Code Ann. §19-11-203(14)(DD), formal competitive bidding is not necessary for the repair of "hidden or unknown damages." NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby determines that because of Ark. Code Ann. § 19-11-203(14)(DD), repair of "hidden or unknown damages," the repair of the pump does not require formal competitive bidding and, therefore, accepts the quote in the amount of $38,845.40 (plus any applicable taxes and freight charges) from Electric Motor Center for the repair of a pump used at the Gregg Avenue Sewer Lift Station. CITY OF FAYETTEVILLE ARKANSAS MEETING OF JULY 5, 2022 TO: Mayor and City Council THRU: Susan Norton, Chief of Staff Water & Sewer Committee FROM: Tim Nyander, Utilities Director DATE: June 15, 2022 CITY COUNCIL MEMO SUBJECT: Electric Motor Center — Pump Repair for Gregg Avenue Sewer Lift Station RECOMMENDATION: Staff recommends approval of the repair of a pump at the Gregg Avenue sewer lift station from Electric Motor Center of Springdale, Inc. in the amount of $38,845.40 plus applicable taxes. BACKGROUND: The Gregg Avenue Lift Station uses four submersible KSB pumps to pass sewage through the collection system. It feeds directly into Hamestring Lift Station which delivers over 85% of the West Side's average 7+ MGD of wastewater influent. DISCUSSION: In late March, the Jacobs maintenance team received an overload alarm from pump no. 1. Upon arriving to troubleshoot, the on -call worker discovered the main seal had failed. The pump was pulled and sent to Electric Motor Center for a hidden -damages inspection. With pump no.1 out of commission, this lift station is down to 2 working pumps. This is of concern because this lift station has recently experienced overflows during high flow events. Staff has received a repair quote from Electric Motor Center in the amount of $38,845.40 plus applicable taxes. Freight charges are not applicable because the pump can be picked up at the vendor's location in Springdale after the repair is complete. Because it was necessary to have the repair facility disassemble the units to determine the extent of hidden and unknown damage to equipment already purchased, a bid waiver and/or formal sealed bidding is not necessary according to Ark.
