HEIGHTS AND HASKELL HEIGHTS NEIGHBORHOODS
WHEREAS, on May 4, 2021, the City Council passed Resolution 129-21, authorizing the application
for a Certified Local Government Grant in the amount of $60,000.00 through the Arkansas Historic
Preservation Program; and
WHEREAS, due to a very short turnaround between the announcement of grant awards and the
deadline for acceptance, staff recommends authorizing the Mayor to sign any documents necessary to
accept the grant;
WHEREAS, staff anticipates notification from the Arkansas Historic Preservation Program on March
1, 2022, as to whether the grant has been awarded to the City and, if awarded, the amount of the
grant.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Jordan
to execute a grant agreement accepting a Certified Local Government grant through the Arkansas
Historic Preservation Program to complete a community wide preservation plan and a cultural resource

SUBJECT: Approve the acceptance of a Certified Local Government (CLG) Grant award
from the Arkansas Historic Preservation Program (AHPP) for a City-wide
Heritage and Historic Preservation Master Plan and a Historic Context Statement
of the University Heights and Haskell Heights neighborhoods, contingent upon
award.
RECOMMENDATION:
Planning staff recommends that City Council approve the acceptance of a grant from the
Arkansas Historic Preservation Program (AHPP), contingent upon award of the grant, for the
purpose of hiring consultants for one or both of the following projects: a community -wide Master
Plan for Heritage and Historic Preservation, as well as a Historic Context Statement for the
University Heights and Haskell Heights neighborhoods.
BACKGROUND:
The city previously applied for a grant to complete a community preservation plan in 2019 but
was denied, primarily because the city did not offer any cost -share to complete the plan. In 2020
City Council approved a request from staff to apply for an AHPP Certified Local Government
(CLG) grant to include a Historic Context Statement of the University Heights/Haskell Heights
neighborhoods and a city-wide Heritage and Historic Preservation Master Plan. Council also
approved a $20,000 grant match. The AHPP approved the grant application for the 2021 grant
cycle; however, due to COVID-related staffing issues at both the AHPP and City, the
requirements to secure a consultant and meet the AHPP timelines were infeasible at the time.
The AHPP grant was cancelled in October of 2021 at staff's request, and in December of 2021
Council approved the submittal of a new grant application for the projects and funding amount
previously requested. The submittal of the new grant application for a total grant award of
$60,000 is preceded by staff engaging with the AHPP, the City's Budget and Purchasing
Divisions, and consultants in the field of historic preservation to establish a clear timeline and
scope for the project work. Staff anticipates notification from the AHPP as to whether the grant
is awarded on March 1, 2022, and, if awarded, the amount of the grant.

DISCUSSION:
The proposed projects are described as follows
Heritage and Historic Preservation Master Plan:
This plan would identify the City's historic resources as a whole, as neighborhoods, and as
individual properties for potential future historic surveys and National Register of Historic Places
nominations, as well as assess current preservation efforts, identify new initiatives, and gather
input from stakeholders and community members. Additionally, the plan would assist in defining
goals and priorities for future CLG grant projects. A consultant would review the City's current
preservation policies, methods, resources, and outreach to determine best practices and
recommend future historic preservation efforts.
University Heights/Haskell Heights Historic Context Statement:
A historic context statement includes a historic context survey, which is an identification and
evaluation of historical development patterns, history, and recognition of historically significant
structures or groupings in the survey area. A consultant would complete a historic context
survey for the University Heights and Haskell Heights neighborhoods situated to the north, west,
and south of the University of Arkansas main campus, which would identify the predominant
historic property types in this area. From the survey the consultant would prepare a Historic
Context Statement for the neighborhoods, which includes narratives, summaries and
characteristics of historic property types. The project deliverables are anticipated to support the
next phase of the project, which is an architectural survey of the University Heights/Haskell
Heights neighborhoods to establish eligibility of both the neighborhoods and individual
structures for listing on the National Register of Historic Places. The next phase is anticipated to
take place at a future date and under a separate grant application to the AHPP.
BUDGET/STAFF IMPACT:
Matching funds of $20,000 remain budgeted per Resolution 319-20.

RECOMMENDATION:
Planning staff recommends that City Council approve the application for a grant from Arkansas
Heritage Preservation Program (AHPP) for the purposes of hiring consultants for a community -
wide Master Plan for Culture and Historic Preservation as well as a Context Survey with Multiple
Property Listing forms for the University Heights area.

grant match. Staff was selected for grant funding for the 2021 grant cycle. Due to COVID-
related staffing issues at both the AHPP and City, the requirements to secure a consultant and
meet the AHPP timelines proved unfeasible. In October of 2021 the grant was canceled at
staff's request.
DISCUSSION:
Staff contends that both the Culture and Historic Preservation Master Plan and the
University/Haskell Heights Context Survey remain important to identifying and protecting
Fayetteville's heritage. As a result, following the 2021 grant cancelation staff engaged with
AHPP, elements of the City's Budget and Purchasing Divisions, and local contractors in the field
of preservation. From this, a timeline was clearly established to ensure successful completion of
the work should the grant be awarded in 2022. Additionally, the $20,000 match previously
approved from the City remains available should the grant be awarded. The projects are
described as follows:

Culture and Historic Preservation Master Plan:
This plan is considered a historic preservation master plan for the city. It would identify
resources for future survey and National Historic Register listing as well as assessing
current preservation efforts, plan for new initiatives, and make the case for preservation
to decisionmakers and community members. The plan would also assist in defining
goals for future CLG grant projects
A consultant would conduct a city-wide culture and historic context survey as well as look at the
City's current preservation policies, methods, zoning, resources, and outreach to determine best
practices and templates for future preservation efforts. These efforts would produce a Master
Plan that would also assist in defining goals for future CLG grant projects.
University Heights Context Survey and Multiple Property Listing Forms Submission:
As part of the wider survey a broad cultural and historical context survey of University
Heights area would be completed. This would include historical development patterns,
history, and recognition of historically significant structures or groupings in the area.
A consultant would complete a historic context survey for the University Heights area and be
asked to complete Multiple Property Listing Forms for the different groups of historic property
types in this area. A Multiple Property Listing Form is a document that lists related properties
together as having similar context, architecture, or being from the same time period.
BUDGET/STAFF IMPACT:
Matching funds of $20,000 remain budgeted per Resolution 319-20

WHEREAS, the City has the opportunity to apply for a Certified Local Government grant through the
Arkansas Historic Preservation Program to create a community preservation plan, which will function
as a blueprint for addressing the diverse culturally significant and historic properties in Fayetteville; and
WHEREAS, the grant funds would also be used to conduct a cultural resource survey of the
University Heights and Haskell Heights neighborhoods, both of which the Arkansas Historical
Preservation Program has identified as important areas because of the early farmhouses that remain in
the area and the number of houses that have connections to University of Arkansas faculty; and
WHEREAS, Arkansas Historic Preservation Program staff have indicated that the City is more likely
to receive this grant if local matching funds are provided which will show the City's dedication to the
proposed projects.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes the Mayor to

Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget
adjustment, a copy of which is attached to this Resolution, appropriating the matching funds contingent
upon approval of the grant.

It is my pleasure to announce the availability of 2022 Certified Local Government (CLG) grant funds to cover activities
between March 15, 2022, and September 30, 2023. CLG grants are made possible by a Historic Preservation Fund
grant administered by the National Park Service, Department of the Interior. The Arkansas Historic Preservation
Program (AHPP) will award at least $225,000 in this grant round.
More information on the application process, grant project eligibility, the evaluation and awards process, and grants
management is included in the attached Summary Guidance and the online application.
Application Process
The deadline for submissions is December 31, 2021. We will not have a formal Letter of Interest phase this year.
However, we strongly recommend you contact staff in advance to talk over your project ideas if you intend to submit a
grant application. This gives the staff a chance to help you prepare for the application, include all necessary
attachments, etc. Substantive changes or additions to applications will not be allowed after December 31, 2020, as our
evaluation schedule is fairly short.
Applications must be submitted through AHPP's online grant portal at
https://www.grantinterface.com/Home/Logon?urlkey=arkansasheritage. The grant code is CLG22. Once you enter
the grant code, scroll to the bottom of the screen after you enter the code to see the grant processes.
Decisions on applications will be made by March 11t. Grant contracts will be held until July 1st to comply with state and
federal funds regulations.
