Adjourn I might add with the MS4 requirements they can be challenging in some instances although I certainly do not disagree with the points he makes regarding the environmental benefits of native species versus turf grass. Contractor is required to have a site stabilized quickly to get occupancy and to meet requirements of NPDES permitting in many cases. Some of the natives may take several seasons to fill in quickly. That may be prohibit natives being an option in some instances. The requirements are at least 90% coverage over 100% of the site before an NPDES permit can be closed. To get around that, we considered a company while I was in private industry that grew native species on top of a landscape fabric and you could roll that out like sod. That, however, was a very expensive option. He does mention those challenges briefly in his presentation but I know there are also challenges in the year maintenance period as actually getting the contractor back out is difficult at best. We would also still be required to do monthly inspections on sites until the NPDES permit is closed. With regard to eh GSP manual, I understand his points but we're trying to develop a "one size fits all" program to sites that are not always easy to adapt. We debated which GSP's to include and landed on those that were already being used and those that did not require tremendous amounts of maintenance. We had requests for things like rainwater harvesting which I am certainly for but had no assurance that would be used/drained before the next rain which would defeat the purpose of reducing runoff. From: Ely, Jonathan <iely@fayetteville-ar.gov> Sent: Thursday, March 10, 2022 2:43 PM To: Scott, John <iscott@favetteville-ar.gov>; Pugh, Alan <aPugh @fayetteville-ar.gov> Subject: RE: UFB Board, I need help and advise Much of Chapter 4 and Chapter 5 out of the Drainage Criteria Manual describe how to use and gain credit for using LID techniques and many of the things he talked about. Just a couple thing's I'd say in response: • 1 think we already have the tools available, but people choose not to use them. • Many times, there are lots of other things going on between the streets and the parking lots. Sidewalks for one were not accounted for in his presentation, but generally that's also where all the utility lines go. • Fayetteville has some unique features that can sometimes be on opposite ends of the spectrum. Steep grades in some areas, flat areas with poor soils in others. Many LID techniques don't work well in these environments, or maybe I should put that differently.... They can work, but to get them to work it get's very complicated and can be cost prohibitive in those areas. In my opinion I don't think it's so much ordinances or manuals that need to be changed, as many of the tools he talked about already exist. The main problem is either no one knows about them, or if they do know about them they choose not to use it. Like anything, much of it comes down to communications and "selling" these alternative methods to those who are doing the development. We could have the best guides in the country, but if we can't get people to use them, it doesn't move the ball. Jonathan Ely, P.E. The topic should be tree - related and focused on Fayetteville. The topic has a wide range of subjects to explore. However, the topic needs to be relevant to the board and impactful to Urban Forestry in Fayetteville. The goal is to give the board and public more information on arboriculture topics related to Fayetteville. • Length of Presentation- 10-15 minutes/no more than 20 minutes with questions and answers. • Visuals- A slide show is nice but not required. The biggest key is to avoid copyright issues. • ONE TOPIC AT A TIME We want to show these presentations on Youtube. It is important to have a professional presentation and present the material clearly for a larger audience. It is recommended that you practice the presentation. Copyright Images.
