HomeMy WebLinkAbout122-22 RESOLUTION` u� ¢Artr.�,r c; M r i Ak4 N5�y 113 West Mountain Street Fayetteville, AR 72701 (479) 575-8323 Resolution: 122-22 File Number: 2022-0402 LAKE FAYETTEVILLE REGIONAL PARK TRAILS GRANT APPLICATION: A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF FAYETTEVILLE TO APPLY FOR AND UTILIZE FEDERAL -AID RECREATIONAL TRAILS PROGRAM FUNDS IN THE AMOUNT OF $250,000.00 FOR IMPROVEMENTS TO LAKE FAYETTEVILLE REGIONAL PARK TRAILS, AND TO APPROVE A CITY MATCH OF $62,500.00 FOR THE PROJECT WHEREAS, the City of Fayetteville understands Federal -aid Arkansas Department of Transportation - Transportation Alternatives Program Grant funds are available at 80% federal participation and 20% local match to be used for improvements to the Lake Fayetteville Regional Park trails; and WHEREAS, the City of Fayetteville understands that Federal -Aid funds are available for this project on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary reimbursement; and WHEREAS, this project, using federal funding, will be open and available for use by the general public and maintained by the City of Fayetteville. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas expresses its willingness to participate in accordance with its designated responsibilities in this project, including maintenance of this project and providing local matching funds in the amount of $62,500.00. Section 3: That the City Council of the City of Fayetteville, Arkansas pledges its full support and hereby authorizes the City of Fayetteville to cooperate with the Arkansas Department of Transportation to initiate action to implement this project. CITY OF FAYETTEVILLE ARKANSAS MEETING OF MAY 17TH, 2022 TO: Mayor and City Council CITY COUNCIL MEMO THRU: Susan Norton, Chief of Staff Alison Jumper, Parks, Natural Resources and Cultural Affairs Director FROM: Ted Jack, Park Planning Superintendent DATE: April 27, 2022 SUBJECT: Lake Fayetteville 2022 Recreation Trails Program Grant Application RECOMMENDATION: Staff recommends approval of a resolution expressing the willingness to apply for federal -aid funds for trail improvements to Lake Fayetteville Regional Park and allow staff to submit an application of an 80 percent federal 20 percent local matching grant through the Arkansas Department of Transportation - Recreational Trails Program for an award of up to $250,000 and a City match of up to $62,500 for a total project of $312,500. BACKGROUND: Lake Fayetteville Regional Park offers both hard surface and soft surface trails to park users. The most heavily used section of the Razorback Greenway passes over the lake dam, but interaction with the lake is limited. South of the dam is a peninsula that has no official access but offers interesting views and interaction with the lake and natural areas. A primary goal is to create a fully accessible nature trail in this area as outlined in the attached conceptual sketch. This grant application will be for trail and trail related work primarily in this area of the park but may include other areas as funding allows. DISCUSSION: If successful in securing this grant, this project will be added to the future work, funded by Phase II Bond Funds, at the Veterans area of Lake Fayetteville Regional Park. Funding may only allow for phasing of this project. BUDGET/STAFF IMPACT: The City will be responsible for a minimum of 20% of the total project cost. If the grant is approved for the full amount requested the city will have a $62,500 match requirement which is anticipated to come from North East Park Land Dedication Funds (2250-2505.01) Attachments: Staff Review Form Lake Fayetteville Nature Trail Concept Sketch.
