WHEREAS, Unit 5050 is a 2014 Toro Sand Pro with limited features and capabilities; and
WHEREAS, the ABI Force Machine has many additional features and attachments and there is not a
comparable machine available in the industry.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby finds the above
circumstances make competitive bidding not feasible or practical and, therefore, waives the
requirements of formal competitive bidding, and authorizes the purchase of an ABI Force Machine
from ABI Attachments of Indiana for the amount of $42,388.63, plus any applicable taxes and freight
charges, for use by the Parks Maintenance Division.

SUBJECT: Purchase of a Force Machine for the Parks Maintenance Department
RECOMMENDATION:
Staff recommends approval of the purchase of an ABI Force Machine available for $42,388.63
through ABI Attachments of Indiana and to approve a bid waiver.
BACKGROUND:
Unit 5050 is a 2014 Toro Sand Pro with 13.5/15 points. The Sand Pro is limited on features and
capabilities.
DISCUSSION:
Fleet recommends approval of the purchase of an ABI Force Machine available for $42,388.63
through ABI Attachments of Indiana. This machine is able to accomplish what the Sand Pro
could but has many additional features and attachments. There is not a comparable machine
that has the same features, which is why a bid waiver is being requested.
BUDGET/STAFF IMPACT:
Sufficient funds have been budgeted and collected for this purchase.
This item was approved at the March 8, 2022 Equipment Committee.
