1. Call to Order - Dockery called the meeting to order at 5:30 pm.
2. Roll Call: Dockery, Brink, Chambers, Freund, Kincaid, Sheely, Davis, Walsh

4. Approval of January 3, 2022 Meeting Minutes -
PRAB Motion: Freund moved to approve January's minutes. Brink seconded the
motion. Motion passed 8-0-0.
5. Fayetteville Youth Baseball (FYB) Presentation: Michael Ferguson, FYB President -
Ferguson discussed the following:
• Volunteer organization that has been around 50-plus years
• On average, 800-1,000 kids participate a year, ages 4 - 15
• On average, budget is $200,000 a year
• Over the last 5 years, FYB has put in $123,500 back into the parks, at Kessler, White
River and Walker complexes
• Partnered with Premier Baseball, to host tournaments in 2021, with a total of 502
teams, contributing to the HMR tax
• At Walker Park, he would like to keep all the fields at the park, some of those fields
need to be overhauled, for safety reasons and FYB is currently using the fields for
practices only. He suggested keeping fields 1-6 and getting rid of fields 7-8.
Davis asked what the safety concerns were at Walker Park.
Ferguson said the safety concerns are with the homeless population at the park. He has
had to call Fayetteville Police several times to help with this issue.

6. Botanical Garden Report: Joel Freund —
Freund discussed the following:
• During Covid, they tightened down in terms of expenses. Thanks to the director and
staff, they now have about half a million dollars' in the bank, allowing projects to go
forward
• Executive Director, Charlotte Taylor, will be retiring in May, committee is currently
looking for a new director.
Sheely and Freund requested a list of park partners for next month's meeting.
7. Active Transportation Advisory Committee Report: Yarri Davis
Davis discussed the following:
• 14 miles of new shared used trails over the next few years
• Work being done over the Lake Fayetteville Dam should be completed in April
• Old Wire and Old Missouri Trail will connect to Gulley Park
• Midtown Trail connection to 1-49 to College Avenue
• Cultural Arts Corridor connection to Prairie Street to Center Street
• It was very difficult to safely gain access to the Cylco-Cross event biking or walking,
there are no bike lanes or sidewalks, the city needs to look at ways to make this more
easily accessible
Jumper said there is a plan for that connection, with the rebuilding of the intersection at
Wedington and the trail will come south along Shiloh and will connect to the mountain.

Freund seconded the motion. Motion passed 8-0-0.
PRAB Recommendation: Dockery moved to accept fees -in -lieu. Freund seconded
the motion. Motion passed 7-0-0 (Sheely did not vote).
10. Strategic Master Plan & Construction Update: Ted Jack, Planning Superintendent
Jumper discussed the 2022 UCI Cyclo-Cross World Championships
• Estimated 18,000 spectators
• Environmental Department partnered with Experience Fayetteville to reduce waste at
the event. They worked with Food Loops, utilizing two wastes, one for cans and one
for everything else, making a huge impact on waste diversion.
Jack discussed the following:
• Strategic Master Plan Community Workshops (Public Meetings) — Saturday, February
19th at Veteran's Park 10:00 am — 12:00 pm and Centennial Park 2:00 pm — 4:00 pm
• Fayetteville Library March 2nd 3:30 pm — 6:30 pm. The meetings will be recorded from
February 19th and shown on a loop at the library, more of an open house format
• This feedback will help formulate a plan for a draft document, hoping to finish in
October or November, taking a final plan to City Council for approval
11. Review of HMR Report: Ted Jack, Planning Superintendent
Jack said average per month in 2021 was $333,242. $297,716 more than 2019, an
increase of 8%

Davis requested more information regarding Walker Park and how staff works with the
police department.
Dockery suggested having someone from the police department come and talk to PRAB.
Jumper said staff is currently working with the UofA, since a lot of our trails are on
university property to address issues. She said she would look into having someone
attend a meeting in the future.
13. Adjourn: Dockery adjourned the meeting at 6:25 pm.
