A RESOLUTION TO APPROVE AMENDMENT NO.2 TO THE CONTRACT WITH

PROJECT IN THE AMOUNT OF $59,000.00, AND TO APPROVE A BUDGET
ADJUSTMENT - 2019 TRAIL IMPROVEMENT BOND PROJECT
WHEREAS, on July 7, 2020, the City Council passed Resolution 181-20 to approve a Contract with
Crafton, Tull and Associates, Inc. for the design of the Mission Boulevard Trail and Street
Improvements Project; and
WHEREAS, Amendment No. 2 includes additional design services associated with preparation of
right of way documents, design of traffic signal modifications, and lighting plans.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves Amendment
No. 2 to the contract with Craft, Tull and Associates, Inc. for additional design services related to the
Mission Boulevard Trail and Street Improvements Project in the amount of $59,000.00. A copy of
Amendment No. 2 is attached to this Resolution and made a part hereof.
Section 2: That the City Council of the City of Fayetteville, Arkansas herby approves a budget
adjustment, a copy of which is attached to this Resolution.

SUBJECT: 2022-0018 - Contract Amendment #2 with Crafton, Tull & Associates, Inc.
for design of the Mission Blvd. Trail and Street Improvements Project.
RECOMMENDATION:
Staff recommends approval of Contract Amendment #2 in the amount of $59,000.00 with
Crafton, Tull & Associates, Inc. to provide additional professional services for the design of the
Mission Blvd. Trail and Street Improvements Project and approval of a budget adjustment.
BACKGROUND:
In 2020, resolution 181-20 authorized Crafton, Tull & Associates to begin design of the Mission
Boulevard Trail and Street Improvements project. Mission Boulevard (Highway 45) is an
important active transportation connection for the east side of Fayetteville and is the missing
trail section between the Niokaska Creek Trail and downtown.
The 1.5-mile corridor is proposed to include a 12-foot-wide shared use paved trail with green
space separation with trees, lighting, curb and storm drainage with a focus on bike and
pedestrian safety. This project is identified as a priority in the Active Transportation Master Plan
and as a catalyst project in the Northwest Arkansas Bicycle & Pedestrian Plan. In addition, this
project ranks number 6 by the Mobility Plan project prioritization scoring matrix.
Based on public feedback during the design process, a roundabout at the intersection of North
Street and Mission Blvd. was removed from the design contract with amendment #1 and instead
the existing signal will be upgraded for enhanced crossing safety. The design is now nearly
complete, and the next phase will be right of way acquisition. Construction will be by the in-
house trail construction crew through the Public Works Department and is planned to start
during the summer of 2022.
DISCUSSION:
A full list of the design scope changes is included in Appendix A of the contract amendment.
The contract amendment includes:
1. Preparation of right of way documents for 27 parcels along the corridor.
2. Design of traffic signal modifications to relocate the traffic signal cabinet at Old Wire Rd.
3. Lighting plans for trail improvements.

BUDGET/STAFF IMPACT:
The design for this project will be paid for with the funds from the 2019 Trails Bond Project. The
total fee including this change will be $59,000 and funds are allocated in the trails bond for this
amendment. The contract will be paid based on hourly rates for work completed, up to the total
contract amount.

parcel information. These parcels are located from Rockwood Trail to the South end of the
project.
■ Determination of existing right-of-way and preparation of right-of-way for 22 parcels from

Design of Traffic Signal modifications to the intersection of Mission Boulevard (HWY-45) and North

Right of Way and Easement Document Preparation per City Data:
• Our office personnel will draft right of way and easement documents for approximately 5 parcels based on
data provided by the City of Fayetteville Surveyor. That data being in the form of an AutoCAD drawing
containing property lines and right of ways as determined by the City of Fayetteville Surveyor.
• No independent research or investigation of right of way or property lines will be performed by Crafton Tull
and Associates, Inc. for the affected 5 parcels located in the area that has City determined right of way and
property lines.
• The City of Fayetteville will supply their standard right of way and easement document templates as a basis
for the drafting of the needed right of way and easement documents.
• No platting is included in this estimated fee.
Right of Way Determination and Right of Way and Easement Document Preparation:
• Our office will determine the existing right of way and property boundary for approximately 22 parcels.
Additional field work and research may be required.
• If needed, a title company may be employed to provide a title search for some of the properties to be
surveyed. The title search will include record plats (including adjoining plats), deeds (including adjoining
deeds) and easement documents. The title company fee will be a reimbursable expense to the client.
• Our office personnel will draft right of way and easement documents for 22 parcels based the Crafton Tull and
Associates, Inc. determined existing right of way and property lines and the needed right of way and
easements required by the project design.
• The City of Fayetteville will supply their standard right of way and easement document templates as a basis
for the drafting of the needed right of way and easement documents.
• No platting is included in this estimated fee.
