BACKGROUND: The Arkansas Department of Parks and Tourism offers a matching grant opportunity through its Outdoor Recreation Grants Program. Resolution 165-18 authorized applying for a grant through this program, which has been successfully completed. The target of the grant application was improvements to Gulley Park's playground area. This resolution allows the city to enter into the agreement for the 50/50 matching grant. The grant will provide $220,000 in funding to assist with the playground area at Gulley Park. The city is required and has funds available to match the grant with a minimum of $220,000 for its match. The grant also requires putting the project in a Project Boundary which ensures the use of the area remains in perpetuity for outdoor recreation. This was done previously with a 2007 Outdoor Recreation Grant for the playground. An updated Project Boundary Map is included as part of the agreement. DISCUSSION: These improvements to Gulley Park Playground area follow the master plan which was updated in 2018 (attached) and were highly recommended by the public. In a written survey conducted during two planning meetings hosted April 14, and May 31, 2018 at the park, "Improved Playground", was the third highest supported amenity out of a list of 22 items specific to the park (see attached survey results). The grant funds will assist in financing the interactive fountain, parent's pavilion, playground equipment, and supporting enhancements. BUDGET/STAFF IMPACT: The grant will provide $220,000. Grantor hereby promises, in consideration of promises by Applicant herein, to obligate to Applicant the amount of money referred to above, and tender to Applicant that portion of the obligation which is required to pay Grantor's share of costs relative to project stage, based upon percentage of assistance and contingent upon receipt of those funds per Arkansas Act 729 of 1987. Applicant understands that willful or egregious disregard for rules, laws, and/or regulations applicable to Applicant's project and jurisdiction may result in forfeiture of reimbursement, either in part or in full, and/or disqualification from future consideration, either temporarily or perpetually, of public monies dispersed by Grantor under Grantor's funding mandate. Upon completion of project. Applicant agrees to erect a permanent sign acknowledging the funding assistance provided by the Arkansas Natural and Cultural Resources Grant and Trust Fund (ANCRGT), and to bury all new utility lines at ANCRGT-funded project sites, Including ANCRGT-assisted property acquisitions. Applicant agrees to be responsible for in perpetuity maintaining, as public outdoor recreation, the project area shown on attached Project Boundary Map. When doing a master plan for a park such as Gulley, often a theme or concept helps shape the park and the direction that is pursued. Below are some possible themes and ideas that could influence Gulley Park's master plan. Please read about the ideas and then rate them. If you have an idea for a theme, please add it. A. Develop Gulley Park respecting the sites history from its prior use as a working farm. For example, the playground could have a farmyard theme, the open space could emphases the pastures. A history trail with information about older farms and farm life could be pursued. B. The Gulley Park events in the park are very popular and a strong cultural event. In following this the park could be developed with an emphasis on culture and art. For example, the playground could have a theme that pushes performances as part of play, a fire pit could be used to offer storytelling events. GP1. The University of Arkansas is expanding its C. Please retain this copy in the permanent files of the City of Fayetteville Part of our responsibility in administering the Outdoor Recreation Matching Grants program is to inform and remind you of the rules and regulations that you have agreed to abide by in this contract. Below are some of the major responsibilities: The Project site must be retained and maintained for public outdoor recreation in perpetuity. This means that the land and facilities within the Project Boundary cannot be converted to uses other than public outdoor recreation. With few exceptions, no public building or facility that is not in direct support of outdoor recreation may be constructed within Project Boundary. Please contact our office if you plan to add any additional facilities within the Project Boundary so that we may determine if they are allowable, and if so, what rules and regulations apply. 2. If the site is converted to some other use, it will have to be replaced entirely at your own cost with land and facilities of approximately equal financial value and recreational usefulness.
