A RESOLUTION TO REQUEST THAT THE ADMINISTRATION DELAY THE
DEADLINE FOR ITS APPLICATION PROCESS FOR AMERICAN RESCUE PLAN ACT
FUNDING FOR NON -PROFITS AND CONDUCT A CITY COUNCIL INPUT SESSION
WHEREAS, some City Council Members would like to have additional input through a work session
on the current Administration process for non-profit organizations to request American Rescue Plan
Act funding from the City of Fayetteville; and
WHEREAS, to accommodate this work session and any possible changes in the application
requirements and process, the City Council requests that the application deadline be extended into
April.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby requests that the Mayor
delay the current application process for non-profit organizations to request grants into April, 2022 and
conduct a work session for those Council Members who wish to share ideas and have input on how
the American Rescue Plan Act funds should be distributed and how the application process should be
administered.

Hey Kit,
I have spoken with various nonprofit leaders and citizens concerning ARPA funding. The current
guidelines projects must be provided by a qualifying non-profit that has been in existence for a minimum
of 3 years, must have a minimum funding request of $50,000, and American Rescue Plan Act funding will
be provided on an expenditure reimbursement basis only are viewed as barriers for those who have
been more severely impacted by COVID. The resolution is asking for council members to focus on
pausing the application process for guidelines changing before the 18th deadline and reopening
with a revised program and extending the end date. The resolution is recommending for the
council to work on what an equitable distribution would look like across disbursement areas like
NGOs and economic vitality and consider discussing a format for hearing from the NGOIS that
apply. Should there be a listening session to vet out all possible ideas and needs, need groups
present to come forward to the council with needs seen in the community and how NGO have
been impacted, and invite groups throughout Fayetteville to be a part of the process? The focus
could be on 1) improvising quality of housing 2) brand new housing - Earmark money with the
intent and purpose for this and put in place a process for those monies and put forward criteria
for how RFP would be needed - who in the population most impacted and a special watch for
making equitable disbursement.
