RESCUE & FIRE FIGHTING CART FOR DRAKE FIELD AIRPORT, AND TO APPROVE A
BUDGET ADJUSTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Jordan
to sign a grant agreement with the Federal Aviation Administration to accept a grant in the amount of
$33,333.00 to fund an Aircraft Rescue & Fire Fighting cart for Drake Field Airport.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget
adjustment, a copy of which is attached to this Resolution.

SUBJECT: Acceptance of FAA Grant to fund an ARFF Cart and Approval of a Budget
Adjustment
RECOMMENDATION:
Staff requests approval for Aviation Division to accept a grant from the FAA to fund an ARFF cart
in the amount of $33,333.00 and approval of a budget adjustment.
BACKGROUND:
The FAA sent out communication gauging the need for ARFF Carts to all airports. An ARFF
Cart safely allows the Fayetteville ARFF group to conduct necessary testing on the current
vehicle while limiting the human and environmental impacts caused by caustic Triple F foam
agents.
DISCUSSION:
Triple F foam is used to help extinguish difficult to fight fires that involve petroleum or other
flammable liquids. FAA has been conducting significant research on fluorine -free firefighting
foams to find a replacement with equivalent firefighting performance that eventually can be used
at airports that are certificated under 14 CFR Part 139. FAA continues to partner with the
Department of Defense (DoD) in efforts to find a firefighting foam that ensures the protection of
the flying public with no impact on human health or the environment.
BUDGET/STAFF IMPACT:
The FAA grant amount is $33,333.00. This will cover the full purchase of the ARFF cart.

• This grant will provide federal funding for the Drake Field Airport associated with Fayetteville, Arkansas.
• This grant is being funded with the supplemental funding provided under the Consolidated
Appropriations Act of 2021.
• This grant is funded by the American Rescue Plan Act of 2021 to increase the Federal share to 100
percent.
• This project acquires a portable equipment cart and installs external modifications on one Airport
Improvement Program funded aircraft rescue and fire fighting vehicle to conduct aqueous film forming
foam testing.
