Qualls called the meeting to order at 4:00 pm. II. Minutes: Approval of minutes from November 15, 2021: H. Garner moved to approve the minutes from November 15, 2021. B. Park seconded. All voted AYE. III. Reports A. Key Upcoming Events: Harpist B. Stockdell will perform; Arkansas Repair Collective will assist patrons with broken electronics; author R. Burk will discuss her book "All the Young Men: A Memoir of Love, AIDS, and Chosen Family in the American South"; the art event Shaping Time Into Something Other Than Itself will host a panel discussion about the exhibition. B. Mission Moment: S. Houk, Manager of Technical Services, discussed the tasks of her department, including receiving, processing, and cataloguing books and maintaining a healthy search database. C. Library Administration 1. Management Reports a. Performance Measures: Circulation increased 9% from October, and reference queries increased 64%. 2,000 i-Cards were added, and other new cardholders increased by 11%. Materials acquisition was low compared to 2020,,but much of that is due to the general delivery backorder and the transition to the new OCLC Wise platform. b. Strategic Plan progress through November 2021: S. Orleans brought 179 attendees to her author event. 410 in-depth genealogy queries were answered, and many family tree books were added to the Fayetteville Public Library 401 W. Mountain St. Fayetteville, AR 72701 479.856.7000 questions@)faylib.org faylib.org collection. The Annual Turkey Giveaway at Asbell Elementary assisted 258 families in November. 2. Financial reports a. Budget to actual through November 2021: With 92% of 2021 finished, 8% of the budget remains. Revenue is up 2% higher than anticipated, and Events generated $35,000. Overall total revenue fund for General fund, Food Services, and Events are on track. Personnel services are on track with 12% remaining. Overall expenditures are under budget by 27%. b. Balance sheet as of November 2021: $1.4 million was received from property tax revenue. A Christmas Carol has earned FPL $4,700 so far. In the Deli's first week, it earned $1,100 with nearly $1,600 earned the second week. 3. Informational a. Performance Review process: November 29th saw the start of developmental training in performance reviews for leadership staff. It is recommended that the Board go into executive session for D. Johnson's review at the next scheduled meeting in February. b. Staff survey: A survey was available from November 29-December 14. Management will use the feedback in future training and strategic meetings. c. Deli update: The beans and rice menu option will be split between a 16oz cup for $1 and a 32oz bowl for $2. d. Christmas Carol update: Staff anticipate increased attendees closer to Christmas. The process for closing the library and running productions has been streamlined, so staff do not need to work overtime. e. DEI data report: A year into the True NWA grant, FPL has gone through internal DEI training and will be participating in a managerial internal strategic planning session this week. Beginning in January, the Community Needs Assessment will commence. f. New staff & staff recognition: Eight new staff have joined since October: S. Fleming, the Fabrication and Robotics Lab Coordinator; K. Von Rembow, Accountant; K. Wilmeth, Marketing and Communications Assistant; Food Service workers MC Crow, A. Johnson, and J. Cheval; D. Owens, Circulation Library Services Generalist; S. Rainwater in Facilities. D. Fayetteville Public Library Foundation - monthly report: Received 119 gifts in the last month, with a focus on naming spaces in the expansion. Reworked case statements will be finished in time for a January expansion celebration. This will double as a relaunch of the capital campaign. Fayetteville 400 Public Library 401 W. A relationship with the Foundation is still being explored. F. Art Committee: M. Harrison's portraits were hung in the Lucky Day Gallery's east wall, and T. Molesso's landscapes were hung on the west wall. K. Shireman's Pythagorean sculpture was accepted, pending a landscape remodel. IV. Old business A. Approve 2022 Budget: H. Garner approved the 2022 Budget. B. Park seconded. All voted AYE. V. New business A. Discussion items 1. Community Needs Assessment: The Ivy Group, as recommended by the expansion architects, will focus on the 20% of the community that does not utilize FPL. The project spans from January to June 2022. 2. Memo for Electronic Payments: There is no legal requirement that Board member must sign checks. To streamline the process, T. Ball and D. Johnson will sign checks, but Board signers will look over the bank reconciliation documents. This procedure is in line with the City and was cleared by FPL's auditors. H. Garner motioned to approve the move to electronic payments. M. Sutherland seconded the motion. All voted AYE. 3. Requiring Government -Issued ID for Computer Access: This policy change would encourage inclusivity by allowing patrons to use the computers without ID. H. Garner motioned to adopt the policy changes requiring government -issued ID for computer access. B. Park seconded the motion. All voted AYE. VI. Public Comment: Scott M. commented on the need to make sure the Community Needs Assessment is extended to diverse members of the area. Adjournment: J.
