ARTICLE XXIII ACTIVE TRANSPORTATION ADVISORY COMMITTEE
33.350 Purpose And Establishment
There is hereby established the Active Transportation Advisory Committee. The )-ten 10 voting committee
members shall elect a chair at the first annual meeting each year. This committee may make recommendations to
the Transportation Committee on active transportation projects and issues that have been referred to them by the
Administration or Transportation Committee, including but not limited to:
(A) Yearly trail, sidewalk, and paving overlay construction program plans. Review of overlay plans will be focused
on incorporation of active transportation facilities.
(B) Five (5) year trail construction prioritization plan.
(C) Major sidewalk projects, trails and other projects where major changes to existing street cross sections are
planned. The review will be at the preliminary stage and will include typical cross sections and preliminary
horizontal and vertical alignments. Neither the Transportation Committee nor the Administration need to
delay projects or wait for this advisory committee's recommendations.
(D) Changes, additions, or deletions to the Active Transportation Plan and the Sidewalk Master Plans.
(E) A member of the Active Transportation Advisory Committee s44-May present reports and

33.351 Composition
The Active Transportation Advisory Committee shall be comprised of eight {} ten 10I voting members as shown
below and anon -voting staff/support members,, ,ter as designated by the Mayor.
(A) One (1) voting members of the committee shall be a member of the City Council designated by the Mayor;
(B) One (1) voting member shall be a member of the Planning Commission designated by the Planning
Commission;
(C) One (1) voting member shall be a member of the Parks and Recreation Advisory Board designated by the
Parks and Recreation Advisory Board;
(D) €ive-Seven (7-5) voting members shall be residents of the City of Fayetteville, and appointed by the City
Council, at least one (1) of whom shall represent a bicycle advocacy organization and at least one (1) shall
represent Americans with Disabilities (ADA);

33.352 Terms Of Office
Private citizen members shall serve two (2) year terms, with no limit to the number of terms they may serve. Any
person who has served two (2) consecutive full terms on any city commission, board, or committee is not eligible
for reappointment to the same committee until one term of office has expired, unless there is an insufficient
number of applicants to fill all vacancies. City Council, Planning Commission, and Parks and Recreation Advisory
Board representatives may serve as long as they retain membership on their sponsoring body.

33.353 Officers
At the first regularly scheduled committee meeting of each calendar year, the voting members of the committee
shall, by a simple majority, elect from among themselves a chair and vice chair.

33.354 Meetings
The Active Transportation Advisory Committee shall meet at least once per quarter to conduct regular business, at
a time and place that is mutually convenient to the membership including virtual or hybrid formats. The Active
Transportation Advisory Committee may meet more frequently if needed.

33.355 Selection Process
The City Council shall appoint the private citizen members through the normal Nominating Committee process. All
other members of the Active Transportation Advisory Committee shall be appointed by their respective
organizations.

SUBJECT: 2022-0018 - Contract Amendment #2 with Crafton, Tull & Associates, Inc.
for design of the Mission Blvd. Trail and Street Improvements Project.
RECOMMENDATION:
Staff recommends approval of Contract Amendment #2 in the amount of $59,000.00 with
Crafton, Tull & Associates, Inc. to provide additional professional services for the design of the
Mission Blvd. Trail and Street Improvements Project and approval of a budget adjustment.
BACKGROUND:
In 2020, resolution 181-20 authorized Crafton, Tull & Associates to begin design of the Mission
Boulevard Trail and Street Improvements project. Mission Boulevard (Highway 45) is an
important active transportation connection for the east side of Fayetteville and is the missing
trail section between the Niokaska Creek Trail and downtown.
The 1.5-mile corridor is proposed to include a 12-foot-wide shared use paved trail with green
space separation with trees, lighting, curb and storm drainage with a focus on bike and
pedestrian safety. This project is identified as a priority in the Active Transportation Master Plan
and as a catalyst project in the Northwest Arkansas Bicycle & Pedestrian Plan. In addition, this
project ranks number 6 by the Mobility Plan project prioritization scoring matrix.
Based on public feedback during the design process, a roundabout at the intersection of North
Street and Mission Blvd. was removed from the design contract with amendment #1 and instead
the existing signal will be upgraded for enhanced crossing safety. The design is now nearly
complete, and the next phase will be right of way acquisition. Construction will be by the in-
house trail construction crew through the Public Works Department and is planned to start
during the summer of 2022.
DISCUSSION:
A full list of the design scope changes is included in Appendix A of the contract amendment.
The contract amendment includes:
1. Preparation of right of way documents for 27 parcels along the corridor.
2. Design of traffic signal modifications to relocate the traffic signal cabinet at Old Wire Rd.
3. Lighting plans for trail improvements.

BUDGET/STAFF IMPACT:
The design for this project will be paid for with the funds from the 2019 Trails Bond Project. The
total fee including this change will be $59,000 and funds are allocated in the trails bond for this
amendment. The contract will be paid based on hourly rates for work completed, up to the total
contract amount.

• Our office personnel will draft right of way and easement documents for approximately 5 parcels based on
data provided by the City of Fayetteville Surveyor. That data being in the form of an AutoCAD drawing
containing property lines and right of ways as determined by the City of Fayetteville Surveyor.
• No independent research or investigation of right of way or property lines will be performed by Crafton Tull
and Associates, Inc. for the affected 5 parcels located in the area that has City determined right of way and
property lines.
• The City of Fayetteville will supply their standard right of way and easement document templates as a basis
for the drafting of the needed right of way and easement documents.
• No platting is included in this estimated fee.
Right of Way Determination and Right of Way and Easement Document Preparation:
• Our office will determine the existing right of way and property boundary for approximately 22 parcels.
Additional field work and research may be required.
• If needed, a title company may be employed to provide a title search for some of the properties to be
surveyed. The title search will include record plats (including adjoining plats), deeds (including adjoining
deeds) and easement documents. The title company fee will be a reimbursable expense to the client.
• Our office personnel will draft right of way and easement documents for 22 parcels based the Crafton Tull and
Associates, Inc. determined existing right of way and property lines and the needed right of way and
easements required by the project design.
• The City of Fayetteville will supply their standard right of way and easement document templates as a basis
for the drafting of the needed right of way and easement documents.
• No platting is included in this estimated fee.

• Preparation of a boundary survey plat, tract or lot split plats, tract or lot combination plats, or similar type plats
as may be required by the governing agency for approval of this project.
• Surveys and plats of the property for financing, sales, or other purposes such as an ALTA or as -built survey.
• Surveys of offsite utility, street or drainage improvements not within the survey area.
• Surveys for environmental studies, including wetland delineation.
• Surveys for flood data or studies for Corps of Engineer, FEMA or other special government agency permitting.
• Surveys for location of geotechnical soil borings or pits.
• Surveying related to construction services or construction staking.
• Sketch & description of Temporary Easements.
Note: Services listed can be provided for additional fee.
Client Shall Provide:
• Access for our survey crew personnel to enter the property to conduct the surveys.
This is the scope of services for the Project. Should there be additions to this scope of services, those
services shall be compensated for additional fee.
