deputy City Clerk Lisa Branson. 1111 Staff and Others Present: City Attorney Kit Williams, Glenn Atkins,James Bell,and Kerry Watkins-Bradley with Garrison Financial. Absent: Frank Johnson Garrison Financial: 2nd Quarter reports 2019 Kerry Watkins-Bradley,Garrison Financial Representative spoke about the information that had been provided for the 2nd and 3rd Quarter of 2019. She went on to talk about the fact that the market had been up. She explained that stocks and bonds were up and the YTD for the accounts has gone up from $5.58 Million to $5.873 Million. She also stated that Garrison Financial could lighten up on the equity if the Pensioners needed cash. She went on to explain there will be big draws at the beginning of the year. Glenn Atkins, Garrison Financial Representative spoke about bonds that had matured and explained that these bonds were reinvested. He also went on to talk about the inverted yield curve and went over graphs that Garrison Financial had provided. He stated they have tried to stay out of the maturity range for purchases where there are low returns. He also went on to talk about the rates of return for the 3rd quarter and further explained the figures on the graph. He stated that the maturities are on index and there is a lot of money to work with in the 3rd quarter. 41 Kerry Watkins-Bradley: I think until we get all the trade issues settled, we will get more clarity. We will try to get you invested for any type of market and I think long term is where we need to be. Kit Williams, City Attorney: Is it REITs you are buying a defensive mood? Similar to bonds? Kerry Watkins-Bradley: It has a nice dividend yield but there is a growth component. What we bought has a lot of health care properties in it. Typically, they are nice dividend yielders but there is a component of growth to them. Kit Williams: So, it can go down? Kerry Watkins-Bradley: Absolutely. Glenn Atkins, spoke about changes within the portfolio. He went on to explain AT&T bought Time Warner and increase debt. He went on to explain how the ratings had changed when it came to how these companies could use their capital. Melvin Stanley, Board Member spoke about the numbers that were in the packet that Garrison Financial provided. Melvin asked for clarification on the final number and asked about the expenditures. Kerry Watkins-Bradley, spoke about the expenditures and stated that happens at the end of the year. Paul Becker, Chief Financial Officer: spoke and further explained the mileage and how the mileage might offset the expenditures. James Bell, Garrison Financial Representative: If you look at those numbers again you see the net additions and withdrawals of$446,000? That much has been pulled from the portfolio this year to support pension payments since the beginning of the year. Because markets have been so strong, we have more than made up for that in the balance. There is no guarantee that is going to happen year end and year out. Eldon Roberts, Board Member: Is the bond period of time 3 months? Kerry Watkins-Bradley: I will do that when Shelly emails me and says that that we need so much money by the 7th of October. We always like to keep a decent reserve just incase since you all do draw so heavily. Kristin Cavette, Accounting Department: When we cut the checks that is where that number is coming from. We are telling her that is how much what we are going to spend so she looks to see where we are at. James Bell: Generally speaking, we make up the difference. There are some months where they don't need any because there is plenty of tax revenue coming in. You all should keep the money and keep it working for us as long as you can. As long as that works out for both sides that is great. Has there been any number released on what the economy did for the 3rd quarter? Kerry Watkins-Bradley: That will be out in a couple of weeks. I think it has softened. It will still be positive from high ones to twos. Rates are very low here, they are high relative to other places around the world. [ noticed reading down your agenda that you have Charles Schwab Letter dated April 17, 2019. I did look at that and a lot of times Schwab sends letters out to our clients. I called Schwab and it was just a notice on the commissions and transaction charges to buy mutual funds. Commissions have gone to zero. So now when we place a trade on the equity side there is no charge to the account. I also noticed the letter down here on the agenda Kahn, Swick & Foti, LLC. I will tell you that has to do with class actions lawsuits. We always file those for our clients. Last year we engaged a financial services firm to file those on your behalf and we are already taking care of that for you guys. Pay to the estate of Richard Watson a sum of$200.00 for death benefits. Death benefits are only paid to the retired Police Pensioner's surviving spouse or beneficiary upon their death. When a surviving spouse or beneficiary of a Police Pensioner deceases, no death benefit is paid. • Richard Watson June 2, 1938 - October 23, 2019 Richard Watson, age 81, was born in Fayetteville, Arkansas on June 2, 1938, and passed away on October 23, 2019 following a stroke. Richard was a lifelong resident of Fayetteville and a 1956 graduate of Fayetteville High School. Watson served the citizens of Fayetteville from 1966-2002 and more specifically as the Chief of Police from 1986- 2002. He was the longest tenured Police Chief in the history of the Fayetteville Police Department. While considered a hard man by many, Richard was fair, pragmatic, and passionately loyal to his profession and the men and women who worked alongside him. He remained proud of and grateful to the city of Fayetteville in which he lived, loved and served. Richard was well known for his tenacious dedication to solving crime and protecting the citizens of Fayetteville. His service and vision can still be seen today, 17 years after his retirement. Chief Watson was co-founder of Bikes, Blues and BBQ, the world's largest charity motorcycle rally that benefits women, children, and the underserved members of the Northwest Arkansas community. Richard experienced more in his lifetime than most people could ever imagine. His passions and hobbies were numerous, but he especially enjoyed competitive shooting and won various awards for target, bench and trapshooting. Chief Watson owned Watson's 45 Shop, making scrimshaw and knives under tutelage of A.G. Russell and was a gifted woodworker making beautiful pieces for those he loved. Most notably to his family and friends, Richard was known for his wonderful storytelling and "dad"jokes. Richard was preceded in death by his parents, Mefford and Eva (Bradshaw) Watson. Richard is survived by his wife and partner of 27-years, Vicky Bloss-Watson of Springdale, daughter Susan Watson Breese (husband Dale) of Springdale, first wife Sue Mounce of Fayetteville, stepsons Clint Hanshew (wife Jana) of Springdale, Deen Hanshew (wife Lisa) of Little Rock, and Mike Hanshew. Richard was also Papaw Richard to his grandchildren Wendy, Ashley, Lindsey, Jani, Sydney, Jake, Alyssa, Miller, Devyn, Peyton and his great- grandchildren Marley, Jade, Jonas, Sawyer, Noah, Taylor, Tallulah, Greyson and Vincent. • The family will receive friends at Nelson Berna Funeral Home, Fayetteville, AR, on Sunday October 27, 2019 from 3:00 — 5:00pm.
