GRANT FACILITATOR/ADMINISTRATOR FOR FAYETTEVILLE'S AMERICAN
RESCUE PLAN ACT (ARPA) FUNDS DISBURSEMENTS:
A RESOLUTION TO FUND AND TO REQUEST MAYOR JORDAN TO PROMPTLY HIRE A
GRANT FACILITATOR/ADMINISTRATOR FOR FAYETTEVILLE'S AMERICAN RESCUE
PLAN ACT (ARPA) FUNDS DISBURSEMENTS
WHEREAS, the City Council determines that a Grant Facilitator/Administrator will be needed to
assist local nonprofit corporations which have provided services, food, and other aid to Fayetteville
residents who have been adversely affected by the Covid- 19 pandemic; and
WHEREAS, the City Council is ready and willing to budget the necessary funds for the hiring of a
Grant Facilitator/Administrator from ARPA funds received by the City of Fayetteville; and
WHEREAS, the City Council proposes that some nonprofit corporations which were incorporated no
later than June 30, 2020 for the purpose (as shown in their Articles of Incorporation) to provide food
aid and/or shelter and have in fact provided such aid to Fayetteville residents adversely affected by the
Covid-19 pandemic should be qualified (time wise) to apply to be a subrecipient of the City's ARPA
funds; and
WHEREAS, the Administration may limit the total amount of ARPA funds these less experienced
nonprofit corporations without proven long term viability may receive to $50,000.00 or such greater
amount deemed advisable by the Administration.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby requests that Mayor
Jordan as rapidly as feasible hire a Grant Facilitator/Administrator who should initially assist in the

applications of any nonprofit corporations with sufficient experience demonstrating their ability and
purpose to assist Fayetteville residents adversely affected by the Covid-19 pandemic and especially
those operating and providing services in Qualified Census Tracts {such Census tract 0514301600
(South Fayetteville); and Census tract 0514301101 (Garland Avenue)), and this
Facilitator/Administrator shall then assist approved subrecipients to establish good accounting practices
and properly account for all expenditures of ARPA funds; and
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby requests that Mayor
Jordan revise the previous requirements that nonprofit corporations must have three years of existence
and experience to be able to apply to be subgrant recipients of Fayetteville's ARPA funds and instead
only require that a nonprofit must have been incorporated no later than June 30, 2020.

requirement of three years' exception for some nonprofit corporations
Attached please find what I have drafted for a possible Resolution To Fund And
To Request Mayor Jordan To Promptly Hire A Grant Facilitator/Administrator For
Fayetteville's American Rescue Pan Act (ARPA) Funds Disbursements. This proposed
Resolution would also revise and lessen the previous three year requirement of
incorporation and actions by a nonprofit corporation to be able to apply for to be a
subrecipient and receipt ARPA funds.
