SUBJECT: 2019 TRANSPORTATION BOND PROGRAM
CITY COUNCIL MEMO
On December 18, 2018, The Fayetteville City Council approved Ordinance 6126 authorizing the
special election seeking approval of ten questions regarding issuance of bonds. On April 9, 2019,
the voters approved all ten bond questions of the special election. Question 2 of the special
election authorized the issuance of capital improvement bonds for an amount not to exceed
$73,925,000. On September 3, 2019, the City Council approved the appropriation of $36,037,589
for the 2019 Transportation Bond Program.
The overall transportation project list developed in conjunction with the special election request
was prioritized and the Phase 1 Transportation Bond project list was established (see
attachment). The list included 19 projects identified to be fully funded from design through
construction and 7 projects to be funded for design only with the intent to fund construction in
Phase 2. The current status of these projects is as follows:

Since the issuance of the bonds, the construction industry has changed significantly. We have
seen large cost increases that are causing projects to come in well over their original budget
amounts. In some cases, project bids come in higher than our allowable amount to award. Other
bids have failed to receive bidders at all. The original cost estimate for the transportation bond
projects was $62,285.000. Current that project estimate is almost double at $122,976,551.
As a result of this construction and bidding environment, the transportation project list will need
to be reprioritized. Engineering staff has prepared a spreadsheet showing the current status and
project estimates for each of the transportation projects as well as the project priority with regards
to the funding available (see attachment). The sheet shows the project list with a cumulative cost
column based on the funding. Currently there is just over $9,000,000 remaining in the phase 1
issuance. Using this priority list, Center/Harmon, Archibald Yell, 15th/Razorback and a portion of
Deane and Sycamore can be funded in phase 1. The phase 2 issuance can be up to $37,887,411.
The list shows the additional 14 projects that could be funded in with those funds. We identified
the additional 11 projects that exceed the funding limits by approximately $40,000,000. Staff is
currently looking into other funding opportunities including federal aid grants and private grants
that will help stretch our bond funding to include some of the projects that the bond funds will not
cover.
Staff is requesting that the Transportation Committee review the project priority list shown on the
spreadsheet and make recommendations on the project priorities as well as any additional
projects that should be considered.
